  • Justin Woodson

    Legislator

But I was pleased to see Wilson Chow's name. And that's because Wilson Chow is a friend of the family. Wilson Chow is close friends with my son, Jevin. And earlier this week, I was having a conversation with my daughter. Her name is Jimry. She's in middle school. And I said, we are honoring Wilson Chow on the floor.

  • Justin Woodson

    Legislator

And she said, oh, yeah, dad, that makes sense. Wilson Chow is locked in. And if you don't know what that means, Madam Speaker, that means that that's someone that is very focused and always brings her A game. So, in another sentence, I would say you, Madam Speaker, you are very locked in.

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. I rise in support with reservations. I support the concept of establishing these readiness centers and definitely training our community and leaders to be trained in the case of an emergency. My reservation is with the physical portion of this bill that probably will cost a lot. And I feel that again, we need more.

  • Garner Shimizu

    Legislator

More planning and preparation before we start to appropriate monies and. And start this process. So, I think that portion is what I have reservations about. Thank you.

My reservations is the testimony that was received from judiciary which noted that with these additional equipment, the amount of cases that they anticipate will be unmanageable for them. So that is a concern. Thank you.

  • Linda Ichiyama

    Legislator

Representative Alcos. No vote. So ordered. Standing Committee report 1455, 1456, 1457, 1458, top of page 151459 representative Muraoka. No vote. So ordered. Representative Matsumoto. Same request. So ordered. Representative Grandinetti.

  • Tina Grandinetti

    Legislator

Thank you, Speaker. Standing in strong support.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Tina Grandinetti

    Legislator

Madam Speaker. Immigrants are an integral part of our community, and many of them, both documented and undocumented, are living in fear because of the current federal Administration.

  • Tina Grandinetti

    Legislator

In my office, this issue hits close to home, and with permission from my office manager, Emily Cristobal, I wanted to share that her and her family are navigating the difficult process of trying to help her auntie, who is currently detained at an ICE facility in Tacoma, Washington.

  • Tina Grandinetti

    Legislator

Her auntie is a green card holder, a permanent resident who is legally allowed to live in the United States. She moved to Hawaii when she was just 14 years old, and now, at 64 years old, she's stuck at a detention center, forced to wear a yellow uniform with minimal contact with her family.

  • Tina Grandinetti

    Legislator

When she was first detained in February, Emily's aunt didn't know her rights and was unaware that she needed to seek legal counsel, which is costly and unaffordable for many. Emily and her family are paying thousands and thousands of dollars to secure legal representation for her aunt.

  • Tina Grandinetti

    Legislator

And even with representation, they were told just this week that the next available immigration court hearing is not until July.

  • Tina Grandinetti

    Legislator

As of right now, Emily's aunt is preparing to wait until, wait at this detention facility for four long, uncertain and terrifying months, she won't be able to go to her work as a lab tech at the University of Washington. And she could lose her job.

  • Tina Grandinetti

    Legislator

The targeting of our immigrant community is not just something happening on our phones and TV screens. This is a reality that's impacting our staff, our friends, our families, and our loved ones. It not only impacts people's livelihoods, but most importantly, can tear families apart.

  • Tina Grandinetti

    Legislator

Under the Sixth Amendment of the Constitution, all people who live in the United States have the right to legal counsel in criminal proceedings, regardless of immigration status. Ironically, because immigration related proceedings are civil, not criminal, this right is not guaranteed in cases like the one Emily's family is encountering.

  • Tina Grandinetti

    Legislator

This measure would respect the rights of our immigrant community and ensure they have access to the resources they need for a fair and just court proceeding. For this reason, and out of respect for my office manager Emily, and in solidarity with her Ohana, I stand in strong support of this measure. Thank you.

  • Nadine Nakamura

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. I rise in support with reservations. I'd like to acknowledge the previous testimony and support, but I do have reservations. Thank you.

    Please proceed.

  • Garner Shimizu

    Legislator

I believe we. We do currently have a process to accomplish what this bill is asking for, and I believe we should not bypass this procedure. Thank you.

  • David Alcos

    Legislator

    No vote.

  • Nadine Nakamura

    Legislator

    So ordered. Representative Shimizu.

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. I rise in opposition with brief comment, please. You know, this bill would take away blank votes or people who leave it blank. And I believe that we disenfranchise voters who make the effort to register to vote, and sometimes there are valid reasons why a voter may choose to leave it blank. They're undecided. They're not sure.

  • Garner Shimizu

    Legislator

I can give an example of recent amendments that are so worded in a way that is so confusing that a voter does not know what to do. So, you know, I can relate to that. And even as I vote here, sometimes I'm not sure, and I wish there was an option to check the undecided. So for that reason, I feel that we should not disqualify people who leave a blank vote. Thank you.

  • Linda Ichiyama

    Legislator

    Representative Reyes Oda.

  • Julie Reyes Oda

    Legislator

    Reservations.

  • Linda Ichiyama

    Legislator

    So ordered. Representative Perruso.

  • Amy Perruso

    Legislator

In strong support. Madam Speaker, it occurs to me that voting is both a right and a responsibility. And I think that one thing I very much appreciated about the extension of time that voters have with their ballots with our mail in voting process.

  • Amy Perruso

    Legislator

Because we have additional time to do research, and we have additional time to try to better understand the nuances of the measures before us and the candidates before us. So I think that it's reasonable to ask voters to, just as we are asked in this body, to vote either yes or no on the measures before us, that we can have that same expectation for voters who have time now to do their homework. Thank you.

  • Linda Ichiyama

    Legislator

    Representative Garcia.

  • Diamond Garcia

    Legislator

In opposition. Thank you, Madam Speaker. One of the biggest reasons why people leave their Con Am questions blank is because they simply don't understand what it's saying. I can, I mean, I'm sure all of us here have had family and friends reach out. How do I vote on this? Because nobody understands the lingual.

  • Diamond Garcia

    Legislator

In recent years, the Supreme Court struck down a proposed Con Am from this building because the language wasn't simple enough to understand for the average person. If this bill passes, by the way, Hawaii already has a very low voter engagement.

  • Diamond Garcia

    Legislator

Always under 40% ish. If this bill passes, we are going to give those who do participate in voting on those Con Ams, about 15 to 20% of our entire state population, the ability to amend our state constitution. I don't think it's a good idea. No vote.

  • Linda Ichiyama

    Legislator

    Representative Souza.

  • Kanani Souza

    Legislator

Thank you, Madam Speaker. In strong support. And can I have the words of the Representative from Wahiawa inserted into the record as my own?

  • Linda Ichiyama

    Legislator

    So ordered. Representative Shimizu.

  • Garner Shimizu

    Legislator

Thank you, Madam Speaker. Still in opposition. I acknowledge the testifier who was... Excuse me, my colleague who was in support. I would agree in theory, that people have, quote, enough time to do their research. But it's been my experience, especially as a campaigner, going door to door, talking to people, regular people like us.

  • Garner Shimizu

    Legislator

They're so busy, they don't have the time to research. And it's not any fault of theirs. It's just that life is very busy. Both parents working jobs, trying to pay bills. For them to be aware and confident of their vote for every single candidate, for every single issue can be a stretch.

  • Garner Shimizu

    Legislator

And I would hope that the voters would take the time to research, and that would be a great goal, but I think we're not there yet. And I believe that by, again, disqualifying blank votes is a disqualification of people, well, meaning people that should not be erased. Thank you.

  • Linda Ichiyama

    Legislator

    Representative Muraoka.

  • Chris Muraoka

    Legislator

Thank you, Speaker. Can I... In opposition. And can I have the words from my colleague from Ewa and Varona Village adopted as my own?

  • Nadine Nakamura

    Legislator

So ordered. Turning to standing Committee Report 1464, [roll call]. Standing Committee Report 1465,1466,1467,1468,1469, 1470. Top of Page 18. 1471, 1472,1473,1474,1475. [roll call]. Please proceed.

  • Elijah Pierick

    Legislator

This Bill basically reallocates our $1.5 million, excuse me, 1.5 million residents tax dollars towards low income people that can't afford the electric Bill.

  • Elijah Pierick

    Legislator

Instead of decreasing the regulation in our state to allow for more, you know, competitors when it comes to providing electricity, we're instead going to tax people and then use those tax dollars to give to low income people so they can pay their electric Bill. I don't support that. I'm voting no.

Thank you, Madam Speaker. I rise in opposition.

  • Nadine Nakamura

    Legislator

    Please proceed.

  • Garner Shimizu

    Legislator

My opposition is the fact that this Bill leaves a blank appropriation. And I'm uncomfortable leaving that option open. So that's. That's the basis of my opposition. Thank you.

This Bill would potentially lead to increased electricity costs in our state and HECO already has some very high paid leaders and instead of just, you know, scooping out of their salaries to get decrease the cost of electricities for our rent payers, or I should say our utility users, this is going to.

  • Elijah Pierick

  • Chris Muraoka

    Legislator

You know, this bill. This bill seems to want to shun the blame onto taxpayers. And it's a pretty ugly situation when the CEO of HECO gets paid $6.5 million, 58 times the average employee makes. This bill, along as with SB 1492, continues to put the burden of cost back on a customer for negligence that the company does.

  • Chris Muraoka

    Legislator

So for that, I'm in opposition.

As my colleague just explained, I think this body has tried to be very understanding and supportive of who Hawaiian Electric and for their CEOs, presidents, leaders to get millions of dollars of raises is quite a affront to the public who is struggling with their own finances.

  • Garner Shimizu

    Legislator

So I'd like to oppose this bill as a protest to HECO's raises. Thank you.

I will resign from my seat in the House of Representatives effective at the end of this month. Despite the many efforts of medical professionals, my recovery has been much slower and more painful in the last few weeks. In light of the recent pneumonia diagnosis, I found myself at a difficult crossroads to decide my future as a Member of the Hawaii State Legislature.

  • Diamond Garcia
