Bio
Honolulu attorney Michael Covenant “Cov” Ratcliffe was selected by Gov. Josh green in April 2026 to fill the seat vacated by Rep. Daniel Holt, who left to take a job in the Green administration. Ratcliffe, who tells people to call him Cov, will need to run in the August primary and November general elections if he wants to keep the seat that represents Sand Island, Iwilei and Chinatown.
Ratcliffe attended California State University East Bay where he majored in philosophy and history. He returned to Hawaii and got a law degree from the University of Hawaii William S. Richardson School of Law. He’s worked for the Attorney General’s Office and a Supreme Court justice. He has specialized in labor law in his own practice.
