    Thank you. Next up is SB 1441 this this would extend the transfer of the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health by the end of 2029.

    Recommendation here is to pass with a number of amendments would like to insert language in the preamble noting the desire to create a partnership between HHSC Oahu Regional healthcare system and DOH to assist with the needs of patients from the state hospital who are more a more appropriate fit in other facilities like to revert to the original with regard to repealing which would mean that the repeal it would repeal the transfer of the Oahu Regional healthcare system to DoH and then we'd also like to amend part two of the SD1 to reflect the following to mandate an agreement between Oahu Regional Healthcare System and Department of Health.

    Currently Part two mandates an agreement providing care to low acuity patients in the Department of Health's custody no later than 12-31-29 and then we'd also like to change the Oahu Regional Health System and the Department of Health shall enter into an agreement regarding the care of patients transferred from the Hawaii State Hospital to an appropriate Oahu Regional Health Care System.

    This agreement shall include considerations of the following the transfer of all or portions of the LAHI facility to receive and provide services for patients an arrangement for transfers of patients and services in a combination approach between a transfer of portions of Laahi associated facility of Department of Health and the provision for transfer and services for patients.

    The Oahu Regional Health System care system and the Department of Health shall enter into the agreement through a formal memorandum of agreement no later than November 30, 2025 with the patient care starting with patient care starting no later than December 31, 2025 and then we'd like a report to the Legislature no later than 40 days prior to the start of the session.

Insert language for investor owned utilities to use securitization to pay their contribution to the Fund. Insert language allowing contributors to bond Fund their initial payments into the trust fund via securitization.

Amendments will be inserting a new provision that any private donations provided to the stadium authority shall be deposited into the NASID special Fund and only be used for infrastructure related to the stadium and costs associated with the development of the stadium. Any discussion?

    Question? I'm not sure if it's germane to this, but. So this fund, is this the Fund that the DAGS is using to pay for all of their consultants that they've hired? Did you know that?

    Well, they got the original appropriation of the 350.

    Yeah, but they've spent like 20 something million on consultants, which I have questions about. But is it coming out of this fund, is what I wanted to know. Did they have their own funds?

And they in fact, have contracted with consultants that I understand. Is it's like 20 plus $1.0 million that they've already spent. So I'm wondering where that money's coming from.

    We'll check. Yeah. So what the bill does is we've actually budgeted 49 and a half million already, but they can't spend it because the ceiling is not high enough.

    And we, you know, talking to some of the Members instead of just trying to lift the ceiling in the budget, we, we short form the bill or create or actually drafted a bill.

    So the 49 million we they have is that to pay for that.

    Except they haven't spent it. It's actually for the whole project. It doesn't dictate how they spend.

    So they have the 350 plus the. The 49.5 but they could never spend the 49.5 because the ceiling is not high enough. So what we're doing is lifting the ceiling but putting conditions to address some of the concerns I think that you brought up and everybody else. That's why it says requires conditions.

    But the appropriation was already made. It's just that they can't spend it.

Because I think some of the concern was if we get donations, how do you know there's accountability for it? Where does the money go? Who accepts it?

    And so we're just trying to codify that.

    Any other thing you want to add is that I think we putting some hooks into this body like dangling in front of Stanford car. You'll get this, but you better meet. All of these criteria. So really having the state take charge of the process going forward.
