- David Tarnas
Legislator
If you sir if you could be so kind, sir, is just explain what this bill is for those folks who are eagerly watching this because they follow neighborhood boards.
- Angus McKelvey
Legislator
Very much so. This this would basically is a bill that would allow the neighborhood boards to conduct discussions of businesses with a majority of the seats that are filled. But in order to vote on such business, it would be the majority of all seats. Very good. Pretty much sums it up.
- Angus McKelvey
Legislator
Okay? Any questions? Good. Okay. If not, we'll go ahead and vote.
- Angus McKelvey
Legislator
May I take a vote on for the house? Yes, please. Chair Tarnas.

This would do an appropriation for emergency medical services for an advanced life support ambulance in the Central Maui region with an appropriation on behalf of the Senate, myself as Chair, Co-Chairs Hashimoto, Managers Fevella, and Hashimoto. Right now. Glad you got it here. On this one here, we've, we talked about earlier. I think we're on a policy wise, we're in agreement. We're gonna dump the preamble.
- Angus McKelvey
Legislator
We are gonna make reference to Central Maui in the bill to ensure that it's placed in the region as well as trying to ask for appropriate amounts. There is a difference between the original appropriated request and this new memo that came from department of health. So we'd like to try to reconcile the two figures if we can. So we can get you a CD one today with that, and, hopefully, we can ask for release on it. Okay.
- Angus McKelvey
Legislator
If you wanna get back together on Thursday, maybe at 03:50 and Conference Room 329 That sounds fine with me. Because it sounds like that's the health and human service cattle, Paul.

- Angus McKelvey
Legislator

- Angus McKelvey
Legislator
Okay. Great. I believe yesterday, we were ready to move on, but you wanted to take another look at the CD one. So are you guys good with the house position in the bill?
- Andrew Garrett
Legislator

- Angus McKelvey
Legislator
Go. Next one, Senate bill 2543 Senate draft two, House draft two, related state construction projects, DAGS DOE, office of state construction manager with positions at several county planning offices on behalf of the the Senate, myself as chair, co chairs Wakai, and Elephante, managers Awa. Awa is here. All others are excused, and I don't know.
- Angus McKelvey
Legislator
Okay. Thank you very much. This one here, we believe we've shared a CD one with you, but we don't have release on your side on our side. So if you want time to go review both the CD one and we need release, do you wanna try to roll this one over?
- Mark Hashem
Legislator
there's Yep. For the house, we have myself, rep Pasham, rep Lee's co chairs, and rep Musamoto's manager.
- Angus McKelvey
Legislator
We'll get it to you. That's why we make sure that you guys, number one, had it because a lot of confusion with the deals, and two, that we still need release anyway. Yes. Okay. So we'll make sure you get the CD.
- Angus McKelvey
Legislator
We'll talk story. And then if we're good, then we'll try to get the little bits.
- Mark Hashem
Legislator
10AM. Oh, we do you would have to be in two places at once in that situation.
- Angus McKelvey
Legislator
Okay. Sounds Wonderful. Okay. This concludes everything. Thank you, guys.
- Lorraine Inouye
Legislator
Good morning. This is the conference committee on eight, Tuesday, April 28, and we're all in Room 329, and we welcome everyone. And it's our second day of conference. And hopefully, we'll start, with the agenda items. SB 3,156, Senate draft one, House draft one.
- Lorraine Inouye
Legislator
This is relating to the federal military installations. The Senate conferees are myself, Senator Inouye as chair co chairs Rhodes and Kanuha and member Elefante.
- Darius Kila
Legislator
Morning, Senator. On behalf of the house is myself, Rohitagawa, and member Moore.
- Lorraine Inouye
Legislator
Okay. Thank you very much. We do have a copy, and we do have WEM released for this measure. And I'm not sure where you are.
- Darius Kila
Legislator
Well, again, we've been designated not yet. So if you're okay, we can
- Lorraine Inouye
Legislator
Shall we let's reconvene well, before that as well, I just wanted to mention that this measure, though it's relating to federal military installations. And reason I'd like to say this is because of the controversial issue with regards to federal I mean, military installations that those that are reading bills or don't understand, and they think we are trying to do a lease arrangement.
- Lorraine Inouye
Legislator
And just for the record, it doesn't all it does say is that we, hopefully that, the military installations wherever they are, that they participate in in, arranging and making sure that they address some of the some of the issues and make sure that the state does not contribute to any work. And we're gonna use federal funds or they will have to pay for for their, I guess, participation in improvements.
- Lorraine Inouye
Legislator
So just wanted to make that clear because I don't think people understand that we are only asking for federal assistance, the military, with regards to infrastructure, any needs during emergency times, and just to make that clear.
- Lorraine Inouye
Legislator
However, one thing that I would recommend, chair, and it brought to mind the road that's in probably your district in West, Oahu. You remember when you needed to at least ask the military to open up that road along the mountainside Kolekole
- Lorraine Inouye
Legislator
Kolekole Pass that make sure that, when we do this measure, just to make sure that, there's an understanding, because there's a participation, I would think, because of security that DOT would be involved, but this bill is certainly clear that no funds will be coming out from state funds. Yep. Okay. So we'll reconvene then on SB 3156, Senate draft one, house draft one, and in Room 329 on I believe the date would be the twenty ninth. Today, Senator.
- Lorraine Inouye
Legislator
Okay. So we'll meeting you. And and probably as we move along with the day's agenda then this morning.
- Darius Kila
Legislator
Okay. Our next measure on today's agenda is HB 1688, HD 1, SD 2, raise the general excise tax exemption for aircraft on maintenance. On behalf of this house is myself, co-chair Takenouchi, member...
- Lorraine Inouye
Legislator
Okay. For the Senate, on this measure, for the Senate on HB 1688, myself, Senator Inouye, as chair, co-chair Kanuha, and member Lee.
- Darius Kila
Legislator
Thank you, Senator. I believe you both have are awaiting Fin and WAM release. So, if you're okay, I'll throw this one as well to our 10:20 AM agenda.
- Lorraine Inouye
Legislator
And this is regarding—relating to traffic safety. For the Senate, the committee, Senate committee members, myself, Senator Inouye as chair, co-chair Kanuha co-chair Kanuha, members Lee and DeCorte.
- Darius Kila
Legislator
On behalf of the House, we have, myself and co-chair Miyake, member La Chica and Muraoka.
- Lorraine Inouye
Legislator
Okay. And this measure is relating to safe routes to school as well, and pending releases from the money committees. Let's reconvene that pending, further.
- Darius Kila
Legislator
Thank you, Senator. Okay. For our next measure before us, HB 2023, HD 2, SD 1, related to transportation. On behalf of the House is myself, co-chair Tarnas, co-chair Kitagawa, and member Muraoka.
- Lorraine Inouye
Legislator
For the Senate, the Senate conferees on HB 2023, myself, Senator Inouye, as chair, cochairs Rhoads and Moriwaki.
- Darius Kila
Legislator
Thank you, Senator. I will promise to get you a conference drafts hopefully this afternoon, but let's roll it to 10:20 today, in this room, 329. Is that okay?
- Lorraine Inouye
Legislator
That's fine. Now, if they're going to—did you say this afternoon, you may have?
- Darius Kila
Legislator
Hopefully. So, probably tomorrow, but we'll roll it till the 10:20.
- Darius Kila
Legislator
Okay. And then, for our last item on today's agenda, HB 2417, House Draft 2, SD—House Draft 2, Senate Draft 1. On behalf of the house, I have myself and co-chair Poepoe for a member here.
- Lorraine Inouye
Legislator
Okay. Thank you, chair. For the Senate conferees on HB 2417, House Draft 2, Senate Draft 1, myself, Senator Inouye, as chair, co-chairs Rhoads and Kanuha.
- Darius Kila
Legislator
Thank you, Senator. So, for this one, we proposed a CD 1. We've circulated to yourself with approval, and then we've also circulated to the members. If I can describe what this bill is attempting to do, it clarifies administrative driver's license or vacation procedures by specifying the effect of the notice of the administrative verification and conformity-related administrative with new and current positions. This bill is a needed bill as we're trying to make our roads that much safer.
- Darius Kila
Legislator
It clarifies the duties and responsibilities of the individual whose license is now revoked. It clarifies and clearly outlines the statutory duties now set forth by the individual, should they want to get the license back, and it allows judiciary a more streamlined process to make sure that these revocations stick with a new timeline in place and several other technical amendments. It largely has not changed from its last draft, just few technicalities and the days, I believe, we have it with them.
- Darius Kila
Legislator
But if you're okay with that and the proposed CD 1 with concurrence from the House and Senate, I'd like to vote on this measure before us.
- Darius Kila
Legislator
So, for HB 2417, House Draft 2, Senate Draft 1, the recommendation is to adopt the Conference Draft 1, as proposed. On behalf of the House, chair Kila—chair Kila votes aye.
- Lorraine Inouye
Legislator
One second. One second. We don't have—we didn't have WAM release.
- Lorraine Inouye
Legislator
Yes. There is, whenever, even though there may not be allocations for the money side, they are some language that goes to them. Yeah.
- Darius Kila
Legislator
Okay. Sorry about that. We did not have Fin on our side. So, for now and then, we'll roll till 10:20.
- Lorraine Inouye
Legislator
And, yes, and this one, with regards to 2417, we'll go with the Senate draft, and the CD has been circulated to our members.
- Lorraine Inouye
Legislator
Thank you. Aloha, and I think it's still morning, for the conference committee hearing at the 10:20 agenda for—in Room 329, and this is Tuesday, April 28th. Let's proceed with the reconvening measures before us that we heard this morning. For SB 2667, Senate Draft 1, House Draft 2, relating to transportation. The Senate conferees, myself chair—as chair—Senator Inouye, cochair Rhoads, and member...
- Darius Kila
Legislator
Thank you, Senator. On behalf of the House, I have myself and Co-Chair Poepoe, with member Muraoka.
- Lorraine Inouye
Legislator
Okay. It seems like we're able—we have agreed on this measure, chair, and that with this measure, it seems like that's needed, long overdue as well, and this measure has been discussed further, and we're happy that we agreed to complete this measure. And your conferees?
- Darius Kila
Legislator
And yeah, and for the conferees, we have myself, co-chair Poepoe, member Muraoka. And thank you for working on this, the conference draft one that we have before us and agree. If I can just share with the members and the public pursuant to our House conference rules. This—and conference draft one that we're adopting, SB 2667, largely does not change from its current form of the house draft rule with the effective date upon approval.
- Darius Kila
Legislator
This is a further—I would call it housekeeping for a previous measure passed in 2023 to allow law enforcement to make our roads safer and more efficient for others. And largely, this is only applicable to a wall. So, just clarifying what we're voting on.
- Lorraine Inouye
Legislator
Okay. Shall we then proceed to the next one? Sorry. Okay. Alright.
- Lorraine Inouye
Legislator
Shall we proceed then with the next measure on SB 2697 Senate draft one, house draft two relating to transportation? The chairs are myself, Senator Inouye, co chair Rhodes, and member Alvaro.
- Darius Kila
Legislator
On behalf of the house, I have myself, Co chair Poe Poe, and member Mora Hoca.
- Lorraine Inouye
Legislator
Okay. And this measure, as well, I think you're ready to proceed, and we thank you for your patience on this measure as well.
- Darius Kila
Legislator
Yes. Thank you, Senator, on working on the conference draft that we have before us. If you're okay, if I could just
- Darius Kila
Legislator
So largely, this is another transportation measure, and I appreciate you as a Hawaii admin Senator willing to work on this measure, not just for Oahu folks but statewide. Under the Island Of Oahu, we allow the prohibited use of shoulder lanes and designated hours when, unfortunately, there are folks who use this in a dangerous fashion. So this carves out a kind of structure for the inappropriate use of shoulder lanes outside of their designated hours.
- Darius Kila
Legislator
They shall not also so I clarify that you can still use it in emergency.
- Darius Kila
Legislator
There was a part of the measure I think that folks had large concern about as they're related to registration, but upon further research, there is already a mechanism that allows law enforcement to actually remove a vehicle with expired registration. So it just clarifies it's actually just one or more consecutive years. It clarifies also the responsibilities and modern modernizes our updates of Julianna who is to do what after on the seizure and updating the fine to reflect.
- Darius Kila
Legislator
Because the last time this was amended was in 1997, I believe. Yes.
- Darius Kila
Legislator
And then the other penalty in this one, Senator, is something that you and I talk about a lot, that there has been this proliferation of out of state vehicles coming into the state. So this allows an HRS structure for law enforcement to site vehicles who are inappropriately not registered in the state of Hawaii with the minimum fine of $500 up to a fine of a thousand dollars.
- Darius Kila
Legislator
And then also updates our zipper lane and HOB penalty because currently, right now, the minimum Max the Maximum fine is actually $2.50. So this would set the minimum fine at $2.50. States like California and West Coast states find people up to $400 for a proper use of the HOB in the super league.
- Darius Kila
Legislator
So I appreciate you as the Hawaii island Senator working on this measure. So that's the conference you have pointed before us.
- Lorraine Inouye
Legislator
K. Thank you. And it's been circulated as well. Can we proceed with the vote on this measure for the Senate and the house and my designated person, Senator Elefante, for the vote, please?
- Brandon Elefante
Legislator
K. Recommendation of the conference chairs is to pass Senate Bill twenty six ninety seven, Senate draft one, house draft two as a CD. Chair Inouye? Aye. Co chair Rhodes?
- Brandon Elefante
Legislator
Aye. And member Elefante, I vote aye. Chair, may I take the vote for the house?
- Lorraine Inouye
Legislator
Alright. We're moving along with the shall we continue then?
- Darius Kila
Legislator
Yes. Alright. Go into our reconvene agenda for the 10/20 reconvene.
- Lorraine Inouye
Legislator
With SB 3156, Senate draft one, House draft one. This is relating to the federal military installations, Senate countries, myself, Senator Inouye's chair, co chairs, Rhodes, and Kanuka and member Elefante.
- Darius Kila
Legislator
Thank you, Senator. On behalf of the house is myself as co chairs with co chairs Kitagawa and Noikawa. And I believe
- Lorraine Inouye
Legislator
Laura Oka. Laura Oka. I'm trying to figure out where he's at. So You wanna go to your
- Darius Kila
Legislator
Yeah. So we have agreed upon conference draft one. Thank you, Senator. And, largely, it has not changed from its current form. The only thing that is changing is the effective date to be upon approval.
- Darius Kila
Legislator
And just adding further comments what you shared this morning, this is also a potential revenue generator for the state where the DOT may act as the general contractor for our federal partners. So in a year like this, any opportunity for us to make money while serving our infrastructure needs are important.
- Lorraine Inouye
Legislator
Thank you. And, shall are we ready for the vote to have your, your countries here as well? Alright. Senator Elefante for the votes.
- Brandon Elefante
Legislator
Okay. Recommendation is to pass SB 3156, Senate draft one, house draft one as a CE. K. Coach, chair Inouye. Aye.
- Brandon Elefante
Legislator
Co chair Rhodes. Aye. Co chair Kanuha. Aye. Member Abakate votes aye.
- Brandon Elefante
Legislator
Chair nine to go vote for the house. Yes. Co chair Keeler. Aye. Co chair Kitagawa.
- Darius Kila
Legislator
Thank you, Senator. So for our reconvene agenda that we had our next measure before oh, sorry. Our next measure that we have for reconvening today is HB 1688, house rep one Senate draft two as it relates to aircraft service and maintenance on behalf of the house.
- Lorraine Inouye
Legislator
Okay. This is on HB 1688. Senate draft two. Chair Inouye, and that's me, chair Kanuha, and member Lee.
- Darius Kila
Legislator
Thank you, Senator. We are still waiting to finish on this measure. Are are you okay when we can reconvene tomorrow, April 29 at 09:30am? Thirty AM, here in Conference Room 329 for further discussion.
- Lorraine Inouye
Legislator
And this is for Wednesday. That's April 29. Please. Okay. Alright.
- Lorraine Inouye
Legislator

- Darius Kila
Legislator
Thank you, Senator. On behalf of the house is myself and cochair Miyake, members of the chief and Morikowa.
- Lorraine Inouye
Legislator
And with this measure as well, we did not have any release from Ways and Means. And, Ken?
- Lorraine Inouye
Legislator
Okay. Shall we reconvene then this measure for tomorrow? Please. Okay. Tomorrow, April 29 at 10:20 is the time okay.
- Darius Kila
Legislator
Thank you, Senator. For HB 2023, house draft two, Senate draft one, on behalf of the House, I have myself, Co-Chair Tarnas, a member Kita—sorry. Co-Chair Tarnas, Co-Chair Kitagawa, member Muraoaka.
- Lorraine Inouye
Legislator

- Darius Kila
Legislator
Thank you, Senator. To continue further discussion on this measure, can we please roll this tomorrow to April 29th, 10:30 am, here in conference room 329?
- Darius Kila
Legislator
Okay. Thank you, Senator. For our next meeting, or next agenda item before us, HB 2417, House Draft 2, SD 1, on behalf of the House, I have myself, Co-Chair Poepoe, and member Pierrick.

I thoroughly enjoyed working with you on crafting the language of this measure. If you don't mind, I'd like to, kinda just summarize what this bill does. It authorizes the mayor of each county with a population of less than 500,000 to implement a pilot program to improve the speed, accountability, and quality of permit processing within the county through targeted staffing, performance incentives, and interdepartmental competition.
- Glenn Wakai
Legislator
It also authorizes increased pay for certain permitting positions and requires county personnel departments to prioritize the hiring or permitting positions as long as part of the pilot program. It also requires participating county mayors and county agencies to establish goals for the pilot program.
- Glenn Wakai
Legislator
It also requires participating county agencies to submit quarterly reports to the respective county councils on the pilot program, and this bill sunsets on 06/30/2030. So we have got agreement on the language for this CD 1, but, we are waiting for our money committee's approval. So if you don't mind, I would like to see your handsome face on, let me tell you when. Thursday, April 30, 10:45 in Room 325. Perfect.

- Jarrett Keohokalole
Legislator
Then the last measure on this agenda, SB 3001, Senate Draft 2, House Draft 3 relating to artificial intelligence on behalf of the Senate. Myself as chair, Elefante and Rhoads, co-chairs. McKelvey and Awa, excused.
- Scot Matayoshi
Legislator
We have the House. We have myself, Rep Ilagan and Tarnas as co-chairs and Rep, who are both excused, and Reps Tam and Gideon as managers.
- Jarrett Keohokalole
Legislator
Okay. So, we did allow this conference draft to circulate and simmer for a day. There were some clarifying amendments, that I think are mostly technical in nature, that the Attorney General's Office has offered. And, so we'd like to get the conference draft updated with those changes for your review. Can we?
- Scot Matayoshi
Legislator
Yeah. I believe we're also considering moving it from DCCA to DOH too. Is that?
- Jarrett Keohokalole
Legislator
The reporting requirement is one of those yeah. It's one of the proposals that we-
- Jarrett Keohokalole
Legislator
Okay. So let's reconvene on this tomorrow if you're okay.
- Lynn DeCoite
Legislator
Hi. Good afternoon. Convening joint committee on Tuesday, April 28. We're in conference of two to four.
- Lynn DeCoite

- Lynn DeCoite
Legislator
Yes. I believe we have an agreement. You wanna go you wanna go ahead and let's move?
- Scot Matayoshi
Legislator
Okay. From my understanding, it's a kind of a belt and suspenders thing. We're creating a state statute to mimic the federal rules in place right now for transparent pricing for live ticket events and also short term logic.
- Lynn DeCoite
Legislator
Aye. Senator Fevella, excuse. Can I take the vote for the house?
- Lynn DeCoite
Legislator
Representative Garnetinetti. Aye. I wanted to do it correctly. Okay. Representative Perry.
- Lynn DeCoite
Legislator
Oh, okay. Sorry. Thank you. Next, we have Senate Bill 2,433, Senate draft one, House draft two relating to condominiums. This bill involved the real estate commission, condominiums, unit owners, governance, education, and education trust fund.
- Lynn DeCoite

- Scot Matayoshi
Legislator
On behalf of the House, we have myself as co chair, co chair Yamashita is excused, and manager Eric is excused.
- Lynn DeCoite
Legislator
Okay. We did receive the DCCA comments on this proposal on this bill, and so we prepared a proposed CD one to try and address the department's concerns. So if we can roll over to tomorrow, give everyone time to review this draft.
- Scot Matayoshi
Legislator
Yeah. So April 29, 03:15 in Conference Room 224, and we are in the seat of your CD. We'll take a look at it, and I'll distribute these to the other house chairs as well.
- Scot Matayoshi
Legislator
Oh, we're actually convening this for the first time, Yeah. Good afternoon. We are convening the conference committee for Tuesday, 04/28/2026 for the 03:55PM agenda in Conference Room 224 at the state capital.
- Scot Matayoshi
Legislator

- Carol Fukunaga
Legislator
Thank you. On behalf of the Senate, myself as chair, cochair McKelvey, and manager Awe is excused.
- Scot Matayoshi
Legislator
Alright. So we sent over the CD, yesterday. I believe we're ready to vote. The CD is just the Senate version with an effective date. We do appreciate all of your work on this.
- Scot Matayoshi
Legislator
This bill allows smaller condominiums to waive reserve studies. Not every you can't do it continuously at a chain, but it's kind of like in every other one. And the Senate added language for condominiums two stories or below.
- Carol Fukunaga
Legislator
To ensure that those structures that are high rises actually do the appropriate Yes. Reserve study.
- Scot Matayoshi
Legislator
All right. So recommendation is to pass with amendments. I vote aye. Rep Grandinetti? Aye.
- Scot Matayoshi
Legislator
Senator Fukunaga? Aye. Senator McKelvey? Aye. And a law is excused.
- Daisy Hartsfield
Legislator
Good afternoon. Convening our public safety conference committee. Today is Tuesday, 04/28/2026, our 01:50 p. M. Agenda in Conference Room 016.
- Daisy Hartsfield
Legislator
We have in front of us hospital two four nine eight House draft two Senate draft one related to the Central Oahu Care Home Community Resilience Pilot Program. Senator, on our side, we have myself, representatives Martin and Morikawa as co chairs with representative Martin excused and managers Olds and Souza. Okay. On behalf of Senate, myself as chair, cochair Lee, and manager Inouye, our excuse. Senator, I'm very excited about some of the bills we have.
- Daisy Hartsfield
Legislator
I'm looking at community resiliency. This is our Central Oahu care home pilot program. What I'd like to suggest is that we consider in some of the testimony, the questions were whether or not this could be expanded just a little bit.
- Daisy Hartsfield
Legislator
And I think in light of the Kona low storms that if we might be able to expand this to the ZIP codes that include Waianae and Wahiawa, which were affected by the recent Kona low programs, what I'd suggest is I can send over a a c d one to you and get that drafted. And perhaps if we could meet tomorrow, April 29, 01:45PM here in this room.
- Carol Fukunaga
Legislator
Okay. That would be acceptable and certainly very creative solutions this year. So thank you very much. Thank you, Senator. We are adjourned, and we'll see you at 01:45 tomorrow.
- Stanley Chang
Legislator
Good afternoon, and welcome to the 2:00 p.m. Conference Committee agenda for Senate Bill 2866, relating to kupuna housing. Senate conferees are Chair Chang and Co-Chairs San Buenaventura and Moriwaki.
- Lisa Marten
Legislator
On the House side, we have myself, Lisa Marten, Rep. Hartsfield as co-chairs, and then members, Olds and Garcia.
- Stanley Chang
Legislator
Thank you. And we do have a agreement on a CD 1, but we do not have WAM clearance.
- Stanley Chang
Legislator
Okay. So why don't we reconvene at 1:30 p.m on Thursday the 30th in this room, 329?
- Stanley Chang
Legislator
All right. Thank you. There being no further business, this meeting is adjourned.
- Angus McKelvey
Legislator
So awesome. It's like a rocket ship. All right. Hello, everybody. Welcome back to the Conference Committee reconvening on one bill: Senate Bill 23--just to read a quick description--3245 Senate Draft 1 House Draft 1. This is relating to Supplemental Nutrition Assistance Program, the DHS Supplemental Nutrition Assistance Program, minimum certification periods for our kupuna with reports included. On behalf of the Senate, myself as chair, Co-Chair Senator Kanuha, Manager Fevella. Both Kanuha and Fevella are excused.
- Lisa Marten
Legislator
On the House side, we have myself, Representative Marten, Hartsfield as co-chairs, and then we have Representative Olds and Garcia as members.
- Angus McKelvey
Legislator
Great. Thank you. So what we'd like to propose is we build upon the work that the House did with the clean date on the latest version. However, we need to put in the CD 1, which is in the works right now. Apologize, since you're kinda backed up.
- Angus McKelvey
Legislator
So as soon as we get a CD 1, we'll shoot it to you. We'll hopefully get the release from the money committees, if that sounds good to you so far as a policy concurrence goes.
- Angus McKelvey
Legislator
Okay, great. Okay. So you wanna come time-- back here tomorrow, Wednesday, April 29th, 2026 at 2:20 p.m. in Conference Room 329?
- Lisa Marten
Legislator
You know, let me quickly--before I say yes--actually look at the schedule.
- Lisa Marten
Legislator
For tomorrow. Yep. Do you think it would be more prudent to delay till Thursday?
- Angus McKelvey
Legislator
I think so. Yeah. I think we should do that. Then we can get everything cleared up on the back end and be ready to go.
- Lisa Marten
Legislator
Wait. Wait. Let me just check the timing. I do have-- can we push it a little bit later?
- Lisa Marten
Legislator
I have a WAM that is at-- sorry, it's really hard to see on this. 1:40-- I have one for 1:45. So, yeah, if we do, like, even 2:30.
- Angus McKelvey
Legislator
April 30th, 2026 in this room, Conference 329. Good? Okay. Look forward to working with you getting this thing wrapped up.
- Lisa Marten
Legislator
Hello, everybody. We are convening the conference committee meeting for human services and homelessness in the house and health and human services in the Senate. It's Tuesday, 04/28/2026 at two 3PM in Conference Room 329.
- Lisa Marten
Legislator
And first up, we have HB1518 HD1 SD1 relating to the Supplemental Nutrition Assistance Program. This one would sign up incarcerated individuals for on SNAP before they're released. On the house side, we have myself, Ilagan and Hartsfield as co chairs, Iwamoto and Garcia as members.
- Joy San Buenaventura
Legislator
Okay. It's myself as chair, Sanders, Rhodes, Kanuha as co chairs.
- Lisa Marten
Legislator
And Senator, I believe we've agreed for the program to start on 01/01/2028. And we have been released, but I understand we're still waiting for a RAM release.
- Lisa Marten
Legislator
Thank you for being here for me. We'll move on to our next bill, which is HB 1959, relating to domestic violence. This extends for five years certain provisions relating to establishing a petty misdemeanor offense of abuse of the family or household member and clarifying the penalties for violations, and then allowing a deferred acceptance of guilty plea for the misdemeanor or petty misdemeanor and certain data to be elected. For the House, we have myself and Tarnas as co-chairs, and we have Olds and Alcos as members.
- Joy San Buenaventura
Legislator
And for the Senate, myself as chair, Senators Rhoads and McKelvey-- Senator Rhoads as co-chair and Senator McKelvey as member.
- Lisa Marten
Legislator
And for this one, I've already shared with you a CD 1 that basically adopts the last Senate version but adds in a Judiciary request to delete reporting requirements for 2026, and then other technical, non-substantive changes, and then also, having an effective date of June, 29, 2026.
- Lisa Marten
Legislator
Okay. Members, are we ready-- this is my first one I get to vote on, so I don't remember. But are we ready to vote on this bill?
- Lisa Marten
Legislator
Okay. So voting on HB 1959 HD 2 SD 1 with amendments as described. On the House side, myself, I'm moving aye. [Roll call]. Thank you for your test. And may I take the vote for the Senate?
- Joy San Buenaventura
Legislator
SB 2108 SD 1 HD 2, relating to jurisdiction. This is-- we-- we're basically talking about-- amends the factors of Family Court is required to consider in deciding whether a Family Court will waive jurisdiction over a minor or adult health or criminal proceedings or acts committed during the person's minority. We have an agreement as to the Senate version with the Judiciary's proposed amendments. Is that correct?
- Lisa Marten
Legislator
Actually, the Judiciary's proposed amendments were for the last bill. For this one, we are just--
- Lisa Marten
Legislator
--agreeing to remove the minimum age of 14. Yep. Yes. And basically, your CD 1.
- Joy San Buenaventura
Legislator
Yes. So, which is basically Senate version and an effective date. And so, are we ready to proceed to a vote?
- Joy San Buenaventura
Legislator
Okay. So Chair's recommendation is to pass with amendments. I vote aye. [Roll call]. May I take the vote for the House?
- Gregg Takayama
Legislator
Good afternoon, everyone. It is Tuesday, April 28, 03:15PM, and we're here in the State Capital Room 329 to meet and conference on several measures. First up, we have HB 1804 relating to Long Term Care Financing. On behalf of the house, we have myself and Representative Keohokapu-Lee Loy as co-chairs, and Representatives Chun and Alcos as managers.
- Joy San Buenaventura
Legislator
And present myself as chair, Senator Moriwaki as co-chair and Fevella.
- Gregg Takayama
Legislator
Well, thank you Senator. First of all, we're awaiting money committee approval on the request for $100,000. We are prepared to accept the latest Senate draft, which asks the executive office on aging to work with stakeholders and compile a plan to request funding next session for a more intensive detail plan on a method of financing long term care. So-
- Joy San Buenaventura
Legislator
Yes. That's my understanding too. And for those who are watching, this year is a very tight budget year, and to ask for a back to for a brand new commission would require money that the state may not be able to afford. So this interim plan that the Senate proposed is a at least moves the needle towards getting a long term care financing.
- Gregg Takayama
Legislator
I think so. And and I think we're both optimistic about or hopeful of the chances of getting money released, but here we are.
- Gregg Takayama
Legislator
So if it's okay with you, Senator, can we reconvene Thursday on this measure, 03:15PM in Room 329. Yeah?
- Gregg Takayama
Legislator
Going on to the next measure, HB 1853 relating to Hanai Memory Network Program for Dementia Care. We have my on the house side, we have myself and- Is that a mark missing here?
- Gregg Takayama
Legislator
I need her on down too. Maybe move on to the last one. It's with HB1854.
- Gregg Takayama
Legislator
That relates to Community Behavioral Health Clinics creating a certifying office to oversee them. On the house side, we have myself and Representative Keohokapu-Lee Loy as co-chairs, and Representative Alcos as manager.
- Joy San Buenaventura
Legislator
And for the Senate, it's myself as chair, Senator Kahaloa as co chair, Senator Fevella as manager, a member manager.
- Gregg Takayama
Legislator
Okay. This measure, again we are awaiting money committee clearance. The request is for $350,000 for to establish a position of Executive Director of this Community Behavioral Health Clinics certifying office as well as five positions. We've received also a request for an amendment from the State Mental Health Council to delete section three because the membership would be thrown off by adding an additional member.
- Joy San Buenaventura
Legislator
My position for transparency requires that they have testified to that before I agree to any anything that hasn't been testified to. Okay. So there's no, yeah. I cannot agree to something that hasn't been testified to in public hearing.
- Gregg Takayama
Legislator
Understood. If you are so willing, shall we roll this over to Thursday, 03/15, here in Room 329?
- Joy San Buenaventura
Legislator
Why don't you get majority leader or speaker to come in and blow up your culture?
- Gregg Takayama
Legislator
Reconvening, Conference Committee in Room 329 on several house fields. House well, House and Senate panels. We have next up, HB 1853 proposing a Hanai Memory Network Program for Dementia Care. On the house side, we have myself, Chair Marten and Representative Keohokapu-Lee Loy as co-chairs, and representative Alcos as manager.
- Joy San Buenaventura
Legislator
And for the Senate, it's myself as chair, Senator Kanuha as co-chair, and member Senator Fevella.
- Gregg Takayama
Legislator
Okay. On this measure, Senator I will forward to you a suggested amendment we received from the executive office on aging, proposing a pilot program to implement this proposal and requesting $350,000 to do so. So I will forward that to you and
- Gregg Takayama
Legislator
We can roll this over to tomorrow, I'm sorry. Not tomorrow. Thursday, 03:15. Here in Room 329.
- Joy San Buenaventura
Legislator
Okay. For Senate Bill 2340 SD2 HD1 remain. Family homes, it's myself as chair, Senator Rhodes as cochair, Senator Fevella as a member.
- Gregg Takayama
Legislator
And on the house side, we have myself, and Representative Marten and Keohokapu-Lee Loy as cochairs and Representative Alcos as manager.
- Joy San Buenaventura
Legislator
So this is relating to Community Care Foster Family homes. I thought we had an agreement, but during discussion earlier prior to Senator Mark I mean, Representative Marten appearing, it appears that wants to do an amendment based upon
- Joy San Buenaventura
Legislator
Okay. Good. Then we then we have an agreement, and we don't have WAM in the Senate, but apparently, there's a FIN in us. So you need FIN release.
- Joy San Buenaventura
Legislator
It's the 30th. Alright. That was '29. So everything is rolled over 30th.
- Gregg Takayama
Legislator
The Thursday. Yeah. Thursday, the30th, 03:15PM here in Room 329.
- Gregg Takayama
Legislator
Thank you. Good afternoon, everyone. It's not 03:45, a little after that. April 28 here in room 329, State Capital. Meeting and conference committee on several house measures beginning with HB 1973, which is a proposal for a KupunAloha Pilot Program. On the house side, we have myself and Representative Marten who's not here but, Representative Keohokapu-Lee Loy as co-chairs and Representative Alcos as manager.
- Angus McKelvey
Legislator
Okay. Thank you. I have to set myself as chair, co-chair Moriwaki, and manager for Fevella. Moriwaki, excuse.
- Gregg Takayama
Legislator
Thank you, Senator. On this measure, we cannot actually vote because we're waiting on a release of proposal. Propose $2,000,000 for a Pilot Program that would serve as an extension of primary care into patients' homes for frail and high risk Kupuna.
- Angus McKelvey
Legislator
I think this is one where we there's a couple of things that we wanted to touch base with you on. So maybe during that time, getting doing a CDMO, you just
- Joy San Buenaventura
Legislator
Some of the change differences are, quote, technical, but they're kinda not. Right? I just wanna make sure that I'm reading the right way.
- Angus McKelvey
Legislator
Criteria versus, you know and also the language in the Senate version which articulates into spending.
- Angus McKelvey
Legislator
This is matching up. And so just making sure that we understand where you guys are at where we
- Gregg Takayama
Legislator
One of the significant changes we need to make is that I think in the Senate draft, it said that this should apply to others who do not qualify for existing programs such as MediCare. It actually should be MedicAid.
- Joy San Buenaventura
Legislator
Yeah. That's a big one. Yeah. That's a big one. But also the that was the language that we'd like you to to look at because we're trying to be more and more encompassing far as other types of support they may be getting.
- Joy San Buenaventura
Legislator
get our CDs done and hopefully get the deletions coming in.
- Gregg Takayama
Legislator
Okay. Thursday, if we could. Thursday, 4pm here in Room 329. Fantastic. Next measure is hospital nineteen seventy four relating to Shipta, making some changes in its role in improving health.
- Gregg Takayama
Legislator
On behalf of the house, we have myself, representative Holmes, and representative Keohakapu Liloy as co chairs and representative Vakos as manager.
- Joy San Buenaventura
Legislator
I have to Senate myself as chair, Mowi Wakin, cochair manager, Pavela Mowi Wakin's case.
- Gregg Takayama
Legislator
Oh, okay. I'm sorry. This is the proposal to have state health planning and development agency develop a state plan on hearing loss. Okay. I believe we are requesting $100,000 to implement the plan and are awaiting clearance from our money.
- Joy San Buenaventura
Legislator
our ECD. We like it shipped away in with the memo with the amount. So, yeah, we just get we'll work on getting permits and come back Thursday. Hopefully, we'll pop the champagne.
- Gregg Takayama
Legislator
Let's come back Thursday if we could at 4pm here last week. Doctor Lewin, make sure he has a full plate. Oh, he's not. So I'll take if I didn't if I was we'll we'll meet again, Thursday at 4pm in Room 329. Sounds like a plan.
- Gregg Takayama
Legislator
We'll get everything squared away. Finally, we have HB 1976 relating to first responder training and dementia. And for the house, we have myself, representative Alati, who's not present, representative Kyo Kahuli, lawyer co chairs, and representative Garcia as manager.
- Joy San Buenaventura
Legislator
Thank you. Senate, myself as chair, co chairs Fukunaga, and Moriwaki. No managers. I'm the only one present for Fukunaga Moriwaki. Fukunaga Moriwaki, excuse me.
- Gregg Takayama
Legislator
Okay. Senator, I think this is a good bill. I think we have a agreement on a proposal that would require that first responders receive a minimum of one hour training. It doesn't require that they do so annually But require it sometime In their careers that they receive one hour training.
- Joy San Buenaventura
Legislator
I think that's that because they do reall training and and and certainly so there's many different opportunities. Plus, we like the way the opposite of executive agent will be consulting with the so, yeah, that's it seems like we got a good a good thing that recognizes the flexibility for law enforcement. It gets in the training.
- Gregg Takayama
Legislator
Yes. I agree. So let's until we get clearance on this, let's come back again, Thursday, 4pm here in
- Joy San Buenaventura
Legislator
this room. Sounds bueno. Thank you so much. Thank you, sir. Virgil Garcia.
- Gregg Takayama
Legislator
Hi. Good afternoon, everyone. Reconvening, conference committee on HB 1481 relating to human remains. Again, on behalf of myself, on behalf of the house, myself and representative Grandinetti as co chairs and representative Keokapo Livoy and Alcos as managers.
- Carol Fukunaga
Legislator
Thank you. And on behalf of the Senate myself as chair Fukunaga co chair, I'll excuse.
- Carol Fukunaga
Legislator
If we can just roll this one more day, I I would like to hopefully vote on this measure tomorrow.
- Gregg Takayama
Legislator
Okay. Just for the record, I I I do wanna note that both the house and Senate passed the exact same wording of the bills with the only difference being the effective date. And so just note that we both passed the exact same wording of the bill in our drafts. So So now I I I I don't know what your With your is.
- Carol Fukunaga
Legislator
So Well, I I we are in receipt of the CD, making that they effective upon approval. And there is some discussion that we're having with the proponents of the bill and some of the consumer advocates who hopefully stand to benefit from Sure. The defined timeline that's being proposed. And so with the latitude of the house, we'd like to hopefully reconvene on this tomorrow and figure out
- Gregg Takayama
Legislator
Okay. I understand, Sandergan. We'll accommodate the request. So Thank you. With your approval, would meeting here tomorrow at 03:30, Room 329 be acceptable?
- Trish La Chica
Legislator
Aloha and good afternoon. Calling to order the joint committees on education. Today's date is Tuesday, April 28 at 01:30 P. M. We're in Conference Room 229 for the first item on our agenda.
- Trish La Chica
Legislator

- Donna Kim
Legislator
And for the Senate, we have myself as chair, Hashimoto co-chair, and DeCorte member.
- Trish La Chica
Legislator
Thank you, madam chair. For this one, we have drafted a CD1, which we have shared with your office. Are you in receipt of the CD1?
- Trish La Chica
Legislator
If for this one, we have also requested for a FIN release and are awaiting release on this bill.
- Trish La Chica
Legislator
Would you like to roll this one to tomorrow, same time, 01:30PM?
- Trish La Chica
Legislator
So rolling House Bill 2300 HD1 SD1 to tomorrow, April 29, 01:30PM,
- Donna Kim
Legislator
Okay. And, SB 2877 this is on the one year or now we're gonna, amend it to a two year student authored book publication panel program and we are still working on the entity in which we're going to be able to accept donations for this program. Because there are many in the community who have, said that they're interested in supporting the program and supporting it with funds as well.
- Donna Kim
Legislator
So we need more time to work on it, and we turned it into a two year program because the schools have said that they need at least a year to two integrate it into their curriculum and the VRC curriculum. So it's your indulgence as we, draft and get some of these details ironed out.
- Trish La Chica
Legislator
Okay. Yeah. Thank you. We'll be we'll await your CV one, chair.
- Donna Kim
Legislator
Okay. So we'll just roll this over so that we, you know, light the fire under us to make sure we get this meeting as quickly as possible. And we'll roll it over again to tomorrow, 04/29 at 01:30 in Room 229.
- Justin Woodson

- Justin Woodson
Legislator
Thank you, Senators. Good to see all of you. We are working on a CD1. We'll get that to you, hopefully, by tomorrow. So if we can roll this till tomorrow, the 29th, 01:35pm in this room 229.
- Donna Kim
Legislator
And we'll bring it over to the 01:00 agenda, or we gotta keep it separate because it's a different?
- Donna Kim
Legislator
We did send over a CD1. I don't know if you've got it, but and then we did get a number from the AG citing certain names, but I believe that the CD1 addressed a lot of what she said in her memo. So you guys will look that over as she's preparing your CD1?
- Justin Woodson
Legislator
Yes. We we are in receipt of those correspondence as well. We're gonna massage the language a little bit more regarding the TRL and also some of the other provisions. And so we'll get that to you shortly.
- Justin Woodson
Legislator
Next, we have HB1891 HD1 SD1. This assist Dyslexia Screening. On behalf of the house, we have Woodson, Lee as chairs: La Chica, Olds Souza as manager.
- Donna Kim
Legislator
Okay. And for the Senate, myself as chair, Kidani, Co-Chair; DeCorte as member
- Justin Woodson
Legislator
Madam chair, we have submitted to you a CD1. We took out the appropriation language and it does have a clean date.
- Justin Woodson
Legislator
Thank you. So if you can please take a look at that, if we can roll that till tomorrow, the 29th, 01:30PM in this room, 229.
- Justin Woodson
Legislator
We took out the appropriation language. The department is saying that they can do it without appropriation.
- Justin Woodson
Legislator
Next, we have HB 1894 HD 1 SD 1. This is with regards to braille instruction materials, braille literacy. On behalf of the House, we have Woodson, Lee as chairs, La Chica, Olds, and Souza as manager.
- Donna Kim
Legislator
And for the Senate, myself as chair, McKelvey, Kidani, co-chairs, DeCorte, member.
- Justin Woodson
Legislator
Thank you, Madam Chair. We submitted a conference draft to you. It does require a $300,000 appropriation. Of course, we don't have release on our side. I imagine you do not on yours.
- Donna Kim
Legislator
Right. Do you wanna roll this one to Thursday? Because I doubt if we're gonna have anything tomorrow with money at this point.
- Justin Woodson
Legislator
Okay. So we will roll this to April the 30th, 1:30 p.m., in this Conference Room 229.
- Justin Woodson
Legislator
K. Senator, the next bill, house bill 1970 SD 1 relating to the University of Hawaii Cancer Center. For the house, myself and representative Hussey as co chairs, managers, Amato and Souza.
- Justin Woodson
Legislator
Okay. Thank you, Senator. I believe, so this bill provides an appropriation to the, cancer center to continue, the Hawaii tumor registry. I believe the Senate draft changed the means of financing. Is that correct?
- Justin Woodson
Legislator
Okay. And I believe we're both in receipt of a letter from the university.
- Justin Woodson
Legislator
Okay. They do express a preference for the HD one, noting that, the general fund appropriation they feel is more appropriate considering that the tumor registry serves a broader public health, matter versus, specific benefits for students of which is what the tuition and fee special fund is intended for.
- Donna Kim
Legislator
Well, they've also supplement the cancer center to a tune of 5,000,000 out of the the, student fees fund currently, so I don't see how this is any different.
- Justin Woodson
Legislator
Okay. This one obviously has an appropriation attached to it. Should we roll this over till Thursday? Thursday. Okay.
- Justin Woodson
Legislator
And this if it's okay with you, like, to pull this out of the lower ed agenda and into our higher ed time slot, so Thursday March in this room?
- Justin Woodson
Legislator
Thank you, Chairs. Moving on to the next bill, which is HB 2293, HD 2 SD 1. This is with regards to harm to Student Registry. Really, it's a cleanup bill. On behalf of the House, we have Woodson, Poepoe as chairs, Muraoka as manager.
- Donna Kim
Legislator
And for the Senate, myself as chair, Rhoads, co-chair, Kidani-- Co-Chairs Kidani, and DeCorte, members.
- Justin Woodson
Legislator
Thank you. Madam Chair, we shot you over a CD 1. Basically, it has a clean date. Again, this is just really this housekeeping. It just clarifies that the harm to Registry does apply to contractors and volunteers.
- Donna Kim
Legislator
--I know. Shall we ask <unintelligible>. No, I'm going to request a release. Oh, we don't have to. Okay. That's just DC. That's just you. Okay. My mind is stuck.
- Donna Kim
Legislator
Okay. We are on Senate Bill 2613 Senate Draft 1 House Draft 3, relating to public school and transfers. Conferees for the Senate: myself as chair, Lee, Kidani, co-chairs, and DeCorte, member.
- Justin Woodson
Legislator
On behalf of the House, we have Woodson, Hashem, and Lee as chairs, Muraoka as manager.
- Donna Kim
Legislator
I believe that the AG is requesting some amendments to this measure, so we will take that into consideration and come up with a CD 1.
- Donna Kim
Legislator
Okay. Going on to Senate Bill 3063 Senate Draft 1 House Draft 1, relating to the Department of Education Procurement. I believe-- I'm sorry. Conferees for the Senate: myself as chair, Kidani, co-chair, and DeCorte, member.
- Justin Woodson
Legislator
On behalf of the House, we have Woodson, Lee as chair, Souza as manager.
- Donna Kim
Legislator
Okay. This measure basically is about our local edible produce and packaged food products. There is a procurement-- Bonnie from Procurement Officer has raised concerns about this bill: creates ambiguity regarding the use of an electronic procurement system for any amount of local edible produce and packaged food products that do not cost more than 5% of the non-local alternatives. SPO significant concerns regarding the enforceability of the proposed pricing condition.
- Donna Kim
Legislator
The bill does not clearly define or establish a mechanism for how the Department of Education is to determine, or document, or verify the price. So I think we have to resolve that before we can move on. Do you have any thoughts on this?
- Justin Woodson
Legislator
To me, that's their default concern. I'm okay with moving it, but we can discuss it further.
- Donna Kim
Legislator
Finally on this agenda, we have SB 3325, Senate Draft 1, House Draft 2. This is relating to Public School Medicaid Reimbursements, myself as chair, Moriwaki co-chair, DeCorte as member.
- Justin Woodson
Legislator
And on behalf of the house, we have Woodson, Marten, and Lee as chairs; Souza as manager.
- Donna Kim
Legislator
Actually, I think the house version, yeah. It's more detail in it.
- Justin Woodson
Legislator
Okay. Going back to HB2293 HD 2 SD 1, we're voting on the CD, for both CD. And again, it just simply clarifies that, this provision is applicable to, contractors and also volunteers. Correct. Other clarifications, and it also has a clean effective date on it.
- Justin Woodson
Legislator
Okay. So we will go ahead and vote on the CD 1. [Roll Call] Thank you. Madam Chair, may I?
- Justin Woodson
Legislator
[Roll Call] How do you excuse representative to court? Senator. My apologies. Senator to court.

For the Senate, myself as Chair, Hashimoto Co-chair, and the court member.

- Donna Kim
Legislator
Okay. I don't have it. I know that I was told we had a number of releases ready to go, but we haven't gotten it yet. So we'll do some of it tomorrow.

- Donna Kim
Legislator
This is the student athletes' compensation, name, image, and likeness, policies regarding that. For the Senate, constantly use myself as chair. We have DeCoite, Hashimoto, Keohokalole as co chairs; and member DeCorte.

Legislator
You have to excuse me because we have a DeCoite and a DeCorte. The only difference is I.
- Andrew Garrett
Legislator
So Senator, on this one, I just wanna thank you for your level of engagement on the NIO bill. I think we're getting close in terms of the framework for institutional rights as well as student athletes rights. I know we're still discussing the endowment fund and how the mechanics of that might work. I did, share a CD1 with you yesterday. So,
- Donna Kim
Legislator
And yeah. So there's a number of areas in which we still need to resolve.
- Donna Kim
Legislator
But again, going back to the endowment, going back to the University of Hawaii tuition and fees fund to help fund this because it is for the for the student athletes.
- Donna Kim
Legislator
And then putting in some kind of a milestone where they can start paying out of the fund after the fund reaches a certain amount. So it's a thing set.
- Andrew Garrett
Legislator
I appreciate again, I appreciate your, your engagement on this and your desire to come up with a long term funding mechanism for NIL, going forward. So I'm happy to discuss the notes next time. So can we roll this should I do this Wednesday or Thursday?

- Justin Woodson
Legislator
Ok. So Senator, for this one, we did circulate a CD 1 for your consideration. We're trying to do here is add clarification that the primary audience of this dashboard is for prospective students and their families, well, I guess current students as well, so they can make informed decisions regarding educational pathways and potential outcomes. So, again, we did circulate the CD 1 for your review. This one does not contain an appropriation.
- Justin Woodson
Legislator
Okay. And I did hear you have a 3 PM agenda with Lower Ed. So, can we make this one 03:15 or earlier?
- Justin Woodson
Legislator
I think with the, Chair La Chica, you folks had picked 03:00.
- Donna Kim
Legislator
I meant to do it at 01:30. Okay. Yeah. I'm sorry. I got mixed up on something.
- Donna Kim
Legislator
Because we had that 01:30, I thought we'd move over to that. We'll move it over to three something, so, shall we do what? 03:10?
- Justin Woodson
Legislator
So, this House Bill 2158, HD1 SD1, Wednesday, 04/29 at 03:10 PM.
- Andrew Garrett
Legislator
Okay. The next bill, HB2338 HD1 SD1 relating to the Hawaii Community College Promise Program. For the house, myself; and Rep. Hussey as co-chairs; Managers Amato and Muraoka. Full house.

- Andrew Garrett
Legislator
It is a hospital. Yes. So we did add, address the comments from the Attorney General's Office regarding, a statewide concern. So Article 10 that is in the, section one preamble. And then besides that, we are keeping a 95% and have an effective date of 07/01/2026.
- Andrew Garrett
Legislator
Okay. Awesome. So, we have put in for FIN release on this one. I On our side?
- Andrew Garrett
Legislator
Close. Okay. I'm gonna peek at your stack over there. I don't see any other red tabs over there though, so maybe that's not a good sign for the rest of the rooms.
- Andrew Garrett
Legislator
Right. Okay. Tricks of the tree, we just learned a little bit. Yeah.
- Donna Kim
Legislator
Yeah. I did. Tomorrow, I'm gonna bring a different color. Different color.
- Andrew Garrett
Legislator
Okay. So this one, it does not have an appropriation. So can we do this tomorrow at 03:10PM?
- Justin Woodson
Legislator

- Justin Woodson
Legislator
K. Thank you, Senator. I believe for this one, you were gonna circulate a CD one for our consideration. I believe you wanted the language to mimic the proviso from last year's bill.
- Donna Kim
Legislator
And he has done SD one, so we will but not I'm not seeing it so we will have to get that to you.
- Justin Woodson
Legislator
Okay. Well, this one does have a blank cap amount. So should we make this one on Thursday?
- Justin Woodson
Legislator
So House Bill 2,339, HD one SD one, Thursday 04/30, in Room 229 at 3PM. Okay, and then looks like the remaining bills on the agenda are Senate bills.

- Donna Kim

- Donna Kim
Legislator
And the effective date would be 07/01/2026. There are, it is fluctuations in this measure?
- Justin Woodson
Legislator
Yes, there are. So just to verify, total sum of 375,000, 225,000 for the establishment of three FTE positions. Yes. One each on Leeward Community College, at excuse me, at Leeward Community College, at Kapiolani Community College, and one at UH Manoa. And then 150,000 to for program costs.
- Justin Woodson
Legislator
So 50,000 each for each campus that I just mentioned. And then, yes, effective date of 07/01/2026. We're in agreement.
- Justin Woodson
Legislator
Yes. And I believe we've requested that on our side. Yes. We have.

- Justin Woodson
Legislator
Okay. If you can just we just received this. If you could just give us a little bit of time to review it. And then can we roll this over till tomorrow?
- Justin Woodson
Legislator
Thank you. Wednesday, April 29, 03:10PM in Room 229. Shall we just continue on with our other agendas? Okay. So now opening adjourning the 3pm agenda, now opening the 03:05PM agenda.
- Justin Woodson
Legislator
We have one bill on this agenda. Oh, I'm sorry. This is a Senate bill. I'm jumping like that in here, Senator. Should I just finish?
- Andrew Garrett
Legislator
Senate Bill 2969 SD1 HD1 relating to the Maui Wildfire Exposure Study, Maui West and Maui Health Registry. For the house, myself; and Rep Hussey as co chairs; managers Amato, Kapela, Souza.
- Donna Kim
Legislator
Thank you. And for the Senate, myself as chair; McKelvey waiting patiently here, and Kidani my co chairs, and DeCorte member.
- Donna Kim
Legislator
Okay. That wake everybody up. Okay. So I don't believe there are too many differences between the house and the Senate version.
- Andrew Garrett
Legislator
Right. I believe yeah. We just took up the appropriation amount, I believe, and added a defective date. But the general fund request is $3,000,000 in general funds, G funds. So this being an appropriation bill, shall we defer this or, excuse me, roll this over till Thursday?
- Andrew Garrett
Legislator
Okay. Thank you. Thanks, Senator McKelvey. Wait a few more days.
- Justin Woodson
Legislator
Sorry. 3PM. Sorry. Just for the record, SB2969 SD1 HD1, Thursday, April 30, 3PM in Room 229.
- Justin Woodson
Legislator
We have a 03:15 agenda. Can we just transition into that? And this one is a house bill, so I will not speak out of turn here. HOUSE BILL 2171 HD1 SD1 relating to the University of Hawaii. This is the bill regarding enterprise related activities and county zoning exemptions.
- Justin Woodson
Legislator
For the house, myself, and reps Hashem and Tempo as co chairs, manager Woodson present. Maroko, good excuse.
- Donna Kim
Legislator
Okay. And for the Senate, myself as chair Hashimoto co chair and DeCorte is member.
- Justin Woodson
Legislator
K. Thank you, Senator. So we did request and receive FIN released on this one, on the CD one that we had circulated previously?
- Donna Kim
Legislator
Only for us at this point, so we need to roll this over till tomorrow.
- Justin Woodson
Legislator
Okay. So Wednesday, 04/29, 03:10PM in Room 229. Okay. Let's hope we can get the WAM released by then. Okay.
- Cory Chun
Legislator
Good afternoon. We are reconvening this conference committee meeting. Today is Tuesday, April 28, 03:30pm, and we are in Conference Room 229. We have two items on the agenda. First up is House bill 1605 HD1 SD1 relating to human and community resilience.
- Cory Chun
Legislator
On behalf of the house, myself, representatives Garrett and Kush as co chairs, and representative Matsumoto as manager.
- Donna Kim
Legislator
And for the Senate, we have myself as chair, Kidani co chair, and DeCorte member. People have said "Huh human and community resilience, what that means?"
- Donna Kim
Legislator
In this building, healthy diets. We are all guilty of nonhealthy diets. So is any of this this funding and counseling gonna come our way?
- Cory Chun
Legislator
Or Yeah. We're still waiting for the money released. But I think we're in agreement on on a proposed CD one. We are? I said that.
- Donna Kim
Legislator
Okay. So we would have to roll this one over because it's requiring a dollar amount.
- Donna Kim
Legislator
So shall we roll it over to 04/30, which is on Thursday at 03:15 and Room 229?
- Donna Kim
Legislator
04/30 is the date, 03:15 is the time, and 02:29 is the room number.
- Donna Kim
Legislator
K. And that brings us to the last item on today's agenda is SB 2320. This is also relating to agriculture, UHDOE, DAP, ADC, DLIR, Farmers, Agriculture Career, Kuleana, AgTech Pathways, to myself as chair, Gabbard Kidani co-chairs, and the co-chairs' members.
- Committee Secretary
Person
And on behalf of the house, myself, representatives Garrett and Kush as co chairs, and representative Matsumoto as manager.
- Donna Kim
Legislator
Okay. This is another big ticket item. So we would have to roll this one over again at the same time tomorrow at 04:30 sorry. At 03:50, 4/30, which is Thursday, April 30, in Room 229.
- Donovan Dela Cruz
Legislator
Good afternoon. We're opening on conference committee on SB 3125 for the Senate conferees, our delegate crews chair,
- Chris Todd
Legislator
Okay. On our side, we have, Todd, chair, and and getting at numbers.
- Chris Todd
Legislator
I'll talk through it if that's okay. Yeah. Yeah. And, apologies for last minute. We've been trying to really grind this out, as best as we can.
- Chris Todd
Legislator
And, you know, I think to his credit, the Ways and Means chair has been consistently opposed to denying the working class the full benefits of the act 46 tax cuts. And after much consideration on how to simultaneously provide ongoing tax relief while balancing the budget in a responsible way.
- Chris Todd
Legislator
I just, you know, recently sent a proposal over that not only grants the full tax cut for all families who make less than $350,000, that's for joint filers, but also provides an additional $400,000,000 in additional direct income tax relief for those families. This would be paid for by a 1% tax rate increase on the top three brackets of income. For joint filers, that's $450,000 plus.
- Chris Todd
Legislator
If we're gonna make critical decisions around eliminating popular tax cuts or tax credits rather, including for rooftop solar, I think in our part, we cannot in good conscience do so if we're gonna be passing on hundreds of millions of dollars in tax benefits to those who need it least.
- Chris Todd
Legislator
In this way, if, if we're gonna be proposing that lapse, I personally feel more comfortable and the house feels more comfortable if we were to redirect some of that benefit directly to the working class families who need it most. You know, and I think in our mind that seems to align a little bit better compared to we were before and just look forward looking forward to a fruitful conversation going forward. Thank you.
- Donovan Dela Cruz
Legislator
So we we just received the CV. We might have some questions. Sure. What can you explain the wrap down on the solar tech screen?
- Chris Todd
Legislator
Sure. You know, I think it's difficult to pinpoint an exact dollar impact of a ramp down for the solar credit because, you're really just kind of moving a bunch of pieces. Right? You have the number of systems someone can claim. You have income thresholds.
- Chris Todd
Legislator
This is our best attempt to slowly walk it down over time. We would have the initial, phase, phase in of the sunsetting starting in 2028, limiting the, dollar value that can be claimed by high income individuals or on a large commercial systems as well as the number of systems that can be claimed.
- Chris Todd
Legislator
And we would have a subsequent change in 2030 with a full phase out, for the actual installation that can be claimed in 2034 and a full phase out of the claims that can be made on those installations in 2036 to allow for some rollover and trail on the back end. Our estimate is that this would save roughly $300,000,000 through the course of the financial plan, but it is subject to mark market conditions and it can be difficult to pinpoint exactly.
- Donovan Dela Cruz
Legislator
Okay. So the the tax credit is when do when do the adjustments and the limitations on the tax credit be?
- Donovan Dela Cruz
Legislator
So if all families of, that make above $3.50 would no longer receive, would be able to access the tax credit?
- Chris Todd
Legislator
Let me make sure I'm reading it correct. I believe it's not a hard sunset on those, but it's, phase out starting in 2020. Okay.
- Donovan Dela Cruz
Legislator
For us, that that could be a little difficult because if you're the very groups that you guys are taxing at the 1% That's fair. Are the ones that you're giving free money to tax credits. I understand. So that that might be a little
- Donovan Dela Cruz
Legislator
And then we can take I just on the three brackets that you guys are raising, is that a nonnegotiable for the for the house?
- Donovan Dela Cruz
Legislator
So if the Senate does not agree to any of the 1% increases, is that a non negotiable for the house?
- Chris Todd
Legislator
I would say as best as possible that nothing is non negotiable Yeah. But it is our preference for sure that if we are gonna be sunsetting these credits, that we shift more of the benefit that way. But we are flexible in working out some sort of compromise if possible.
- Donovan Dela Cruz
Legislator
Because if when we ramp down the tax credit, those revenues from ramping it down can go back into providing tax relief to market managers. I understand. So then that's where we can work some way. Okay. So if we can take some time at both.
- Donovan Dela Cruz
Legislator
Maybe, like, one hour? Yeah. So maybe we can come back at four so that we can review the proposal
- Donovan Dela Cruz
Legislator
And then hopefully offer something to counter. Sure. Thank you.
- Donovan Dela Cruz
Legislator
It's like Saturday night. Okay. Reconvening on SD3125. So thank you very much. We're looking through the draft.
- Donovan Dela Cruz
Legislator
It's very almost like an encyclopedia. So we're waiting for, some numbers from DOTAX. Okay. And if you can just give us maybe about 45 minutes Sure. So that we can continue to review.
- Donovan Dela Cruz
Legislator
What we're hoping to do is, send over a proposal so that you can review, and we're committed to staying as long as it takes, so that we can just keep going back and forth and rolling the Bill until we can get to some agreement because without that Bill, then once that's complete, then we can work on the budget and then other Bills with appropriation. So we're committed to trying to finish this, hopefully, tonight or early this morning because We'll see. That's what it's gonna take. Okay.
- Chris Todd
Legislator
Makes sense. Okay. Okay. So why don't we reconvene till 04:45? Perfect.
- Donovan Dela Cruz
Legislator
Okay. Calling to order the conference committee on SB 81 point five. Okay. So thank you very much for your proposed conference draft. Seems like there is some move in.
- Donovan Dela Cruz
Legislator
Our our proposed conference draft that we hope you can consider continues to promise continues the promise of tax relief for Hawaii's working and middle income families. It does so by preserving all the tax breaks, including the standard deduction increases and lowering the tax brackets for joint filers making less than 250,000, tens of households making less than $262,500 and single filers making less than 175,000. The Senate also appreciates the house looking at creative ways to further reduce taxes for Hawaii's working families.
- Donovan Dela Cruz
Legislator
This draft incorporates the house proposal to reduce the brackets two and three tax rates to two point five and five percent. With this additional tax relief, we believe the expansion of other tax credits, including their earned income tax credit, food excise tax credit, and the child dependent care tax credit are not needed.
- Donovan Dela Cruz
Legislator
The Senate position has consistently been that putting money into working families' pockets every pay period is better than waiting until the end of the year for tax credit. According to the 2024 UHERO report in 2021, over 15,300,000 went to unclean went unclean for the refundable food excise income tax credit. This includes 17,787 tax filings. This means over 17,000 people who filed taxes simply failed to take the credit.
- Donovan Dela Cruz
Legislator
Additionally, 140,166 non filers who were eligible for the tax credit did not take it because they did not file.
- Donovan Dela Cruz
Legislator
According to DOTAX, over 23% of filers did not take a state EITC in 2020. While rates do fluctuate, it underscores the difficulty of relying on tax credits to provide tax relief for wealthy families. The Senate also agrees with the house to push forward the sunset on the tax credits for capital goods excise, technology infrastructure renovation, and ship repair industry tax credits to 01/01/2028. We appreciate the house shift proposal to keep cup to to help cover revenues lost from the increased tax relief.
- Donovan Dela Cruz
Legislator
This draft keeps the 01/01/2029 sunset for the eighth high-tech high technology business investment, renewable fuels production, and research activities tax credits.
- Donovan Dela Cruz
Legislator
The Senate further agrees with the language proposed by the house to limit the renewable energy technologies tax credit to those making under 250,000 as joint filers to wrap down this tax credit. The Senate further refined this proposal by setting an aggregate cap of 35,000,000 and restricting its use to joint filers making less than 350,000 and single filers making less than 175,000. This cap will be ramped down by $10,000,000 each year until the credit fully sunsets in 01/01/2030.
- Donovan Dela Cruz
Legislator
This cap was determined based on the DOTAX data of filers for the credit in the last five years and targeting it to ensure working and middle income households benefit the most. As it currently exists, the renewable energy technologies income tax credit has no guardrails.
- Donovan Dela Cruz
Legislator
There is no annual cap. And according to DOTAX's data, Hawaii's highest taxpayers earning over 350,000 heavily benefit from the credit as they are able to pay for the upfront cost of installing a PV system. Out of the 58,200,000 credits claimed in 2023, dollars 26,000,000 was issued to filers earning $350,000 or more. This number includes joint filers and individual filers. This is in line with the house and Senate Committee commitment to targeting tax benefits to Hawaii's working families.
- Donovan Dela Cruz
Legislator
In total, the sunset of tax credits bring an estimated 971,000,000 back into the financial plan. This is integral to helping balance the financial plan and ensure our shared goal of income tax relief for Hawaii's working and middle income families. The Senate proposal proposes to further provide relief for working and middle income households in this area by providing funding to the green Hawaii Green Infrastructure Authority to provide low interest or in some cases, forgivable loans to help cover the cost of installing solar units.
- Donovan Dela Cruz
Legislator
Hawaii's working families need relief from the unpredictable swings in fuel prices, but they do not have the upfront money needed to take advantage of of the tax credit. This program proposal will bring down the home electricity bills for families that previously could not benefit from residential solar.
- Donovan Dela Cruz
Legislator
This draft represents a real path forward to tax relief for Hawaii's working families. We appreciate the work that the house has done and believe that this is a compromise that incorporates the shared priorities of providing tax relief to working and middle income households in multiple ways. So we understand that you're probably gonna need several hours to review this and hopefully provide some additional input.
- Chris Todd
Legislator
you got a chance to review the Senate proposal. Yeah. No. I think we're, we're in a pretty good place. So, we have some recommendations.
- Chris Todd
Legislator
And then, if you sit with that for a while, hopefully, we can get there, but we're getting closer and closer, Nick. First, I just wanna highlight your, attention to the green infrastructure proposal and really really really the idea ideas, gotta sit with it and maybe kinda explore what it looks like, but I think that's a nice one for working class people. Your income cap that you set out for the solar credit at $3.50 and $1.75, we're gonna agree to.
- Chris Todd
Legislator
We have a proposed, alternative to the wind down, for you to consider. We would take that first December thirty first twenty twenty six cap of 35 and go up to 75 for reconsideration.
- Chris Todd
Legislator
The next one, try to push it out a little bit. So stagger them by two year increments. So '28 at 60, 2030 at forty, end of 2032 full sunset where we were at twenty thirty six prior. We have to we're trying to look into this language over here just to kind of check into it on page seven. So we just sit with that for a little bit, assess.
- Chris Todd
Legislator
And then, we would kinda reflect that 2032, December 31 sunset on the top end. On the brackets, we like that you kept in, some of the working class assistance. We would propose a new bracket with a a million dollar threshold for joint income earners. So this would be not tied to any current brackets that are in place. That's something new.
- Chris Todd
Legislator
So at at income over 1,000,000, it would be at 13%, but everything in excess. So nothing prior to that million. For, joint for single, filers, it would be at 500 and at federal household at $7.50 for your consideration. One or two things on the back end and then we're close. The sunsets that you've included for the remaining credits, We're already in alignment on capital goods, and we would agree to the sunsets you've included on the other credits, with those timelines.
- Chris Todd
Legislator
We did have one question just for clarification later. I think there was one where you pushed out a sunset on page 49 by one year. So I'm just kinda curious on how, what we can talk offline on that.
- Chris Todd
Legislator
And then, you know, I think we talked before and I think a lot of these high technology investment credits are priorities for outhouse members, but, you know, in spirit of collaboration and potentially reassessing, you know, what we're gonna value in the future, We're okay with accepting your sunsets and hopefully reconvening next year to assess all the way forward. And I think that's it.
- Chris Todd
Legislator
So largely just a couple of bracket items, the solar timeline and couple months. And I think other than that yeah. Okay. So which are the sections you still need time to review? There's that one piece of language around you have that page number?
- Chris Todd
Legislator
It's in the I think it's a what? Verification. It's page 49, line seven 14 through seven. Page 49? No.
- Chris Todd
Legislator
It's part of the almost there. Alright. Here. On page seven, the energy office, certifying eligibility of the system and something like that. So just something to look at
- Chris Todd
Legislator
review that before and final if you have any amendments further before we start to draft a additional CD or do you want us how do you guys wanna proceed with that part? Okay. What is that? Oh, maybe it was, like, ten to fifteen minutes on that, and then we we can just shoot you a text or email or something like that. Okay.
- Chris Todd
Legislator
Here we go. Then that gives you guys time. And then and then we have time. Yeah. Sounds good.
- Donovan Dela Cruz
Legislator
Okay. Calling to order the conference committee on SB3125. Okay. So thank you very much for your proposal. So we are in agreement to establish a new category of $1,000,000 per household of 500,000 per individual.
- Donovan Dela Cruz
Legislator
And our proposal back on the solar tax credit would be a $40,000,000 cap for 4 years ending 12/31/2030. Okay. So Okay. So is it my understanding that the house is in agreement with those 2 items? Yes.
- Donovan Dela Cruz
Legislator
Okay. So I think we have a Bill. We just have to, do a markup, and then we can return and, and hopefully, vote it out at that time. So we can reconvene at 9PM.
- Donovan Dela Cruz
Legislator
Hey. Calling reconvening, the conference committee on SB3125. So it looks like we are in agreement. I just wanna also include just mention that we are including clarifying language in the renewable tax credit. Sorry.
- Donovan Dela Cruz
Legislator
Your clarifying language in the renewable tax credit that it is to be prorated by all qualified applicants not to exceed the cap. Yeah. Okay.
- Donovan Dela Cruz
Legislator
Okay so we have a Bill. The recommendation of the house incentive managers is to pass with a minute.
- Donovan Dela Cruz
Legislator
[Roll Call] Making the vote for the house. Decisions. Okay.
