Hello everyone. We're reconvening for the purpose of decision making on our 10am Wednesday, March 11 agenda here in conference room 308. First time through, so be patient. We have a like a 38 page list of items to read through and I think, you know, for the General public a lot of this will feel kind of odd.

I think for the Department heads, I think generally you'll be able to track as we read through some of the changes. I got a quick little spiel and then we'll get into it. What do you want to go page by page? Okay, the following list references. This is for HB 1800 leading to the state budget.

The following list references the worksheets which represent governors and the Judiciary Supplemental operating budget requests. We're going to stick to the Governor's request now and then we'll read out separately for the judiciary. These worksheets are available on the Capital website and were posted mid January 2026.

Sequences that are not mentioned in the following list indicate that the House agrees with the Governor's or the Judiciary's budget request. HB 1800 has had two governor's messages since introduction. Governor's message 2, dated January 302026 dealt with green fee distribution. Governor's message 5, dated March 22026 included additional adjustments to HB 1800.

These sequences will also be covered as they are not present in the original worksheets. So we'll read out any changes to the Governor's budget anywhere we agree disagree, we're adding money, taking away money, redescribing and we'll also read out any details from those Governor's messages as they were not in the original draft. HB 1800.

Okay, going to start here with HB 1800, the Executive supplemental budget for EGR Agriculture. Page 5, AGR 131, sequence 100001. We're increasing the ceiling for animal quarantine special Fund technical modification to denote $1 million in special funds are non recurring. Next we have a house adjustment. We have EGR 171 sequence 1100. 001.

Add $100,000 in General funds for agricultural trade shows. Next house adjustment EGR171 sequence 1101001 adding five permanent positions and 347,940 in General funds for reorganization of ag development and marketing. From Governor's Message 2, we have EGR 192 sequence 130. 001. This is a green fee item for the Mesonet for $500,000 in a funds. The House concurs.

House Adjustment EGR 192, sequence 1070001. We're going to change the means of financing for one permanent grant writer. Reduce $164,450 in federal funds. Add $100,000 in General funds. Next, House Adjustment AGR 192, sequence 1100001. Add $1,000,000 non recurring and General funds for in vessel composters statewide. Next we have another house adjustment AGR846, sequence 1100001.

Add $600,000 in General funds for the pesticides disposal program.

Okay, moving on to accounting and General Services. AGS. First House adjustment to create a program ID for a program ID for AGS 820 which will be the Hawaii Broadband and Digital Equity Office per Act 201 Session Laws of Hawaii 2025. House adjustment in AGS 820, sequence 1040001.

Transfer in three temp positions and 360,000 in General funds for fiscal year 26 and fiscal year 27 for Hawaii Broadband and Digital Equity Office from bed 142. Next, House adjustment AGS 820, sequence 1101001 at $36,888 in General funds non recurring for salary adjustments.

House adjustment in AGS881, sequence 1100001 at $170,000 in General funds for specialized arts program and therapeutic therapeutic art interventions. House adjustment in AGS 881, sequence 1101001 at $300,000 in General funds for maintenance of ART on page 43, AGS 901, sequence 8001, transfer in broadband and digi equity office.

House does not concur because we moved to AGS820, page 44, AGS901, sequence 101001. Add funds for salary adjustments. House does not concur. This was also moved to AGS 820 for ATG.

We got two things, so that'll be pretty quick. Page 48, ATG 100, sequence 70001. Change the means of financing for positions and funds. Modify the Fund position with $58,296 in General funds. Page 51, ATG 100, sequence 102001. Add positions and funds for law enforcement Standards Board.

It's a technical modification to note the six month delay and higher. Thank you. Yeah. Okay, we got one more then. Okay, bed. We have house adjustment bed 100, sequence 1100001 add funds for native Hawaiian intellectual property working house adjustment bed 101 sequence 1100001 add one permanent international relations specialist six and $200,000 in General funds.

Page 59 bed 105 sequence 30001 transfer out position and funds to bed 142. The house does not concur. Governor's message 2 bed 113 sequence 130001 this is a green fee project monitoring and evaluation for $500,000 in General funds. The House does not concur. There are three appro of the size which will go into $500,000 each.

We're going to consolidate that into one $500,000 line item which will be with the Budget and Finance Department. Next House Adjustment Bed 114 sequence 1010001 and 1010002 trade off from budgeted line items resulting in a total adjustment of -199,219 in General funds for Hawaii Tourism Authority branding and marketing.

Next house adjustment VED116 sequence 1060,001 reduced $300,000 in General funds for Hawaii Tourism Destination Stewardship and community. House adjustment VED120 sequence 1100001 adds $6 million in special funds for geothermal Carbon Sequestration and Underground water resource characterization program. I just have something brief to read out to kind of capture what we're trying to do with the operating budget and then we'll turn it over for CIP prior to decision making. First I just want to thank all the hard working staff. It's really. I don't think I properly appreciated it for stepping into this role.

How hard everyone is working, how smart everyone is. It's really, really special. And the only way I'm going to look even slightly competent. So very, very thankful for everything. For all of your late nights, for all the weekend work. It's really, really something special for the Committee.

Same thing I think, you know, the long hours, the dedication and also the patience you've shown in my first time around. I sincerely appreciate it. And then beyond that, you know, before we get into kind of the context of where we are, thanks for you know, Rep. Yamashita to Lt. Gov.

Luke for chair Dela Cruz on the Senate side, I think, you know, looking in the current context of where we are as a state versus where a lot of other states are with their budget we are in a position to be able to take time to assess what to do and to evaluate it over the course of the session.

And in a lot of other states, it's much more of a crisis of kind of immediate proportions. So I'm very thankful for us being put into a position where we can actually carefully evaluate due to sound management over the past, at least my entire time here.

So that's all I can speak to, you know, so I think beyond that, I just want to take the time to kind of give a little bit of context as to where we are. You know, the.

The draft budget in front of us prioritize, prioritizes maintaining our current services while making some additional investments in a number of areas important to our communities. The House budget invests in, in particular into the Department of Agriculture, placing additional resources to assist local farmers with marketing and scaling up their businesses.

The draft also invests in our keiki in numerous ways, including funding for DOE repairs and maintenance, our Farm to School Program, and the implementation of the Regional Kitchen program. Hazard mitigation for campuses, largely in part to some line items, but also through some Green Fee appropriations, the Artists in the School program, and early childhood education.

You know, this draft makes strategic investments and continues the House's priority funding for DHHL infrastructure. There'll be, you know, some on the operating side and the capital side, in addition to our proposal to provide some direct funding in another Bill.

You know, I think it's important that we give them the necessary resources to actually, you know, get people off the wait list to build out that housing and infrastructure, but also a reliable source of funding so that they can plan for the future through the Green Fee program.

This budget is in line with the administration's funding priorities, making only very nominal changes. And I think that something we can continue to evaluate. I know, you know, in talking to the departments, there's some things we like to tweak here and there.

So, you know, we're committed to working with you folks and with the Senate, the Administration, and making sure that this is something that's, you know, viable, responsible use of resources, and that the community can truly see the value in what we're trying to accomplish along, you know, climate resilience, but also just hazard medication, wildfire risk reduction, which is something that's particularly important to me, but also enabling our departments to partner with their communities directly, either through nonprofits or through, you know, just community resilience plans.

I think that's important to them also, you know, there's obviously too many items to just list and focus on. But I it is just a draft and I don't want to over promise a lot of this stuff is going to have to get reworked in our conversation with the Senate and with the Administration.

One last thing I'd like to highlight is alongside the Governor's draft, the House has prioritized maintaining life saving programs in the wake of a lot of uncertainty. This means a nine figure commitment to stepping into what has been a federal obligation for things like SNAP and Medicaid.

It's unclear and I think the difficulty is it's unclear whether this expense is going to be recurring or not. You know, it's how do we plan ahead when we're not sure if $100 million is going to go up, down, sideways? It can be difficult.

But I regardless of how anyone feels about how things are going at the federal level, these are really just in many ways unavoidable costs if we care about our people here. And the implications of the OBBBA really just cannot be dodged in that way.

And I think we're prepared as a state, as a House and in our conversations with the Administration to stepping into those federal obligations to ensure that we continue to be the healthiest state in America, which is something we don't think about very often, but it's across virtually every metric that is the case and I think that's something we can all take pride in.

You know, these commitments are essential and a core value that Lilly Funds forms the foundation of our budget. In the next couple months, our work will continue with the Senate and Administration and we'll find ways to provide a additional tax relief for our middle class while maintaining our essential services.

This may mean a bit of creativity down the road and some discomfort, but I'm confident that we'll find a way forward that adequately balances our budget alongside our mandate to best serve our people and their ability to live and really thrive here in the islands. And with that I'll turn it over to Rep. Kitagawa.

Thank you, Chair. Okay, so I'm going to talk a little bit about the cip. So I'd like to start off first by thanking the Committee for allowing me to continue to work on CIP again this year. And it's a great learning opportunity for me and one that I'm grateful to continue doing.

Also thank you to both Chair Todd and Vice Chair Takinouji for all their help and support with the CIP process and as well as my staff, Wendy, who's my office manager, and Ryan, my finance CIP staff. For all Their hard work and the many hours they've spent into putting together the CIP budget.

With me as Chair Todd mentioned our staff. Really, we couldn't do this without our staff. And they provide so much information in being able to put together the budget.

Thank you also to all the departments for working with us on all of your CIP requests and providing us with the information that we needed to be able to move forward. The House draft is a work in progress, and we'll continue to have discussions with all of you as we move forward during the session.

So, since this is the second year of the biennial budget, we are working with a much smaller budget compared to last year. And this year, CIP was a little over a billion dollars that we were working with, which is about half of what we had last year.

This year's CIP budget also included projects that were allocated for last year. So this number that I'll read out, which is about 1.4 billion for General obligation and General obligation revenue bonds, and 4.4 billion, when you consider all means of financing, includes all of the funding that we allocated last year into FY27.

Similar to last year, the CIP budget contains many important items to help support our diverse communities and the many needs of our state.

And it focuses on continuing our efforts to increase the availability of affordable housing in our state, prioritizing the health and safety of our communities and supporting the next generation by providing funding for education, including from preschool to college. So you've now received the handouts, which include the CIP highlight sheet as well as the CIP budget.

For the CIP budget, as I mentioned last year, please note the amounts are listed in thousands, so you'll need to add three zeros to get the total amount.

And please also note that the budget handout includes the funding that was allocated last year, but the highlight sheet will only include the items and amounts that we are adding on to the budget from this year.
