A BILL FOR AN ACT
RELATING TO GOVERNMENT SERVICES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 21F-6, Hawaii Revised Statutes, is amended to read as follows:
"[[]§21F-6[]] Office of the legislative analyst
established. (a) There is established the office of the
legislative analyst to be administered by the committee. The committee shall appoint a legislative
analyst who shall serve for a [period] term of four years. The committee[, by a three‑fourths
vote of its members,] may remove the legislative analyst from office[,]
by a three-fourths vote of its members, but only for cause. The committee shall fix the salary of the
legislative analyst.
(b) The legislative analyst may employ other
clerical and technical employees as may be necessary to carry out the functions
of the office. The legislative analyst
and other clerical and technical employees [shall be entitled to] may
participate in any employee benefit program plan or privilege generally
available to state employees."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect on January 1, 2491.

The purpose and intent of this measure is to clarify the Office of the Legislative Analyst.
Your Committee received testimony in support of this measure from Hawaiʻi Children's Action Network Speaks!.
Your Committee finds that Hawaii is the only state in the nation without an independent office or process for creating fiscal notes, informed estimates of the potential fiscal impact of a bill. While the Office of the Legislative Analyst was established in 1990 to serve this critical function, it was never funded or staffed. This measure clarifies the Office of the Legislative Analyst to facilitate its future implementation.
Your Committee has amended this measure by inserting an effective date of January 1, 2491, to encourage further discussion.
Your Committee notes that the Office of the Legislative Analyst has not been functional in the thirty-five years since it was established. Your Committee finds that this issue raises concerns that merit further consideration and respectfully requests that future Committees to which this measure is referred examine whether the Office of the Legislative Analyst is still necessary.
As affirmed by the record of votes of the members of your Committee on Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of H.B. The purpose of this measure is to clarify the Office of the Legislative Analyst.
Your Committee received testimony in support of this measure from one individual.
Your Committee finds that the Office of the Legislative Analyst, established by Act 347, Session Laws of Hawaii 1990, was created to assist the Legislature with fiscal, budgetary, and tax analyses and to play a critical role in providing timely and informed policy research to members of the House and Senate. However, the Office of the Legislative Analyst has not been staffed since its creation and has instead resulting in the Legislature's reliance on session staff which can lead to gaps in institutional knowledge and delays in the research process. To address this, this measure clarifies the role of the Office of the Legislative Analyst, ensuring continuity in fiscal and budgetary research and enhancing the Legislature's ability to make well-informed policy decisions.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
