Good morning. My name is Branch Lotspeich and I'm the Executive Director of the Rescue Tube Foundation. Drowning is the leading cause of death for children ages 1 to 15 in Hawaii. Drowning is also the leading cause of death amongst our visitors. Hawaii has an average of 80 drowning deaths per year. That's 80 souls lost.

For the last 15 years, the Rescue Tube Foundation has addressed this crisis by deploying nearly 600 yellow public rescue tubes on Hawaii's beaches. These personal flotation devices protect citizen rescuers and aid in the rescue of swimmers in distress.

From the hundreds of known rescues, it's estimated that 35 to 50 lives have been saved, likely many more. It is always best to swim near lifeguards. But there are 350 beaches in Hawaii and only 60 have lifeguards. With your support, we would like to expand this proven life saving program. Install 500 new rescue tubes and underserved areas.

We are requesting a grant in aid for our capital work in the amount of $694,544 for the renovation of our Juliet M. Atherton Hall and its community kitchen. Located at our 10 and a half acre campsite, Kokokahi in Kaneohe. Built in 1936, the structure has served our community for nearly 90 years. We have committed more than 345,000 dollars for this project, including planning and construction. We also have secured 565,000 for construction.

The proposed funding will help us complete renovation work on our historic facility. The project is currently in the permitting and planning review phase. We expect construction will begin in late 2025. The facility is an extension of the Patsy T.
