Madam Speaker. Immigrants are an integral part of our community, and many of them, both documented and undocumented, are living in fear because of the current federal Administration.

In my office, this issue hits close to home, and with permission from my office manager, Emily Cristobal, I wanted to share that her and her family are navigating the difficult process of trying to help her auntie, who is currently detained at an ICE facility in Tacoma, Washington.

Her auntie is a green card holder, a permanent resident who is legally allowed to live in the United States. She moved to Hawaii when she was just 14 years old, and now, at 64 years old, she's stuck at a detention center, forced to wear a yellow uniform with minimal contact with her family.

When she was first detained in February, Emily's aunt didn't know her rights and was unaware that she needed to seek legal counsel, which is costly and unaffordable for many. Emily and her family are paying thousands and thousands of dollars to secure legal representation for her aunt.

And even with representation, they were told just this week that the next available immigration court hearing is not until July.

As of right now, Emily's aunt is preparing to wait until, wait at this detention facility for four long, uncertain and terrifying months, she won't be able to go to her work as a lab tech at the University of Washington. And she could lose her job.

The targeting of our immigrant community is not just something happening on our phones and TV screens. This is a reality that's impacting our staff, our friends, our families, and our loved ones. It not only impacts people's livelihoods, but most importantly, can tear families apart.

Under the Sixth Amendment of the Constitution, all people who live in the United States have the right to legal counsel in criminal proceedings, regardless of immigration status. Ironically, because immigration related proceedings are civil, not criminal, this right is not guaranteed in cases like the one Emily's family is encountering.

This measure would respect the rights of our immigrant community and ensure they have access to the resources they need for a fair and just court proceeding. Thank you, Madam Speaker. I rise in opposition with brief comment, please. You know, this bill would take away blank votes or people who leave it blank. And I believe that we disenfranchise voters who make the effort to register to vote, and sometimes there are valid reasons why a voter may choose to leave it blank. They're undecided. They're not sure.

I can give an example of recent amendments that are so worded in a way that is so confusing that a voter does not know what to do. So, you know, I can relate to that. And even as I vote here, sometimes I'm not sure, and I wish there was an option to check the undecided. So for that reason, I feel that we should not disqualify people who leave a blank vote. In recent years, the Supreme Court struck down a proposed Con Am from this building because the language wasn't simple enough to understand for the average person. If this bill passes, by the way, Hawaii already has a very low voter engagement.

You know, this bill. This bill seems to want to shun the blame onto taxpayers. And it's a pretty ugly situation when the CEO of HECO gets paid $6.5 million, 58 times the average employee makes. This bill, along as with SB 1492, continues to put the burden of cost back on a customer for negligence that the company does.

As my colleague just explained, I think this body has tried to be very understanding and supportive of who Hawaiian Electric and for their CEOs, presidents, leaders to get millions of dollars of raises is quite a affront to the public who is struggling with their own finances.

I will resign from my seat in the House of Representatives effective at the end of this month. As you know, over the past few months I have experienced several health setbacks, including anemia and Sciatica. Recently, I was diagnosed with pneumonia. The recovery from various health issues have been a slow and painful process.

Despite the many efforts of medical professionals, my recovery has been much slower and more painful in the last few weeks. In light of the recent pneumonia diagnosis, I found myself at a difficult crossroads to decide my future as a Member of the Hawaii State Legislature.
