RELATING TO SPORTS TOURISM.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
(1) Evaluate the viability of the State's sports tourism market and examine its net economic benefit to the State, including direct and indirect revenues and costs;
(2) Identify all sporting events that may attract diversified, high‑spending visitors and yield a high return on investment;
(3) Propose strategies to mitigate infrastructure and community impacts associated with sports events, including traffic management, public safety coordination, and noise management;
(4) Determine whether the new Aloha Stadium, with its planned seating capacity of 22,500, or any other existing large-scale sporting facility would be capable of supporting sports tourism in the State, including whether its facilities and amenities are, and would remain, viable and competitive for sports tourism events during its design life;
(5) Determine the role the university of Hawaii at Manoa department of intercollegiate athletics may play in the State's sports tourism market, including contributions to visitor attraction, event hosting, and related economic activities;
(6) Evaluate the State's capacity to support any professional sports activities, including assessing market demand, infrastructure, and long-term operational feasibility;
(7) Assess the potential impacts of investment in sports tourism on youth development and education in the State;
(8) Identify potential drawbacks, such as time zones, and ways to mitigate them;
(9) Determine whether partnerships with local athletes who have achieved national or international prominence would enhance efforts to promote sports tourism in the State;
(10) Identify potential pathways for Hawaii to play a role as a training ground for large-scale out-of-state sporting events, such as the Olympics; and
(11) Examine any other facts, data, or issues the department of business, economic development, and tourism deems relevant to assist the legislature in evaluating sports tourism policies, investments, and implementation options.
(b) The department of business, economic development, and tourism shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than December 31, 2027.
SECTION 2. Provided that of the general fund appropriation for the Hawaii tourism authority (BED 115) contained in House Bill No. 1800, in any form passed by the legislature during the regular session of 2026, the sum of $ or so much thereof as may be necessary for fiscal year 2026-2027 shall be expended to study the potential benefits of sports tourism in the State.
The sum appropriated shall be expended by the department of business, economic development, and tourism for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2050.

The purpose and intent of this measure is to require the Department of Business, Economic Development, and Tourism to conduct a study of the potential economic benefits and costs of sports tourism in the State.
Your Committee received written comments in support of this measure from the Department of Business, Economic Development, and Tourism; Hawaii Tourism Authority; and two individuals.
Your Committee finds that there is significant growth potential in the State's sports tourism industry. The sports tourism sector has produced steady revenue streams and contributes to Hawaii's economic development. Further exploration of sports tourism may lead to new growth opportunities. Accordingly, your Committee finds that this measure will help inform the State about the benefits and costs of this under-recognized industry and facilitate better-informed policy and investment decisions.
Your Committee has amended this measure by allocating a portion of the Hawaii Tourism Authority's budget to study the potential benefits of sports tourism in the State.

The purpose and intent of this measure is to:
(1) Require the Department of Business, Economic Development, and Tourism to conduct a study of the potential economic benefits and costs of sports tourism in the State;
(2) Require a report to the Legislature; and
(3) Appropriate funds.
Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Hawaiʻi Tourism Authority; Retail Merchants of Hawaiʻi; and one individual.
Your Committee finds that the sports industry is an underutilized market in the State with high potential for growth due to its many revenue streams, including spectator fees, advertising, endorsements, media broadcast rights, and licensing. In 2024, direct spending in the United States for sports tourism totaled $47 billion, with California, Florida, and Texas being the largest beneficiaries. The National Football League Pro Bowl previously hosted in the State offers a notable example of the economic benefits sports tourism can stimulate in the State, contributing $26 million in visitor spending to the local economy in 2014. Your Committee further finds that informed policy and investment decisions are critical to responsibly, sustainably, and effectively cultivate the local sports tourism industry. The study conducted pursuant to this measure will assist the Legislature in making informed policy and investment decisions on sports tourism for the State.
Your Committee has amended this measure by:
(1) Extending the deadline for the Department of Business, Economic Development, and Tourism to submit its report to the Legislature from twenty days prior to the convening of the Regular Session of 2027 to December 31, 2027;
(2) Inserting an effective date of July 1, 2050, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
