A BILL FOR AN ACT
RELATING TO HEALTH INSURANCE.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Section 87A-16, Hawaii Revised Statutes, is amended by amending subsection (a) to read as follows:
"(a) The board shall establish the health benefits
plan or plans, which shall be exempt from the minimum group requirements of
chapter 431[.]; provided that the health benefits plan or plans shall
meet or exceed the requirements of chapter 393."
SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 3000.

Your Committee finds that persons should have access to affordable health care options. However, for public employees under the Employer-Union Health Benefits Trust Fund, a significant portion of their compensation goes toward medical premiums approximately forty percent. In comparison, private-sector employees are covered by the Prepaid Health Care Act, which caps employee contributions at 1.5 percent of the employee's compensation. This measure subjects plans under the Employer-Union Health Benefits Trust Fund to the requirements under the Prepaid Health Care Act.
As affirmed by the record of votes of the members of your Committee on Consumer Protection & Commerce that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 815, H.D. 1, and recommends that it be referred to your Committee on Finance.

The purpose of this measure is to require health benefits plans established by Board of Trustees of the Employer-Union Health Benefits Trust Fund to meet or exceed the requirements of the Prepaid Health Care Act.
Your Committee finds that members enrolled in the Employer-Union Health Benefits Trust Fund often pay forty percent of the total cost of their medical premiums while private sector employees covered under Hawaii's Prepaid Health Care Act contribute no more than 1.5 percent. Your Committee further finds that this measure will ensure that health benefits plans established by the Board of Trustees of the Employer-Union Health Benefits Trust Fund meet or exceed requirements under Hawaii's Prepaid Health Care Act, providing more affordable health care options.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of H.B.
