HB 582: PROPOSING AMENDMENTS TO ARTICLE X, SECTION 2 AND ARTICLE XVIII, SECTION 12, OF THE CONSTITUTION OF THE STATE OF HAWAII TO ESTABLISH A SCHOOL BOARD COMPRISED OF APPOINTED AND ELECTED MEMBERS.

Proposes a constitutional amendment that would establish a school board comprised of five members appointed by the governor and four members elected by the voters and representing each county.  Prohibits board members from serving more than twelve years as a member.
