I think you had some concerns that you wanted to raise, but we also had some requests from another group about the languages that affects immigrants. So I don't think we're ready to go. But you go ahead and discuss what you wanna do about the other thing you got.

Thank you. I appreciate that. We actually heard the same concern about folks who are working to protect immigrants that this might have some unintended consequences that could cause some trouble. I will look into that to try to understand it better. I'm providing to the Members of our Committee, our Conference Committee.

We have something very similar in our hearing. And you know, they reiterate their concerns. You know, they are requesting if we decide to move forward with this. Well, first they say that this proposed legislation may have unintended consequences for Hawaii's current licensing processes and require further clarification on implementation timelines and funding support from the state.

They request if we do move this forward, that we take a phased approach to implementation that will allow for a reasonable and adequate amount of time for the Counties to research and assess implementation requirements, staffing funding requirements, information technology, and other resource impacts, necessary updated administrative procedures, staff training, and good public outreach. Setting aside the concern that I know our good minority member has about changing from a, opt in to an opt out.

Just looking at operational issues, this does bring up some concerns. I didn't think that it was gonna be that complicated that would cause this much a concern, but clearly, they feel strongly about it. I will continue to investigate this to see if I can understand it better. I would urge you to do the same. Let me just briefly explain that this measure requires certain factors to be considered when determining a defendant's financial ability to afford bail. Basically saying that, the defendant's financial ability to afford bail shall be subject to the following considerations to the extent known. One, any income derived from public benefits shall be excluded from consideration.
