I just want to thank the Judiciary Chair for introducing this Bill that will permanently establish the Community Outreach Court as a division of the District Court of the First Circuit. This is one step closer to necessary criminal justice reform that we should continually strive for in this state.

    Um, when I was a Deputy Prosecuting Attorney in District Court, I would see homeless individuals lining the corridors waiting for their cases to be called. And there just seemed, at the time, that there could be a better way of handling these matters and meeting people where they, where they are in our communities.

    Just this morning, I was on a call with legislators from across the country, as a part of the Future Caucus Fellowship in the area of Criminal Justice Reform, and I'm encouraged by the work of legislators across the country, in their commitment to introducing bipartisan legislation to reform our criminal justice system.

    Madam Speaker, uh, just several hours ago, in a midair collision over the Potomac, 67 lives were tragically lost as an American Airlines flight collided with the U.S. Army Blackhawk helicopter, near Washington D.C., leading to the tragic loss of life of all 67 individuals on board.

    Some of these individuals include community members of the figure skating community returning from a national training camp, and a crash occurred near the Ronald Reagan Washington National Airport, leaving no survivors.

    At this time, at the appropriate, at the appropriate time, on the behalf of the Hawaii Legislature, I'd like to request a moment of silence for the 67 lives that were lost.
