HB 503: RELATING TO THE HAWAII FIRST RESPONDERS MEMORIAL.

A BILL FOR AN ACT

RELATING TO THE HAWAII FIRST RESPONDERS MEMORIAL.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

     SECTION 1.  The legislature finds that House Concurrent Resolution No. 97, H.D. 2, Regular Session of 2024, was adopted by the legislature in its final form and requested the department of accounting and general services to establish a working group to plan and construct a Hawaii first responders memorial.  The working group held its inaugural meeting in November 2024 and has scheduled regular monthly meetings to ensure progress and collaboration as the group works toward completion of the memorial.  The memorial aims to provide a lasting tribute to the first responders who have selflessly served the community and paid the ultimate price in the line of duty.

     The purpose of this Act is to adopt a working group recommendation by appropriating funds for the department of accounting and general services to engage a consultant to evaluate potential sites and designs for the Hawaii first responders memorial.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2025-2026 and the same sum or so much thereof as may be necessary for fiscal year 2026-2027 to hire a consultant to evaluate potential locations and designs for a Hawaii first responders memorial.

     The sums appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 3000.

     Your Committee on Public Safety, to which was referred H.B. No. 503 entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII FIRST RESPONDERS MEMORIAL,"

begs leave to report as follows:

     The purpose of this measure is to appropriate funds for the Department of Accounting and General Services to engage a consultant to evaluate potential sites and designs for the Hawaii First Responders Memorial.

     Your Committee received testimony in support of this measure from the Department of Accounting and General Services; Office of the Mayor of the City and County of Honolulu; County of Kauaʻi Fire Department; a member of the Honolulu City Council; United Public Workers, AFSCME Local 646, AFL-CIO; and one individual.

     Your Committee finds that it is important to create a suitable memorial to serve as a lasting tribute to Hawaii first responders who have selflessly served their community and made the ultimate sacrifice.

     Your Committee has amended this measure by:

     (1)  Changing its effective date to July 1, 3000, to encourage further discussion; and

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider appropriating $100,000 to hire a consultant to evaluate potential locations and designs for a Hawaii First Responders Memorial.

     As affirmed by the record of votes of the members of your Committee on Public Safety that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 503, as amended herein, and recommends that it pass Second Reading in the form attached hereto as H.B. No. 503, H.D. 1, and be referred to your Committee on Finance.
