Thank you, Madam Speaker. I understand the intent of this Bill and thank the introducer for this resolution. • Garner Shimizu

    Legislator

Thank you, Madam Speaker. Arising opposition with brief comment. Please.

  • Committee Secretary

    Person

    Please proceed.

  • Garner Shimizu

    Legislator

With all respect to the introducer, the good representative from Kahala Kaimuki, I'd like to just offer that we as a society should be looking at vaccinations in possibly a different light and not be so ingrained in thinking that vaccinations are a cure all for all diseases. There are very good naturopathic options.

  • Garner Shimizu

    Legislator

I believe that we need to get healthy in just the ways of our past ancestors. Of eating healthy, exercising, getting enough rest, taking vitamins and other supplements. So I would just caution that the path of going forward full blast on vaccinations may not be the panacea that we think and I just offer those comments. Thank you.

  • Committee Secretary

    Person

Representative Reyes Oda Reservations, so ordered. Representative Kong no vote so ordered.

  • Committee Secretary

    Person

Representative Kila Reservations, Madam Speaker so ordered. Representative La Chica.

  • Trish La Chica

    Legislator

Madam Speaker in support, please proceed. This resolution urges the Department of Health to offer education, outreach and vaccination access in schools with vaccination rates under 30%. Again, to be clear, this resolution does not force or mandate or require anyone to get vaccinated.

  • Trish La Chica

    Legislator

It simply addresses as a pressing issue which is that those families with children who do wish to be vaccinated but maybe face certain barriers such as transportation, perhaps they cannot get, they don't have the time, their work schedules don't allow them to do so, or perhaps they're unable to make an appointment with their primary care provider or don't even have health insurance.

  • Trish La Chica

    Legislator

We amended this resolution in Committee to also include partnerships with community health centers, federally qualified health centers which are already the providers where our vulnerable populations already go to for healthcare access.

  • Trish La Chica

    Legislator

Again, it's really creating that informed choice so that those that do want to be able to secure vaccinations for their children have the ability to do so. Hawaii is already facing one of the highest rates in the nation for the lowest vaccination rates for our kids.

  • Trish La Chica

    Legislator

We have had in the last couple of years the highest non-medical exemptions too for our kindergarteners. So it's simply a way for us to provide more public health access and assist our families who are unable to get the care that they need. So for those reasons urge my colleagues to support thank you Madam Speaker.

  • Jeanné Kapela

    Legislator

Representative Kapela. Thank you Madam Speaker. I would just in strong support and I would like to adopt the words of the Vice speaker or Vice Chair of Education as if they were my own.

  • Committee Secretary

    Person

    So ordered. Representative Marten

  • Lisa Marten

    Legislator

Thank you. In strong support. And I just want to note while this particular Bill is trying to increase access, it is not about education. We can hear from the comments we've heard here that there is a lot of misinformation, conspiracy theories, etc.

  • Lisa Marten

    Legislator

That are being propagated in our state and are causing people to not take advantage of these life saving measures that are have been around for decades, are known to be safe, are known to be effective as opposed to General health behaviors which are great for staying healthy but do not protect us at all from these childhood diseases that are viruses, etc. Thank you.

  • Lisa Marten

    Legislator

    Representative Shimizu.

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. Still in opposition with comment. Please, please proceed. I'd like to appreciate the comments made by the Vice Chair of Education. Was it education. And I acknowledge those important comments.

  • Garner Shimizu

    Legislator

I'd also like to commend the introducer for introducing this in a way because what came out in the hearing for the HB 1118, which was an outpouring of testimony against that that Bill, was the fact that there was a large percentage of students that are not vaccinated.

  • Garner Shimizu

    Legislator

So I commend the introducer for highlighting that fact and acting upon that. Again, my opposition is not against concept. It's just offering a different point of view to consider. So thank you, Madam Speaker.

  • Kim Coco Iwamoto

    Legislator

Representative Iwamoto, thank you. I rise in support. Please proceed. Comments. Thank you so much. First of all, I'd like to have the words of the representative from Mililani Waipio entered into the record as my own.

  • Committee Secretary

    Person

    So ordered.

  • Kim Coco Iwamoto

    Legislator

Thank you very much. And I also would like to echo the appreciation to the representative from Kaimuki for drafting this important resolution. I strongly support education and access. That's so important with changing behavior. So I really appreciate this approach. Thank you so much.

  • Committee Secretary

    Person

Representative Alcos, still in opposition. In opposition. Please proceed.

  • David Alcos

    Legislator

Thank you. Some of us speak about in getting access to this so far, if I wanted to take my kids to the hospital, having access was always there. And all of us have access right now to take our families or whoever wanted to get vaccinated.

  • David Alcos

    Legislator

I just wonder who's in this building have 72 shots vaccination in their body right now. And maybe we don't, maybe not all of us have, but we took couple vaccination for the measles or some other stuff like that. But this is almost asking the kids that a lot of these guys got to take their shots.

  • David Alcos

    Legislator

I know the Bill changed where the parents is supporting. I mean if the had the parents right or not. But having this vaccination in our schools and why we got to pay extra labor and extra for the medicines and have another Department to go out there when you can just simply go to the hospital.

  • David Alcos

    Legislator

One Department said that Department of Health said that there was only about 5 cases in Hawaii that had suffered some of these disease out here in Hawaii. But that's probably like a 0.1% or something like that.

  • David Alcos

    Legislator

And we're spending all these millions of dollars in vaccinating and all this effort in trying to help all these, all our families. And I feel that we should be paying for maybe more beds for in the hospitals. Maybe helping the doctors more in certain way. But this the reason why I am in support. Thank you.

  • Committee Secretary

    Person

In opposition. In opposition. Yes. Thank you,

  • Kanani Souza

    Legislator

Representative Souza. Thank you, Madam Speaker. In support. And I would like the words of the Vice Chair of Education inserted into the journal as my own.

  • Committee Secretary

    Person

So ordered. Representative Grandinetti. Same request. So ordered. Okay. Standing Committee reports number 1873 and 1874. Representative Pierrick.

Representative Pierick. No vote, so ordered. Representative Alcos. No vote, so ordered. Representative Shimizu.

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. I rise in opposition with a brief comment. Please.

  • Committee Secretary

    Person

    Please proceed.

  • Garner Shimizu

    Legislator

I honor the introducer from Kailua Kona. And my opposition is not in the intent of what the introducer is promoting, but just in the language that I may not agree with that it's a dire situation and an emergency.

  • Garner Shimizu

    Legislator

I do believe that it is very important, but I just feel that language may be slightly beyond what I would describe the situation to be. So that's my position of opposition. But again, just give my respect to the introducer. Thank you, Madam Speaker.

  • Committee Secretary

    Person

Representative Kong. No vote, so ordered. Representative Lowen.

  • Nicole Lowen

    Legislator

Thank you, Madam Speaker. Just to clarify, this resolution was in support. And this resolution was introduced on behalf of a group of advocates that supported. By, for example, Hawaii Public Health Institute researchers from University of Hawaii. So it was not just a personal. Thing, but there's a lot of people. Working on this issue.

  • Nicole Lowen

    Legislator

There's a lot of health impacts associated with climate change, and it's important that we address them.

  • Committee Secretary

I support the intent and my colleague from Kauli Valley understanding the intent of this resolution. My reservation is on some of the things that I may not agree totally on, but I would like to support my colleague and offer those reservations.

  • Nadine Nakamura

    Legislator

    So ordered. Representative Iwamoto.

  • Kim Coco Iwamoto

    Legislator

I stand in opposition with comments. Please proceed. Thank you very much. This resolution urges the Governor to create a task force on Military partnerships to develop and strengthen the public military relationship in Hawaii. The resolution, to me, it provides an opportunity for another photo op between the Governor and the military.

  • Kim Coco Iwamoto

    Legislator

The Governor, who represents us, the people of Hawaii. And it's been clear many times that the military has, in one case, even walked away from the table where there was a conversation happening specifically about Red Hill. And we had a community election to elect our representatives to that panel.

  • Kim Coco Iwamoto

    Legislator

And the military was supposed to attend, and they chose to pull back. So there's a lot of opportunities for these conversations that the military has fallen short and including on talking about housing.

  • Kim Coco Iwamoto

    Legislator

We know there's a lot of military dependents who live in the community instead of living in housing on base, and that drives the price of housing up. There are a number of other issues that I wish this resolution went a little bit deeper into. Thank you so much.

  • Nadine Nakamura

    Legislator

    Representative Shimizu.

  • Garner Shimizu

    Legislator

Thank you. Madam Speaker. Excuse me for the phone right there. I rise in strong support with a brief comment.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Garner Shimizu

    Legislator

I acknowledge the previous words of my colleague. And I would choose to look forward and not behind of past mistakes that have been made and trying to establish common ground that we can move forward in a positive way that would benefit the people of Hawaii and not be so maybe fixated and stuck on what has gone wrong.

  • Garner Shimizu

    Legislator

Yes, there is admission that things could have been better. Mistakes have been made. But I would choose to again look for the common ground that we can build on something positive and look forward. That's my hope for this resolution that. Thank you, Madam Speaker.

  • Kanani Souza

    Legislator

Representative Souza. Thank you, Madam Speaker, in opposition. And just a brief comment. Please proceed. I think that there's just really broad language in this resolution. And I would prefer if it was limited to a specific issue or something of that nature. Thank you.

  • Nadine Nakamura

    Legislator

    Representative Amato, second time.

  • Terez Amato

    Legislator

Thank you, Madam Speaker. I would like to in opposition. I'd like to change my reservations to a no vote, please. And I would like to adopt the words of the representative from Kakaako as if they were my own.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Garner Shimizu

    Legislator

I agree that we need a working group to address the concerns, the very important, very important concerns of our Native Hawaiian community. My opposition lies in pursuing any option of gaming and gambling because I feel that that would be very detrimental direction as far as moving our Native Hawaiian community in a positive direction.

  • Garner Shimizu

    Legislator

And I know that we all have our opinions and our thoughts on that, but I choose to share minds at this time. So thank you, Madam Speaker.

The family of family that experienced the loss of their son due to poachers illegally trespassing on their farming property came to our hearing and shared their heart on why it's so important that we pass legislation like this to help their plight.

  • Garner Shimizu

    Legislator

I want to thank the chair of our judiciary who inserted the words Duke's Law in honor of their son who was shot and killed on their own property. So I want to thank the introducer and this body for moving this Bill forward.

  • Garner Shimizu

    Legislator

And I pray that we can help people that are struggling with trespassers and illegal poaching on a daily basis. So I appreciate this legislation and thank you for the opportunity to share my brief comments. Thank you.

  • Dee Morikawa

    Legislator

Standing Committee. Oh, Representative Muraoka, Strong support.

  • Chris Muraoka

    Legislator

And I can have the comments of the previous speaker inserted as my own on the. You know, I had a chance of meeting Mike Pia, who's Duke's dad, and I. You know, this won't bring his son back, but at least this will help help him get. Get on with his life. This sincerely appreciated.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Garner Shimizu

    Legislator

I'm just concerned that the intent is good, but to use campaign funds for this purpose may have some unintended, unenforceable consequences and possible misuse. So that's my concern. Thank you, Madam Speaker.

  • Kanani Souza

    Legislator

Representative Souza in strong support and permission to insert written comments into the Journal. So ordered.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Garner Shimizu

    Legislator

As I had previously shared, I believe that vaccine immunization has a place in. And my concern is with this Bill is investing in products that do have expiration dates. Products that will be constantly being upgraded and updated with the mutation of any particular disease. Again, just the concern of looking at things from a more naturopathic way.

  • Garner Shimizu

    Legislator

So that. That's my concern and my opposition to this. Thank you, Madam Speaker.

  • Nadine Nakamura

    Legislator

Standing Committee Report 1933-1934. Representative Amato.

  • Terez Amato

    Legislator

Thank you, Madam Speaker. In opposition. I want to start by saying that I truly thank the work of the State CPC and EAT Chairs for this incredibly. On this incredibly complicated issue. I actually originally was going to go WR because I personally have changed my views on it.

  • Terez Amato

    Legislator

However, I wasn't elected to come here and state my views. I was elected to amplify the voices of my community. My community has reached out to me incredibly forcefully with a lot of communication saying they do not want this Securitization Bill. For those reasons, my personal views don't apply. I have to follow the wishes of my community.

  • Terez Amato

    Legislator

So I have to vote now. Thank you.

    Legislator

    Recess.

  • Chris Todd

    Legislator

    Thank you.

  • Nadine Nakamura

    Legislator

Will the House come to order? Representative Iwamoto.

  • Kim Coco Iwamoto

    Legislator

Madam Speaker, I made a mistake on sending Committee report 1926. I stood up in support with reservations. However, my actual vote should be no.

  • Nadine Nakamura

    Legislator

On standing Committee report number 1926.

  • Kim Coco Iwamoto

    Legislator

    Correct. That's SB934.

  • Nadine Nakamura

    Legislator

    Thank you, Representative Iwamoto.

  • Jeanné Kapela

    Legislator

Representative Kapela. Thank you, Madam Speaker. If it's possible, can we also go back to 1924?

  • Nadine Nakamura

    Legislator

Okay, we'll go back to standing Committee report 1924.

  • Jeanné Kapela

    Legislator

Representative Kapela. Thank you so much. I have a 17 month old. Oh in support. I have a 17 month old and one of the things I came back, I came back to work.

  • Jeanné Kapela

    Legislator

We started session when she was about a month old, and it was so difficult to be able to balance and juggle all of these different things. And I know that there are other young women out there who want to be able to serve their communities in this capacity.

  • Jeanné Kapela

    Legislator

And bills like this will be able to allow them to utilize the campaign funds that they've raised to allow them to actually campaign in their communities and serve their communities to the best of their ability. I. I was quoted for childcare per month. I was quoted $2,700.

  • Jeanné Kapela

    Legislator

That's more than we make that makes this job unattainable for young women.

  • Jeanné Kapela

    Legislator

So for me, I appreciate you giving me the grace to go back and talk about this Bill because this will make all the difference when it comes to changing what our body looks like over time and allowing young women and young men to be able to participate in this process. Thank you.

  • Nadine Nakamura

    Legislator

Representative Todd. In support. Please proceed.

  • Chris Todd

    Legislator

I just want to adopt the prior Speaker's words and add that my daughter was born two months before the primary. I have an extremely fortunate family situation with grandparents able to help. But not everyone has that situation, and I'm hopeful that measure like this would go a long way. Thank you.

  • Nadine Nakamura

    Legislator

So ordered. Representative Kahaloa. In support. Please proceed. I would also like to adopt the words of the Chair of the Culture and Arts Council Committee. So ordered. Representative La Chica. Same request.

  • Trish La Chica

    Legislator

In support, adopt the words of the Chair of the Culture and Arts Committee and also brief comment. So ordered. Please proceed. Madam Speaker, I too started campaigning for office with my first child. I remember being able to go around door to door pushing a stroller.

  • Trish La Chica

    Legislator

Many in my community still remember us doing this and he's now 8 years old. And if not for the actual change in role with campaign spending Commission, they actually already are able to do this and review this on a case by case basis. But this would make the rule applicable to all candidates moving forward.

  • Trish La Chica

    Legislator

And so this would enable many of us who do do not have families such as myself on the islands are able to help care for our kids while we go out and campaign, but enable those to be able to enter office and serve in their capacity similar.

  • Susan Lokelani Keohokapu-Lee Loy

    Legislator

Thank you Representative Lee Loy. Thank you Madam Speaker in support same request to adopt the words of our Culture and Arts Chair as my own. Brief comment please. So ordered. Please proceed. Thank you. Child care is tough. Child care for a special needs child is even tougher.

  • Susan Lokelani Keohokapu-Lee Loy

    Legislator

What this policy does is really level the playing field for anyone interested to serve in these seats have an opportunity and know that their child will be taken care of. Thank you Chair.
