    On, this measure, it's significant to the to the development community. Appreciate working with you, and we've come up with all the language.

    And I need to mention to to the public that this bill makes amendments for purposes of the resilient infrastructure for shelter and equity act and conform state laws concerning county debt limits to permit counties to exclude resilient infrastructure for shelter and equity bonds from the debt limit of the counties.

    If a constitutional amendment authorizing the use of resilient infrastructure for shelter and equity bonds and excluding resilient infrastructure for shelter and equity bonds, determinations of the county's fund debt is ratified. Apparently, a lawyer wrote that.

    public improvements, or other actions necessary for housing and community development, and exclude these bonds from determinations of the funded debt of the political subdivisions.

    It further goes on to say that the Chairs have, while we have worked on and have agreed to the language of the CD1 and the constitutional amendments, encompassing this bill, copies have been distributed to the managers.

    And we are as making a minor change to the ballot question suggested by the AG's office and to allow the phrase quote to direct the legislature. The ballot question will now read, bear with me.

    This is what the public's gonna see this fall. Shall the Hawaii state constitution be amended to direct the legislature to authorize the counties to issue resilient infrastructure for shelter and equity bonds to fund public improvements in designated districts,

    repaid solely by future growth in property tax revenues within those districts, not increasing real property taxes, where such bonds are excluded from the county's debt limit and are subject to accountability and oversight requirements as may be provided by law.

    The first part is moving this Conant and Bill through the legislative process and sending the governor the amendments to the constitution in the bill, which will be done today.

And when it comes everything and everything free.

But we're just trying to get this consolidated and easy to digest manner.

So House Bill 2297 updates Hawaii's statutory framework for adult and community education programs to ensure alignment with federal funding requirements, which are important to meet the federal Adult and Family Literacy Act grant requirements. This is important for DOE's priority to prepare our students for the workforce. And we have an effective date, and we have FIN release on this one.

    Okay. I will go, if it's okay, start on Senate bill 2877. This relates to the DOE student authored book publication pilot program, slated for area of Kalihi, grade five. The conferees for the Senate is myself as chair, Kidani cochair, Hashimoto and their court members.

    K. Thank you. Madam Chair, we would like to propose a, amendments. As you know, this this measure is to, help our elementary school students with literacy. It's a program that will build confidence and and, interest by the community and the families and the and the parents.

    I mean, I think this measure for the amount that it might cost, small cost and huge benefits, for the students. It's, student student pro, area of programming. It's, something that they will be able to keep for for life as a as a memento. It also allows them to tell their story, and I think it's it's very important.

    I'd like to propose that we expand this program, this pilot program, to the Wai'anae context area. I think Wai'anae we have a number of challenges in our community. you know, public housing, immigration, just a number of issues that I think would benefit.

    I think that it would give us a better sense of if this program produces the kind of results that we think it will. It will give us a better idea across the board if we wanna extend it to the state by not just say I have one community, but have two communities. And I think that the Senator from the area agrees with this.

    I do very much. Thank you, chair. And I do believe that as our community is continuing to strengthen our literacy and, you know, improve on certain levels that we would like to not just be competitive, but really thrive in a lot of these areas. My district is already doing their own student authored book, and they're kind of raising their own funds and they're doing it in their own way.

    I was very honored to receive a copy of the book, and they had asked if they could extend a copy to the chair of education, and they just really wanted to advocate on their own. And thank this committee and also on the house side. We really appreciate it, and we just thank you for this amazing opportunity to encourage something so inspiring to our students and something that they can be so proud of. So thank you, Sharon. Thank you, Chairs.

    Of course. Thank you, Chair, for your hard work on this measure. The house, as you know, also prioritizes literacy, and we'd like to see our kids thrive. So the house is willing to take a look at your proposed amendments, and please let us know what requests you'll be making for the budget item.

    I'll give you an idea. Right now, we're looking at doing it as a two year program instead of a one year pilot And two years because the schools need to have time to to, you know, get it going and basically, integrate it into their program. So we look at the next school year as the period that they will do that, and then so the school year of '20, what is it, 2728 is when they could actually do it unless they wanted to do it early.

    We don't wanna mandate this. We want to have five schools from the Kalui area, five schools from the Wai'anae Nakuli area, and in the process of talking with principals who would want to do this because we certainly don't want to force it on them.

    And then we are looking at getting funding, private funding, and we have a nonprofit source that will accept the funds. And then each classroom, each teacher in that grade, if it's fifth grade, then would have a budget, and then they would be able to do this. And it would be the principal. They would report back to us, and it would be it wouldn't be a DOE mandated program. And so that we're in the process of putting all of that together.

    So it's not like this is happening as we go. And so I've been meeting with principals to get a better idea of what it is that they also would like to see within this measure. So give that's just an idea, and then we'll go ahead and put it in in the form of City one. City one.
