Your Committee finds that the North Shore Beach Management Plan promises to be an important coastal management, adaptation planning, and community engagement model for other communities struggling with coastal hazards and sea-level rise. The purpose and intent of this measure is to extend the deadline for the University of Hawaii Sea Grant College to submit the North Shore Beach Management Plan to the Governor and Legislature.
Your Committee received testimony in support of this measure from the Department of Land and Natural Resources, University of Hawaiʻi System, and one individual.
Your Committee finds that Act 226, Session Laws of Hawaii 2024, directed the University of Hawaii Sea Grant College to develop and submit a North Shore Beach Management Plan to the Governor and Legislature before December 1, 2025, for the purpose of addressing coastal erosion along the north shore of Oahu. Your Committee recognizes that completion of the beach management plan by the existing deadline will be challenging and believes that extending this deadline to December 1, 2026, will provide the University of Hawaii Sea Grant College Program sufficient time for community engagement and outreach as part of the plan.
