requesting the hawaii emergency management agency to collaborate with relevant agencies to develop initiatives and outreach programs to inform kupuna about emergency preparedness.
WHEREAS, the State is increasingly prone to a variety of natural disasters, including hurricanes, tsunamis, earthquakes, and volcanic eruptions, which can severely impact the safety and public health of the State's residents; and
WHEREAS, the State's elderly population is particularly vulnerable in emergencies due to physical limitations, chronic health conditions, and lack of access to communication technology resources; and
WHEREAS, individuals aged sixty-five and older represent a significant segment of the State's population, making up over nineteen percent of the State's total population, and is expected to increase; and
WHEREAS, ensuring that older adults are well-informed about emergency preparedness can significantly improve their chances of survival and reduce the strain on emergency services; and
WHEREAS, educational efforts and community outreach programs are essential to providing the State's elderly with the knowledge and resources needed to protect themselves during emergencies; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirty-third Legislature of the State of Hawaii, Regular Session of 2025, the Senate concurring, that the Hawaii Emergency Management Agency is requested to collaborate with relevant agencies, including but not limited to the Department of Emergency Management of the City and County of Honolulu, Civil Defense Agency of the County of Hawaii, Emergency Management Agency of the County of Maui, and Emergency Management Agency of the County of Kauai to develop initiatives and outreach programs to inform kupuna about emergency preparedness; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Hawaii Emergency Management Agency, Acting Director of the Department of Emergency Management of the City and County of Honolulu, Administrator of the Civil Defense Agency of the County of Hawaii, Administrator of the Emergency Management Agency of the County of Maui, and Administrator of the Emergency Management Agency of the County of Kauai.

The purpose and intent of this measure is to request the Hawaii Emergency Management Agency to collaborate with relevant agencies to develop initiatives and outreach programs to inform kupuna about emergency preparedness.
Your Committees received testimony in support of this measure from the Hawaiʻi Emergency Management Agency, AARP Hawaii, AlohaCare, Hawaiʻi Family Caregiver Coalition, Hui O Hauʻula, Pearl City Neighborhood Board No. 21, and four individuals.
Your Committees find that kupuna, or senior citizens, are a particularly vulnerable population in the event of a disaster. Many kupuna do not know how to tell if they must evacuate or if they are better off sheltering in place, and some do not have familiarity with or access to technology to notify them about what to do in a disaster. Accordingly, this measure requests the Hawaii Emergency Management Agency to work together with appropriate county level agencies to create outreach programs to educate elderly community members on disaster preparedness to enhance the safety and welfare of kupuna and their caregivers during an emergency.

Your Committee finds that Hawaii's exposure to frequent and severe natural hazards, including hurricanes, tsunamis, earthquakes, and volcanic activity, demands comprehensive preparedness strategies that account for the State's diverse population. Older adults, who comprise a growing portion of Hawaii's residents, are particularly at-risk during disasters due to mobility challenges, chronic medical conditions, and limited access to timely information. Strengthening the ability of older adults to respond effectively in emergencies can greatly enhance their safety and ease the strain on emergency services. Accordingly, this measure urges the Hawaii Emergency Management Agency to work with appropriate partners to design and implement public education efforts and outreach initiatives that ensure kupuna are better equipped to navigate emergency situations.
