A BILL FOR AN ACT
RELATING TO NURSING.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
The legislature further finds that the county of Maui is the largest county in the State without a college or university bachelor of science in nursing degree program. The university of Hawaii Maui college's nursing program offers two degrees: a certificate of achievement and an associate in science in nursing. Students who earn an associate in science in nursing must then transfer to the bachelor of science in nursing pathway at the university of Hawaii at Manoa to further their education.
The legislature believes that offering a bachelor of science in nursing program at the university of Hawaii Maui college can help to increase the supply of nurse graduates, reduce the nursing workforce shortage, and allow Maui nursing students to remain on Maui during their entire course of study.
The legislature declares that the establishment of a bachelor of science in nursing program in the county of Maui is a matter of statewide concern pursuant to article X, section 6, of the Hawaii State Constitution.
The purpose of this Act is to appropriate moneys for the establishment of a bachelor of science in nursing degree program at the university of Hawaii Maui college.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $250,000 or so much thereof as may be necessary for fiscal year 2025-2026 and the sum of $350,000 or so much thereof as may be necessary for fiscal year 2026-2027 to:
(1) Establish a bachelor of science in nursing degree program at the university of Hawaii Maui college;
(2) Fund additional personnel associated with the establishment of the program; and
(3) Purchase related supplies and equipment.
The sums appropriated shall be expended by the university of Hawaii for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2025.

The sums appropriated shall be expended by the university of Hawaii for the purposes of this Act.

Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 119, S.D. 1, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO NURSING,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to appropriate funds to establish a Bachelor of Science in Nursing degree program at the University of Hawaii Maui College.
Your Committee on Conference finds that the State is experiencing a severe nursing workforce shortage which has resulted in poorer patient outcomes, particularly in rural areas of the State. This measure appropriates funds to establish a Bachelor of Science in Nursing degree program at the University of Hawaii Maui College which will create a more efficient pathway for nursing students, reduce the nursing workforce shortage, and allow Maui nursing students to remain on Maui during their entire course of study.
Your Committee on Conference has amended this measure by:
(1) Consolidating sections 2, 3, and 4 and inserting appropriation amounts of $250,000 for fiscal year 2025-2026 and $350,000 for fiscal year 2026-2027 to:
(A) Establish a Bachelor of Science in Nursing degree program at the University of Hawaii Maui College;
(B) Fund additional personnel associated with the establishment of the program; and
(C) Purchase related supplies and equipment;
(2) Deleting language that would have appropriated funds to meet the increased demand for prerequisite courses by students newly enrolled in the program;
(3) Deleting language that would have appropriated funds for simulation and laboratory upgrades associated with the establishment of the program;
(4) Deleting language what would have appropriated funds for instructional costs associated with providing a third year of nursing courses following the establishment of the program;
(5) Changing the effective date to July 1, 2025; and
(6) Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 119, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 119, S.D. 1, H.D. 1, C.D. 1.

Your Committee received testimony in support of this measure from the University of Hawaiʻi System; Office of Hawaiian Affairs; Hawaiʻi State Center for Nursing; Hawaiʻi Nurses Association OPEIU Local 50; Healthcare Association of Hawaii; Hawaiʻi Public Health Association; Hawaiʻi American Nurses Association; AlohaCare; and five individuals.
Your Committee finds that the State is experiencing a growing nursing workforce shortage. Your Committee further finds that Maui County is the largest county in Hawaii without a college or university Bachelor of Science in Nursing degree program. Your Committee believes that appropriating funds to establish a Bachelor of Science in Nursing Program at the University of Hawaii Maui College will increase the supply of nursing graduates, reduce the nursing workforce shortage, and allow Maui nursing students to remain on Maui during their entire course of study.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 119, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 119, S.D. 1, H.D. 1, and be referred to your Committee on Finance.

Your Committee received written comments in support of this measure from the University of Hawaii System, Office of Hawaiian Affairs, Hawaii Public Health Association, Hawaii - American Nurses Association, Hawaii Primary Care Association, Healthcare Association of Hawaii, Hawai'i State Center for Nursing, University of Hawaii Maui College, and four individuals.
Your Committee finds that a bachelor of science in nursing degree program at the University of Hawaii Maui College would respond to the demand for nurses on Maui, create a more cost‑effective opportunity for Maui students to become nurses, increase earning potential for many individuals, and improve the quality of Maui medical care.

Your Committee on Higher Education, to which was referred S.B. No. 119 entitled:
"A BILL FOR AN ACT RELATING TO NURSING,"
begs leave to report as follows:
The purpose and intent of this measure is to appropriate funds to establish the Bachelor of Science in Nursing degree program at the University of Hawaii Maui College.
Your Committee received testimony in support of this measure from the University of Hawaiʻi System, Office of Hawaiian Affairs, Hawaiʻi Public Health Association, Hawaiʻi Primary Care Association, Hawaiʻi State Center for Nursing, Healthcare Association of Hawaii, and six individuals.
Your Committee finds that meeting the growing demand for skilled nursing professionals is critical to addressing health care shortages and ensuring the well-being of the State's communities. Your Committee further finds that expanding nursing education programs of the University of Hawaii System is essential to developing a robust workforce capable of meeting the needs of an aging population, addressing health care disparities in underserved areas, and responding to future public health challenges. This measure invests in the establishment of a Bachelor of Science in Nursing degree program at the University of Hawaii Maui College to help increase the supply of nurse graduates, reduce the nursing workforce shortage, and allow Maui nursing students to remain on Maui during their entire course of study.
Your Committee has amended this measure by:
(1) Changing each appropriation amount to an unspecified amount;
(2) Inserting an effective date of July 31, 2050, to encourage further discussion; and
(3) Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.
(1) $100,000 for fiscal year 2025-2026 and $60,000 for fiscal year 2026-2027 to meet the increased demand for prerequisite courses by students newly enrolled in the program;
(2) $90,000 for fiscal year 2025-2026 and $60,000 for fiscal year 2026-2027 for additional personnel associated with the establishment of the program;
(3) $60,000 for fiscal years 2025-2026 and 2026-2027, respectively, for supplies, equipment, and simulation and laboratory upgrades associated with the establishment of the program; and
(4) $250,000 for fiscal year 2026-2027 for instructional costs associated with providing a third year of nursing courses following the establishment of the program.
As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 119, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 119, S.D. 1, and be referred to your Committee on Ways and Means.
