And I need to mention to to the public that this bill makes amendments for purposes of the resilient infrastructure for shelter and equity act and conform state laws concerning county debt limits to permit counties to exclude resilient infrastructure for shelter and equity bonds from the debt limit of the counties.
- Glenn Wakai
Legislator
If a constitutional amendment authorizing the use of resilient infrastructure for shelter and equity bonds and excluding resilient infrastructure for shelter and equity bonds, determinations of the county's fund debt is ratified. Apparently, a lawyer wrote that.
- Glenn Wakai

For the CD 1, we have agreement on that language, which is to add a clean date and copies have been distributed to the managers. Unfortunately, we do not have the money chairs released yet. So if it's okay with you, I'd like to reconvene here in Room 224 on Monday, April 27 at 10:10.

- Luke Evslin
Legislator
Yes. And do you wanna so on this bill, yeah, we are submitting language to the governor's office with the with the ballot language. Do you wanna walk us through that, Senator?
- Glenn Wakai
Legislator
I certainly do. This bill amends the Hawaii state constitution to expressly provide that the legislature may authorize political subdivisions to issue resilient infrastructure for shelter and equity bonds for specified public works,
- Glenn Wakai
Legislator
public improvements, or other actions necessary for housing and community development, and exclude these bonds from determinations of the funded debt of the political subdivisions.
- Glenn Wakai
Legislator
It further goes on to say that the Chairs have, while we have worked on and have agreed to the language of the CD1 and the constitutional amendments, encompassing this bill, copies have been distributed to the managers.
- Glenn Wakai
Legislator
And we are as making a minor change to the ballot question suggested by the AG's office and to allow the phrase quote to direct the legislature. The ballot question will now read, bear with me.
- Glenn Wakai
Legislator
This is what the public's gonna see this fall. Shall the Hawaii state constitution be amended to direct the legislature to authorize the counties to issue resilient infrastructure for shelter and equity bonds to fund public improvements in designated districts,
- Glenn Wakai
Legislator
repaid solely by future growth in property tax revenues within those districts, not increasing real property taxes, where such bonds are excluded from the county's debt limit and are subject to accountability and oversight requirements as may be provided by law.
- Glenn Wakai
Legislator
The first part is moving this Conant and Bill through the legislative process and sending the governor the amendments to the constitution in the bill, which will be done today.
- Glenn Wakai
Legislator
And as mentioned, we do not have RAM and FIN release, so I'd like to see you back here on Monday, the 27th at 10:10 in Room 221.

- Jarrett Keohokalole
Legislator
protection of the public and prevention of, things like suicidal ideation and self harm and danger to the public. So we've prepared a CD that, I'd like to present to you for your review.
- Jarrett Keohokalole
Legislator
Covers much of the substance that has been that has been weighed in the two measures on this subject matter as they've gone through the legislative session.
- Jarrett Keohokalole
Legislator
So if I might just briefly, the the, you know, the overall objectives is to make sure that there's a clear disclosure when an AI chatbot is being engaged by a consumer.
- Jarrett Keohokalole

That there are protocols in place when the dialogue heads into territory that could stimulate violence and that there are notices that developer of the technology needs to engage in future restriction when it comes to minors.
- Scot Matayoshi
Legislator
Yeah. And I and I do appreciate thank you for the dialogue again on this bill. I appreciate the Senate's willingness to put in the, harm or imminent danger to others as well as I felt that was strongly needed in order to,
- Scot Matayoshi
Legislator
protect the public if these AI chat bots do get an indication that others are at harm or are at risk of harm from individuals engaging with it.

There are some potential flaws that, I'm trying to vet out right now. What I don't want is for us to pass this bill and to put Hawaii in a worse position than it is it is already in.
- Scot Matayoshi
Legislator
And I'm also concerned that we're gonna get a bad federal ruling that's gonna make the Citizens United case pale in comparison to. So with that being said, I do appreciate the intent of this bill, and I'm supportive of the intent of it.

We're okay with this, and I on behalf of the house, we have co-chairs, Representatives Tarnas and Kusch, and members Poepoe and Garcia.
- Karl Rhoads
Legislator
I was gonna try to make it through this conference. My last conference was not about doing that making that mistake, and I. For the Senate, myself as chair and Senators Chang and Gabbard as manager.
- David Tarnas
Legislator
Thank you for your proposed CD1, and I made a request to FIN for a release that does not ask for the money that Department of Corrections and Rehabilitation had said the need for additional ankle monitors. I just don't want to lose this bill because of in appropriations. So, I'm asking for release on this without appropriation.
- David Tarnas
Legislator
Okay. And that's even more appropriate because you do not have Ways and Means as a referral on yours.
- David Tarnas
Legislator
So hopefully, I will get that. We don't have it yet. So, let's reconvene on it.
- Karl Rhoads
Legislator
Thank you. Just bring that brings us to SB 2919, relating to the Office of the Public Defender Position. For the Senate, myself as chair. Co-chair Elefante and manager Awa.
- David Tarnas
Legislator
On behalf of the house, we have co-chairs; Representatives Tarnas and Kusch, and members; Poepoe and Garcia.
- Karl Rhoads
Legislator
We've agreed on a CD1, and the request of the agenda has been made.
- David Tarnas
Legislator
Yes. And we haven't gotten any response yet. So let's reconvene on this offer.
- Karl Rhoads
Legislator
Next up is SB 3076, related to Tobacco Enforcement. For the Senate, it's myself as chair, Elefante co-chair, and Awa manager.
- David Tarnas
Legislator
Thank you. On behalf of the house, we have co-chairs Representatives Tarnas and Hartsfield and managers Poepoe and Garcia.
- Karl Rhoads
Legislator
I think it's a similar situation. We've agreed on a cd1 and WAM, FIN request has been sent in.
- Karl Rhoads
Legislator
Alright. Let's roll up till Monday, 2PM, 4/27 in this room. 03:25. That's acceptable.

on this agenda, House bill 2095, House draft two, Senate draft two. This is the judiciary budget. On behalf of the House, we have co chairs representatives Darnas and Kush and managers Pointe and Shanisu.
- David Tarnas
Legislator
Thank you and I have recommended that we go with the House draft two, to our finance negotiators and request a release on that. Clearly, this has to be negotiated between finance and ways and means and they are not gonna move on this until the state budget comes out. So we've not received any response on this with Europe concurrence.
- David Tarnas
Legislator
Let's reconvene on this, also on Monday. Okay, so that would be reconvening at Monday, 04/27/2026 at 2PM here in Conference Room 325. There being no further business before us today, we are adjourned.

- Karl Rhoads
Legislator
What we're gonna suggest was the only part that we're not weren't quite there yet on is the definition or the definition of harassment on house draft two, page five, starting for you for line three. We were hoping to narrow it a little bit to say harassment is a misdemeanor committed against a public servant because of or while the public servant is performing official duties. Yes. We we agree with that. Okay.
- Jackson Sayama
Legislator
Before we vote, may I I'm sorry. Thank you. So to clarify, this bill elevates the offense of harassment to a misdemeanor when committed against a public servant because of ordering the performance of official duties. And like, Joe Rhoades had mentioned, this will be effective upon approval. Thank you.
- Karl Rhoads
Legislator
Great. Thank you. So we'll do AC 1. I'll vote yes. Senator Gabbard is excused.

So we will be offering a set of proposals to the house and would like to roll this discussion over to next Wednesday.
- Della Au Belatti
Legislator

- Della Au Belatti
Legislator

- Brandon Elefante
Legislator
Okay. And do we have WAM release? Yes. We do on our end. Do you have finance
- Della Au Belatti
Legislator

- Unidentified Speaker
Person
Thank you, Senator. On the house, we have myself, representative Poipoi, representative Templo as co chairs, and manager Raya Zotta.
- Carol Fukunaga
Legislator
I believe we have really found that there are no differences between our respective positions, and we have circulated a proposed CD one, which inserts a correct, effective date of upon approval. And at this time, would, appreciate your consideration. We have also received from the ways and means chair a preliminary okay. I don't believe there are any dollars in this measure, so it's really kind of more of a housekeeping measure at this point.
- Unidentified Speaker
Person
Yep. We're in receipt of the c b one. We're in agreement, and we have finished as well.
- Carol Fukunaga
Legislator
Okay. Excellent. If that is okay with you, then we are, I guess, ready to proceed with the vote. Yep. Excellent. Okay. Okay. On behalf of the fine. Senate, the recommendation is to Iran. Pass the CD one. And on behalf of the Senate, myself as chair, I vote aye. Co chair Lee
- Carol Fukunaga
Legislator
And member manager Inouye is excused. May I take the vote for the house?
- Carol Fukunaga
Legislator
And manager Reyes? Aye. Okay. I believe we have a bill. Thank you very much.
- Unidentified Speaker
Person
Thank you. Yeah. Yeah. So thanks. Are you going somewhere over there?
- Carol Fukunaga
Legislator
Good afternoon. We are meeting in Conference Room 016 this afternoon. It's Friday at 03:30pm, and we are meeting to resolve differences between the House and Senate on House sorry. Senate bill 2519, House draft one relating to law enforcement. So on behalf of the Senate, myself as chair, my cochair Rhodes is on his way, and, manager Hashimoto is around. He's excused.
- Mike Lee
Legislator
Thank you, Senator. On behalf of the house, we have representatives Lee and Tarnas as co chairs and representative Ratcliffe and representative Reza as manager.
- Carol Fukunaga
Legislator
You know, in terms of our differences between the two versions, they were quite minimal. We have distributed a proposed CD one, and so we are very hopeful that we will be able to vote very shortly. We do not need any kind of fiscal sign off. So thank you very much, manager Hashimoto. We are almost there.
- Mike Lee
Legislator
Yep. Kind of Sure. There's a Thank you. We are in receipt of the CD one, and we are in agreement.
- David Tarnas
Legislator
So we're prepared to vote as soon as, Senator Rhoads gets here. You wanna recess till we get Yes. Or recess till we get there?
- Carol Fukunaga
Legislator
Oh, recess. Reconvening. We are ready to vote upon today's proposed CD one to Senate Bill 2,519 House Draft one relating to law enforcement. Proposed conference draft has been circulated among all of the members here this afternoon. So if I can proceed, I vote aye to propose conference draft one, co chair Rhodes.
- Carol Fukunaga
Legislator
And manager Reyes Oda. Aye. Great. Thank you very much. Looks like we have a bill.
- Carol Fukunaga
Legislator
Good afternoon. We are meeting on Friday afternoon, April twenty fourth at 03:40PM in Conference Room 016 in the State Capitol. And we are meeting to resolve differences between the house and Senate on Senate bill 2645, Senate draft three, house draft one relating to fire prevention. And on behalf of the Senate, myself as chair, Senator Elefante as cochair, managers Inouye and Decort the court are excused.
- Linda Ichiyama
Legislator
Thank you, Senator. And on behalf of the house, it's myself, Morikawa, as co chairs and manager Souza.
- Carol Fukunaga
Legislator
Okay. We have, distributed a proposed CD one draft or we will distribute a proposed CD one draft, and we will be seeking, our finance and ways and means clearance as there is no request for additional funding. So we would propose to, roll over to Monday, April 27 at 02:00pm in this room to give everyone time to review and consider the proposal.
- Andrew Garrett
Legislator
Now calling, to order the conference committee for a series of higher education bills. Today is Friday, 04/24/2026, 02:30pm in Conference Room 229. Senator, good afternoon. Looking forward to working with you on a series of higher education bills to support our students. And I know we both share a commitment to holding certain parties accountable when it comes to their responsibilities.
- Andrew Garrett
Legislator
So, again, I look forward to this conference experience. Up first, we have House Bill 2,338 HD one SD one relating to the Hawaii Community College Promise Program. For the house, I have myself and representative Hassy as co chairs. Member, Amato, is here as well. Member, Morocco is excused.
- Donna Kim
Legislator
Okay. And for the Senate, myself as chair, Hashimoto co chair, Donnie, and Decart, members.
- Andrew Garrett
Legislator
Okay. Thank you, Senator. So this is an administration bill, as you know, regarding the Hawaii Community College Promise Program.
- Andrew Garrett
Legislator
I believe you made, some amendments with regard to the, putting a cap of, no more than 95%. Would you mind explaining to the house your rationale for that,
- Donna Kim
Legislator
please? Yes. You know, I know we try to cover 100% of the cost that it takes to go to college. I think that people need to have some skin in the game when you have everything free. It kinda take it like, let me show up. You know, I don't have anything to lose. I think having a small stake in it will give them a lot more, feel that, you know, this is important, and they need to they need to make sure that they are, both filling and doing it. And when it comes everything and everything free.
- Donna Kim
Legislator
And then it also frees up some of the money, not a whole lot, but it frees up for other others that really need it because we don't have enough to go around for everybody. Right? Sure. We wanna cover as many of the people that we can, helping them with at least a majority of something instead of, you know, get no help at all.
- Andrew Garrett
Legislator
Thank you, Senator, for the explanation. And my understanding is, the remainder 5%, we're probably talking about 2 to $300 Hopefully, that doesn't keep anyone from attending community college. So I think that's a position the House is comfortable accepting. We did receive a letter from the Attorney General's office earlier today. Just reiterating that the requirement implicating Article 10, section six, this is regarding the, statewide concern.
- Andrew Garrett
Legislator
Yes. Including that language, and we do have defective dates on both sides. So within that CD one, we'd like to make it upon approval. That's if you're amenable to that. K. Thank you, Senator. So when would you like to reconvene on this one? We have some other bills that might impact this.
- Donna Kim
Legislator
Right. We wanna I don't why don't we go ahead and reconvene on Tuesday
- Donna Kim
Legislator
3PM. Most of our bills here. Okay. Because we're not gonna get releases, I think, anytime soon.
- Donna Kim
Legislator
Yeah. So Tuesday. Tuesday at three 3PM Yes. In this Room, 229, and that date is 04/28, I believe. Right?
- Andrew Garrett
Legislator
Okay. So, reconvening on House Bill 2,338 HD one SD one on Tuesday, 3pm, Room 229.
- Andrew Garrett
Legislator
And we will work on that CD one. Again, including the AG suggestion on the Article 10, statewide concern and a clean effective date. Thank you. Okay. Thank you, Senator.
- Andrew Garrett
Legislator
Next bill is House bill 2339 HD 1 SD 1 relating to the University of Hawaii revenue bonds. For the House, myself and rep Hussey as co chairs, member Amato is present, members Capella Come back. Excused. Member Souza is present. Thank you.
- Donna Kim
Legislator
Okay. And for the Senate, we have myself as chair, Hashimoto co chair, and the court be on board.
- Andrew Garrett
Legislator
Okay, thank you Senator. So I believe on this one, as it relates to the state budget, I believe the House included this initially as part as a general obligation bond versus a revenue bond. And I know the amounts are still blank. So if it's okay with you, I was just gonna suggest we wait until we have further guidance from the money committees as to what that amount should be for us to fill in regarding the authority. Does that work for you?
- Andrew Garrett
Legislator
Okay. So we'll just roll this one over as well. Tuesday, 3PM in this room? K. Thank you.
- Andrew Garrett
Legislator
Okay. And I believe the next three bills are Senate bills, so it'll defer to you, Senator.
- Donna Kim
Legislator
Thank you. So Senate Bill 3229. This is the University of Hawaii tuition special special fund donor evaluations. And for the confluence of the house, myself as chair Hashimoto, cochair Decort, and board member.
- Andrew Garrett
Legislator
Thank you, Senator. For the house, myself and Rep Pacia's co chairs, members, Amato and as present, members, Capella and Morocco excused.
- Donna Kim
Legislator
So I believe I sent over did you get a copy of the SD one? I mean, CD one.
- Andrew Garrett
Legislator
I don't believe I did, but I see one now. I suspect it's just a clean effective date for that one. Oh, thank you.
- Donna Kim
Legislator
Okay. So it's the clean effective date. Yes. I believe it's just style. So upon approval Yeah.
- Andrew Garrett
Legislator
Okay. And just to be clear, this, is something that the Foundation you know, the university does provide them with 3,000,000 roughly per year.
- Andrew Garrett
Legislator
And this would just allow the foundation to use that 3,000,000 to conduct donor evaluations. And I believe we're in agreement there. So I we can put in for release on this bill.
- Andrew Garrett
Legislator
And we are otherwise amenable to it. So we'll just wait for a FIN clearance on our side.
- Andrew Garrett
Legislator
Yes. Okay. We'll initiate the request. So are you also okay with Tuesday 3PM on this bill? Yes.
- Donna Kim
Legislator
Next item is Senate Bill 3,238, language access. I believe that also had a CD one. Okay. Let me see.
- Andrew Garrett
Legislator
Sorry, Senator. Would you just mind saying who's for the rec here's for the record on this particular one?
- Andrew Garrett
Legislator
Okay. For the house, myself and is I'm sorry, Sean. No. No. It's okay. You you wanna go first since
- Andrew Garrett
Legislator
a Senator. Okay. Myself as cochair cochair Miyake excused, members Amato and Souza present, member Kapala excused.
- Donna Kim
Legislator
K. For the Senate, myself as chair Hashimoto cochair and the court member.
- Donna Kim
Legislator
We we we're pretty similar. And the differences, basically, it's the date And you folks we had a we had a good date. We had a defective date, so we're just gonna affect the date. Okay. And then the amounts have to be confirmed
- Donna Kim
Legislator
By the money committees. I believe it's $75,000 for one FTE, $50,000 each campus program funds for a total of $3.75. So what do you have?
- Andrew Garrett
Legislator
Let's see. Well, was it $3.75 total? Right. I think it was $2.25 for three FTEs And one yeah. One each at Leeward Community College, one at Kapiolani Community College, and one at Manoa. Is that your understanding? Three positions total? Okay.
- Donna Kim
Legislator
25 here, establishment two twenty five for establishment three full time positions. Yeah. That is in the bill, so apparently the, memo that we got is incorrect. So three full time equivalent 2.25, and 1.5 to implement the language access education, provided the funds we provided equally with Leeward Community College, Continuing College, University of Hawaii, Monroe, It's just like on July 2026.
- Andrew Garrett
Legislator
Yes. Okay. Okay. Thank you. We are the house is amenable to that. We will put in for release on our side and hopefully finance clears this for us. Can we also make this Tuesday at 3PM?
- Donna Kim
Legislator
Bill. This is Senate Bill 3,286, our University of Hawaii facility student housing master plan, conference for the Senate, myself as chair Hashimoto co chair, and your court member.
- Andrew Garrett
Legislator
K. Thank you, Senator, for the house, myself and Rep Miyake's co chairs. Member Moroka is excused.
- Donna Kim
Legislator
Okay. I think we have to roll this one over. So, yeah, can we roll this one over until Tuesday?
- Andrew Garrett
Legislator
Sure thing. Tuesday, 3PM in this room? Yeah. Okay. And just for the record, Senator, we did inquire with the University of Hawaii what it may cost to fund this campus or a system wide study across 10 campuses. The rough estimate we received was, 1,000,000, dollars So that is, what they're suggesting is necessary to effectuate this. But, we will re pick this up on Tuesday at 3PM in this room as you suggested.
- Andrew Garrett
Legislator
Sure. Yeah. I think this bill does it's not just limited to housing. I believe it is a facilities assessment as well. And it is by understanding the University of Hawaii, the Manoa campus anyway, recently or or they're in the process of executing a contract with a consultant to come up with a long term plan for Manoa housing.
- Andrew Garrett
Legislator
And I see that as a fruitful first step, but hopefully they can continue on so we can have a better set of metrics to hold them to as they Figure out how to Fig Figure out housing and facilities in light of all these enrollment trends and challenges on the horizon.
- Donna Kim
Legislator
No. I agree with you, and I think this is something that they should be doing ongoing. So it just bothers me that there's a $1,000,000 price tag because we've asked this question before as far as the facilities, you know, what which buildings that maybe they can, mothball. They're not using it to save on electricity and what are the plans. And and so I I just like the fact that it's going to cost a million dollars is not something that they felt that they should have been doing all along. Right?
- Donna Kim
Legislator
Yeah. So hopefully, this will scare them to come back and take a look at what data they already have, what they're currently doing, and what the future might hold.
- Andrew Garrett
Legislator
Sounds good. Okay. I believe that is the end of our 02:30 agenda.
- Andrew Garrett
Legislator
And I will adjourn the 02:30 agenda. But now convening, conference committee, for a series of higher education bills. Today's Friday, April 24, it is 02:46 p. M. We are on the 02:40 p.
- Andrew Garrett
Legislator
M. Agenda. Let's see here. Up first, House Bill 2158, HD1 SD1 relating to the University of Hawaii. For the house, myself and Keohokapu-Lee Loy as co chairs.
- Donna Kim
Legislator
Okay. For the Senate, myself as chair, Kidani as co chair, and the court member.
- Andrew Garrett
Legislator
Okay. Thank you, Senator. So, I know we discussed this bill last year. I believe it was House Bill 1320. We took it to conference.
- Andrew Garrett
Legislator
The intention here is for the university to publish, program level data, primarily for students so they can understand if they go into a certain major, what kind of outcomes they may anticipate. Last year's bill did require the did request, a couple of FTEs. This bill does not include that. I believe they have enough resources within this particular shop that handles this, and they do issue quite a bit of, data as it is. But we're just trying to get this consolidated and easy to digest manner.
- Donna Kim
Legislator
I agree. I thought they did have they did have some kind of dashboard.
- Andrew Garrett
Legislator
They do. But this would, I think, make it a little bit easier in terms of making it more user accessible. Just kind of a one stop shop, if you will. The university did, send a request, a few, requirements, so or suggestions, excuse me. So I am working on a CD one that would, incorporate many of it, just primarily relating to the scope of what would be we would be asking of them.
- Andrew Garrett
Legislator
So, with that, would you be okay rolling this over to Tuesday at 3pm as well? So, we'll just put it on the same agenda? Yes, we'll put it all on the same agenda, and we'll be happy to take the lead in producing that.
- Donna Kim
Legislator
Okay. Senate Bill 2657. This is relating to the Alzheimer's disease and related to dementia research. The conferees myself for the Senate chair, McKelvey and Kidani co chairs and the court member.
- Andrew Garrett
Legislator
Okay. Thank you, Senator for the house, myself and rep Hussey as co chairs. Member Amato is excused as is member of Meroca.
- Donna Kim
Legislator
K. We're gonna have to roll this one over, and if the prior full time positions still need to be knocked out.
- Andrew Garrett
Legislator
Yes. I believe we just blanked out the appropriations and the anticipated cost Right. The appropriation itself. But for the record, I believe the amounts we're looking at is 375,000 for two FTEs. Is that your understanding as well?
- Andrew Garrett
Legislator
Okay. Well, I know this was obviously, it has an appropriation. So, would you be okay with I mean, in terms of concept, we're in agreement, I believe, in terms of the need for this program?
- Andrew Garrett
Legislator
Yes, and we are open to filling in the numbers as well as the clean effective date. So, can we roll this one also over to Tuesday at 3 pm? And we will Sorry, go ahead.
- Andrew Garrett
Legislator
Okay, and we'll ask for, FIN release on this one for the amounts we've just stated. Okay, thank you, Senator.
- Donna Kim
Legislator
Okay. Moving on to Senate Bill 2802. This is for the Agricultural Sciences Bachelor program. As for the Senate, myself as chair, Kidani co chair, and the court member.
- Andrew Garrett
Legislator
Thank you, Senator. For the house, myself and Rep Hussey as co chairs, members Amato, Capella, and Maroka are excused. So, Senator, if I can start on this one. Yes, please. I believe when we received the bill, this was initially a four year degree program at Leeward Community College.
- Andrew Garrett
Legislator
But we did make the amendment to transfer it to the University of Hawaii at West Oahu. Being that it is a four year institution, thought that was a better fit. We did hear from the university that they're looking at roughly $564,000, I believe, was the newest number to handle a couple of FTVs and some program costs.
- Donna Kim
Legislator
Okay. I believe we need to really look at that numbers more carefully.
- Donna Kim
Legislator
When we do decide. So we will roll this one over also for Tuesday.
- Andrew Garrett
Legislator
K. Thank you. And we'll verify the numbers and put in for release on our side. Okay. That gets us to the end of the 02:40 agenda.
- Cory Chun
Legislator
Good afternoon. Today, we are opening our conference committee meeting on two bills. This is the 02:50 agenda. Here, it's April, and we are in Conference Room 229. Let's see.
- Cory Chun
Legislator
First on our agenda is House bill 1605 HD 1 SD 1. This is relating to Human and Community Resilience. This measure is funding for the CTAHR Food Security and Human and Community Resilience Institute. So, Senator, I believe we I
- Cory Chun
Legislator
Oh, yeah. Sorry. First, on behalf of the house, myself, rep Garrett, and rep Kusch as co chairs, and representative Matsumoto as manager.
- Donna Kim
Legislator
And for the Senate, myself as chair, Kodani co chair, and DeCorte as a member.
- Cory Chun
Legislator
Thank you. So for this one, I'm working on a proposed city one that we've kind of discussed to reduce, the 12 positions to eight. Those would be the four community nutrition associates and then some conforming amendments with the other language to make sure it it lines up with those, subtractions.
- Donna Kim
Legislator
And I think we talked about that in in our hearing and in light of the situation, financial, I hope that we can revisit that number. So if we roll this over. Have further conversation about that.
- Donna Kim
Legislator
Yes, 229. Room 229, 03:30 on the 28th. Because I doubt if we have any kind of FIN stuff by the way. Yeah.
- Donna Kim
Legislator
And then Tuesday as well, but we don't wanna push it out too far. Right? Yep. So we can work on that. Let's see.
- Donna Kim
Legislator
So I'll you'll do the draft once we get some kind of idea of numbers we probably want to find out the effective date. Okay? Got it. Okay. So for the next bill, it is Senate bill 2320.
- Donna Kim
Legislator
This is the UHDOE, DAB, farmers, agricultural careers, Kuleana, AgTech Pathways, Senate conferees, myself as chair, Jabra Kidani as co chairs, and DeCorte as a member.
- Cory Chun
Legislator
And for the house, myself, Rep Garrett, and Rep Kusch as co chairs, and Representative Matsumoto as manager.
- Donna Kim
Legislator
Okay. This one also has a price tag. I'm not sure where we are as far as that, but, certainly, we have to roll it over since we don't have any we're not gonna get anything soon from the budget and money's committee. I see they're looking at seven ag tech regional regional hubs with $700,000, seven educators, $455,000 per year, 65 k position, seven educators ag tech, also 75 k position, four career coordinators, one program manager, one admin associate, materials and supplies, and local inter island travel.
- Donna Kim
Legislator
It's it's quite a price tag, so you know, I think that needs to be further looked at and discussed with my AG chair.
- Donna Kim
Legislator
So, unless you have Okay. So are we okay to roll it to Tuesday at 03:30 in this room, 229?
- Donna Kim
Legislator
No. It's 03:30. This agenda is 03:30. Did I say three? You said three.
- Donna Kim
Legislator
I said okay. Whatever it is, it's 03:30, 04:28, and two two nine. Perfect. Okay. And that takes care of that agenda.
- Donna Kim
Legislator
All together, all to order, conference committee. Today's Friday, April 24. We are on our 3PM agenda. We are in Room 229, and we have one item on this agenda, and that is Senate Bill 3263. This is relating to the University of Hawaii student athletes' compensation, name, image, and likeness policies.
- Donna Kim
Legislator
The conferees for the Senate is myself as chair, the court Hashimoto, DeCoite Hashimoto Keohokalole co chairs, and the court is member. So, it's gonna take three of them to make sure I get it right.
- Andrew Garrett
Legislator
Okay, Sandra. And for the house myself as co chair, chairs Matayoshi and Todd are excused. Member Olds is present. Maroka excused.
- Donna Kim
Legislator
Okay. Well, we did we do have a proposed CD one. Oh, did we send it over? No? So I'll get you a copy Okay.
- Donna Kim
Legislator
Of the CD one. Okay. Basically, incorporating the Senate or what we talked about as far as keeping in the house provisions that was put in your your Draft as well as the endowment fund that was discussed.
- Andrew Garrett
Legislator
Sure. And just, yeah, just for the record, Senator, I do wanna say I appreciate your desire to set up a a long term sustainable funding stream for this. So I think we share the belief that, you know, we don't wanna deal with this issue year in and year out. We're hoping that they can sustain this on their own.
- Andrew Garrett
Legislator
Ideally, it would be through private sector donations and whatnot. But hopefully, we can get them to that point, but I'm happy to entertain your CD one and go from there.
- Donna Kim
Legislator
Okay. So we will send this over, and we would like to roll this one over also to Tuesday.
- Andrew Garrett
Legislator
Can we just keep it all on the 3PM agenda? Because chair Chun is the lead on the 03:30 agenda.
- Andrew Garrett
Legislator
Okay. And, again, we'll initiate the the new notice for 3PM. On Tuesday in this room, 229?
- Jeanné Kapela
Legislator
Aloha. Good afternoon. We are calling to order the joint conference committees on education. Today is April. The time is 04:15pm, and we are in Room 229. We have three measures on the agenda. We are going to skip the first item on the agenda, and we're gonna start with the second item. House bill 2300 HD one SD one, relating to Department of Education procurement on behalf of the house, conferees, myself, and representative Lee as co chairs, and we have representative Olds, representative Woodson is excused, and representative Souza is is excused. Excused.
- Donna Kim
Legislator
K. And for the Senate, myself as chair, Hashimoto co chair, and the court is a member.
- Jeanné Kapela
Legislator
Thank you, madam chair. I believe for this bill, we received communication from both Department of Education and Office of State Procurement. We are going to be drafting a c d one. I think the only difference for this one is the amount for the procurement threshold.
- Donna Kim
Legislator
Right. So the Senate, put in 200,000, and original was $2.50. Correct. So we'll prefer the 200.
- Jeanné Kapela
Legislator
The 200. Okay. We'll be drafting a CD one, and then when we finish on that one, we'll be transmitting a copy over to you, Jack.
- Jeanné Kapela
Legislator
So for this bill, can we roll this over next week? Yes. Okay. I believe the date we had was Tuesday, April 28 here in Room 229 at 01:30PM.
- Donna Kim
Legislator
Room 229. Okay. Okay. So we wanna do you have people for the first item?
- Donna Kim
Legislator
the first measure. K. Why don't we go back to the first measure? Okay. K.
- Trish La Chica
Legislator
Members, we are moving to the first item on the agenda. House Bill 2297, HD 1, SD 2, relating to education. On behalf of the House, we have myself and Representative Lee as Co-Chairs and Representative Souza as Member, and she's excused.
- Donna Kim
Legislator
Okay. And for the Senate, myself as Chair, Kidani Co-Chair, and DeCorte Member.
- Trish La Chica
Legislator
Thank you, Chair. For this one, we have circulated and shared a CD 1, and I believe we are in agreement on the content and amendments to this measure. And we, I believe, also have FIN release on this bill. Okay. So before I take the vote, I'd like to share what this bill does.
- Trish La Chica
Legislator
Okay. So House Bill 2297 updates Hawaii's statutory framework for adult and community education programs to ensure alignment with federal funding requirements, which are important to meet the federal Adult and Family Literacy Act grant requirements. This is important for DOE's priority to prepare our students for the workforce. And we have an effective date, and we have FIN release on this one.
- Trish La Chica
Legislator
Okay. So with your permission, Chair, may I? I will go ahead and do the vote. We're gonna vote on House Bill 2297, HD 1, SD 2. We are gonna pass a CD 1, which was distributed. We have an effective date, and we also have FIN release.
- Trish La Chica
Legislator
Oh, I'm sorry. Any comments, questions? Thank you. Okay. [Roll Call] Chair, may I take the vote on behalf of the Senate? [Roll Call] Okay. Thank you, Chair. We have a bill.
- Donna Kim
Legislator
Bill. First bill. Yay. Might be the first and last. Tongue in cheek.
- Donna Kim
Legislator
Okay. I will go, if it's okay, start on Senate bill 2877. This relates to the DOE student authored book publication pilot program, slated for area of Kalihi, grade five. The conferees for the Senate is myself as chair, Kidani cochair, Hashimoto and their court members.
- Jeanné Kapela
Legislator
Thank you, chair. On behalf of the house conferees, myself and representative Lee as cochairs, and representative Moraoka as member.
- Donna Kim
Legislator
K. Thank you. Madam Chair, we would like to propose a, amendments. As you know, this this measure is to, help our elementary school students with literacy. It's a program that will build confidence and and, interest by the community and the families and the and the parents.
- Donna Kim
Legislator
I mean, I think this measure for the amount that it might cost, small cost and huge benefits, for the students. It's, student student pro, area of programming. It's, something that they will be able to keep for for life as a as a memento. It also allows them to tell their story, and I think it's it's very important.
- Donna Kim
Legislator
I'd like to propose that we expand this program, this pilot program, to the Wai'anae context area. I think Wai'anae we have a number of challenges in our community. you know, public housing, immigration, just a number of issues that I think would benefit.
- Donna Kim
Legislator
I think that it would give us a better sense of if this program produces the kind of results that we think it will. It will give us a better idea across the board if we wanna extend it to the state by not just say I have one community, but have two communities. And I think that the Senator from the area agrees with this.
- Samantha DeCorte
Legislator
I do very much. Thank you, chair. And I do believe that as our community is continuing to strengthen our literacy and, you know, improve on certain levels that we would like to not just be competitive, but really thrive in a lot of these areas. My district is already doing their own student authored book, and they're kind of raising their own funds and they're doing it in their own way.
- Samantha DeCorte
Legislator
I was very honored to receive a copy of the book, and they had asked if they could extend a copy to the chair of education, and they just really wanted to advocate on their own. And thank this committee and also on the house side. We really appreciate it, and we just thank you for this amazing opportunity to encourage something so inspiring to our students and something that they can be so proud of. So thank you, Sharon. Thank you, Chairs.
- Jeanné Kapela
Legislator
Of course. Thank you, Chair, for your hard work on this measure. The house, as you know, also prioritizes literacy, and we'd like to see our kids thrive. So the house is willing to take a look at your proposed amendments, and please let us know what requests you'll be making for the budget item.
- Donna Kim
Legislator
I'll give you an idea. Right now, we're looking at doing it as a two year program instead of a one year pilot And two years because the schools need to have time to to, you know, get it going and basically, integrate it into their program. So we look at the next school year as the period that they will do that, and then so the school year of '20, what is it, 2728 is when they could actually do it unless they wanted to do it early.
- Donna Kim
Legislator
We don't wanna mandate this. We want to have five schools from the Kalui area, five schools from the Wai'anae Nakuli area, and in the process of talking with principals who would want to do this because we certainly don't want to force it on them.
- Donna Kim
Legislator
And then we are looking at getting funding, private funding, and we have a nonprofit source that will accept the funds. And then each classroom, each teacher in that grade, if it's fifth grade, then would have a budget, and then they would be able to do this. And it would be the principal. They would report back to us, and it would be it wouldn't be a DOE mandated program. And so that we're in the process of putting all of that together.
- Donna Kim
Legislator
So it's not like this is happening as we go. And so I've been meeting with principals to get a better idea of what it is that they also would like to see within this measure. So give that's just an idea, and then we'll go ahead and put it in in the form of City one. City one.
- Donna Kim
Legislator
Is that sooner? Yes. Yes. Shall we roll it? Yeah. Let's roll it on Tuesday. Hopefully, we'll have more details on that.
