Your Committee on Water and Land, to which was referred Governor's Message No. 585, submitting for study and consideration the nomination of:

Game Management Advisory Commission

begs leave to report as follows:

Your Committee reviewed the personal history, resume, and statement submitted by Stanley Ruidas for service on the Game Management Advisory Commission.

Your Committee received testimony in support of the nomination for the appointment of Stanley Ruidas from the Department of Land and Natural Resources.

Upon review of the testimony, your Committee finds that Stanley Ruidas' experience and knowledge qualify him for appointment to the Game Management Advisory Commission as a member from Lanai. Your Committee finds that Mr. Ruidas is an active licensed hunter in the State who serves as Chair of the Lanai Hunter's Focus Group and participates in the Division of Aquatic Resources' Makai Watch Program. Your Committee further finds that Mr. Ruidas dedicates much of his time to public service, having previously sat on the Lanai Planning Commission and Maui County Liquor Commission. In addition to his extensive time spent volunteering, Mr. Ruidas was employed by Hawaiian Electric as a powerplant operator from 1998 to 2023. Your Committee notes that Mr. Ruidas has previously served on the Game Management Advisory Commission, including as its Chair from July 2020 to June 2022. His leadership resulted in open discussion and the resolution of various hunting issues. Your Committee further finds that Mr. Ruidas thoroughly understands the roles and responsibilities of commission members and his proven leadership will be an asset to the Commission. Your Committee therefore recommends that Stanley Ruidas be appointed to the Game Management Advisory Commission based on his experience, knowledge, and commitment to public service.

As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominee, has found the nominee to be qualified for the position to which nominated and recommends that the Senate advise and consent to the nomination.
