Karl Rhoads has been in the Legislature nearly 20 years and currently serves as chair of the Senate Judiciary Committee. He was first elected to the House in 2006 where he was also the House Judiciary chair. His Senate district includes Nu‘uanu, Pacific Heights, Pauoa, Punchbowl, Pālama, Liliha, Iwilei, Chinatown and Downtown.
Rhoads holds a law degree from George Washington University and worked as a legislative assistant to U.S. Rep. Eliot L. Engel of New York, as a legislative aide to U.S. Rep. Louise M. Slaughter (New York) and as an intern to former U.S. Senator John F. Kerry of Massachusetts.
