CONFERENCE COMMITTEE REP. NO. 119
Honolulu, Hawaii
, 2025
RE: S.B. No. 65
S.D. 2
H.D. 1
C.D. 1
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Honorable Nadine K. Nakamura
Speaker, House of Representatives
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 65, S.D. 2, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to appropriate funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.
Your Committee on Conference finds that the Hawaii Public Housing Authority (HPHA) has a mission to provide safe, secure housing to the State's most vulnerable populations, including low‑income individuals and families, seniors, and individuals with disabilities. While HPHA supports many residents statewide, existing properties require extensive capital improvements to ensure safety and sanitation requirements are met. As HPHA relies on federal funding for most of its operations, which is commensurate with unit occupancy, rehabilitation of vacant units is of paramount importance to maintaining a stable source of funding. Therefore, this measure ensures continuity of HPHA operations and the provision of reliable housing for the residents it serves.
Your Committee on Conference has amended this measure by:
(1) Inserting an appropriation amount of $10,000,000 in general funds for the fiscal biennium for the Hawaii Public Housing Authority to rehabilitate, remodel, renovate, and repair housing units; and
(2) Changing its effective date to July 1, 2025.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 65, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 65, S.D. 2, H.D. 1, C.D. 1.
Respectfully submitted on behalf of the managers:

Honorable Nadine K. Nakamura

Madame:
Your Committee on Housing, to which was referred S.B. No. 65, S.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Department of Human Services; Hawaii Public Housing Authority; Makakilo/Kapolei/Honokai Hale Neighborhood Board No. 34; Catholic Charities Hawaiʻi; and Kunia Village Title Holding Corporation.
Your Committee finds that many Hawaii Public Housing Authority properties were constructed over fifty years ago and require extensive updates to remain safe and habitable. Your Committee further finds that the Authority currently faces a significant capital needs backlog of approximately $720,000,000. As the Authority relies on federal funding, which is tied into unit occupancy, for approximately ninety percent of its operations, the rehabilitation of vacant units is critical to maximizing federal support.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $10,000,000.
As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 65, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 65, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
Respectfully submitted on behalf of the members of the Committee on Housing,

RE: S.B. No. 65
S.D. 2
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 65, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
begs leave to report as follows:
The purpose and intent of this measure is to appropriate moneys to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.
Your Committee received written comments in support of this measure from the Department of Human Services, Hawaii Public Housing Authority, Catholic Charities Hawaii, and one individual.
Your Committee finds that many properties in Hawaii's public housing inventory are more than fifty years old and require extensive renovations to remain safe and habitable. Your Committee also finds that the Hawaii Public Housing Authority faces a capital needs backlog of approximately $720,000,000. Your Committee further finds that additional funding is urgently needed to address this backlog and to ensure that public housing units remain safe, decent and sanitary, and available to those who need them most.
Your Committee has amended this measure by:
(1) Changing the appropriation to an unspecified amount; and
(2) Changing the effective date to July 1, 2050, to facilitate further discussion on the measure.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 65, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 65, S.D. 2.
Respectfully submitted on behalf of the members of the Committee on Ways and Means,

STAND. COM. REP. NO. 5
Honolulu, Hawaii
RE: S.B. No. 65
S.D. 1
Honorable Ronald D. Kouchi
President of the Senate
Thirty-Third State Legislature
Regular Session of 2025
State of Hawaii
Sir:
Your Committee on Housing, to which was referred S.B. No. 65 entitled:
"A BILL FOR AN ACT RELATING TO HOUSING,"
begs leave to report as follows:
The purpose and intent of this measure is to appropriate funds to the Hawaii Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of housing units.
Your Committee received testimony in support of this measure from the Department of Human Services, Hawaii Public Housing Authority, and Catholic Charities Hawaiʻi.
Your Committee finds that the Hawaii Public Housing Authority (HPHA) has a mandate to provide the State's most vulnerable residents with safe housing and equitable living environments, free from discrimination. However, HPHA has an existing capital improvement backlog of approximately $720 million, which has created a pressing need to ensure public housing units remain available for those who need them most. Further, certain buildings in HPHA's inventory are greater than fifty years old, requiring extensive repairs and maintenance to ensure safe, habitable environments for residents. Because HPHA relies on federal funding for the majority of its operations, which is commensurate with unit occupancy, providing HPHA with adequate funding will ensure continuity of housing operations and reliable housing for residents.
Your Committee further finds that two hundred fourteen units in HPHA's inventory were rehabilitated and made available to residents last year. However, more work is needed to bring the remaining vacant units into compliance. Presently, there are one hundred thirty-nine vacant units that require repair and maintenance. The average cost to bring each unit into compliance with federal standards is $73,000, which totals $10,147,000. The vacant units are located in all four counties and in areas representing twenty out of the twenty-five Senate districts. Your Committee notes that this measure is the fastest, cheapest way to create housing for the State's most vulnerable residents to ensure that they will never have to pay more than thirty percent of their incomes in rent.
Your Committee has amended this measure by inserting an appropriation amount of $10,147,000.
As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 65, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 65, S.D. 1, and be referred to your Committee on Ways and Means.
Respectfully submitted on behalf of the members of the Committee on Housing,
|
