And I need to mention to to the public that this bill makes amendments for purposes of the resilient infrastructure for shelter and equity act and conform state laws concerning county debt limits to permit counties to exclude resilient infrastructure for shelter and equity bonds from the debt limit of the counties.

If a constitutional amendment authorizing the use of resilient infrastructure for shelter and equity bonds and excluding resilient infrastructure for shelter and equity bonds, determinations of the county's fund debt is ratified. Apparently, a lawyer wrote that.

please? Yes. You know, I know we try to cover 100% of the cost that it takes to go to college. I think that people need to have some skin in the game when you have everything free. It kinda take it like, let me show up. You know, I don't have anything to lose. I think having a small stake in it will give them a lot more, feel that, you know, this is important, and they need to they need to make sure that they are, both filling and doing it. And when it comes everything and everything free.

And then it also frees up some of the money, not a whole lot, but it frees up for other others that really need it because we don't have enough to go around for everybody. Right? Sure. We wanna cover as many of the people that we can, helping them with at least a majority of something instead of, you know, get no help at all.

Thank you, Senator, for the explanation. And my understanding is, the remainder 5%, we're probably talking about 2 to $300 Hopefully, that doesn't keep anyone from attending community college. So I think that's a position the House is comfortable accepting. We did receive a letter from the Attorney General's office earlier today. And it is by understanding the University of Hawaii, the Manoa campus anyway, recently or or they're in the process of executing a contract with a consultant to come up with a long term plan for Manoa housing.

And I see that as a fruitful first step, but hopefully they can continue on so we can have a better set of metrics to hold them to as they Figure out how to Fig Figure out housing and facilities in light of all these enrollment trends and challenges on the horizon.

No. I agree with you, and I think this is something that they should be doing ongoing. So it just bothers me that there's a $1,000,000 price tag because we've asked this question before as far as the facilities, you know, what which buildings that maybe they can, mothball. They're not using it to save on electricity and what are the plans. And and so I I just like the fact that it's going to cost a million dollars is not something that they felt that they should have been doing all along. Right?

I believe they have enough resources within this particular shop that handles this, and they do issue quite a bit of, data as it is. But we're just trying to get this consolidated and easy to digest manner.

They do. But this would, I think, make it a little bit easier in terms of making it more user accessible. Just kind of a one stop shop, if you will. K. Thank you. Madam Chair, we would like to propose a, amendments. As you know, this this measure is to, help our elementary school students with literacy. It's a program that will build confidence and and, interest by the community and the families and the and the parents.

I mean, I think this measure for the amount that it might cost, small cost and huge benefits, for the students. It's, student student pro, area of programming. It's, something that they will be able to keep for for life as a as a memento. It also allows them to tell their story, and I think it's it's very important.

I'd like to propose that we expand this program, this pilot program, to the Wai'anae context area. I think Wai'anae we have a number of challenges in our community. you know, public housing, immigration, just a number of issues that I think would benefit.

I think that it would give us a better sense of if this program produces the kind of results that we think it will. It will give us a better idea across the board if we wanna extend it to the state by not just say I have one community, but have two communities. And I think that the Senator from the area agrees with this.

I do very much. Thank you, chair. And I do believe that as our community is continuing to strengthen our literacy and, you know, improve on certain levels that we would like to not just be competitive, but really thrive in a lot of these areas. My district is already doing their own student authored book, and they're kind of raising their own funds and they're doing it in their own way.

I was very honored to receive a copy of the book, and they had asked if they could extend a copy to the chair of education, and they just really wanted to advocate on their own. And thank this committee and also on the house side. We really appreciate it, and we just thank you for this amazing opportunity to encourage something so inspiring to our students and something that they can be so proud of. So thank you, Sharon. Of course. Thank you, Chair, for your hard work on this measure. The house, as you know, also prioritizes literacy, and we'd like to see our kids thrive. So the house is willing to take a look at your proposed amendments, and please let us know what requests you'll be making for the budget item.

I'll give you an idea. Right now, we're looking at doing it as a two year program instead of a one year pilot And two years because the schools need to have time to to, you know, get it going and basically, integrate it into their program. So we look at the next school year as the period that they will do that, and then so the school year of '20, what is it, 2728 is when they could actually do it unless they wanted to do it early.

We don't wanna mandate this. We want to have five schools from the Kalui area, five schools from the Wai'anae Nakuli area, and in the process of talking with principals who would want to do this because we certainly don't want to force it on them.

And then we are looking at getting funding, private funding, and we have a nonprofit source that will accept the funds. And then each classroom, each teacher in that grade, if it's fifth grade, then would have a budget, and then they would be able to do this. And it would be the principal. They would report back to us, and it would be it wouldn't be a DOE mandated program. And so that we're in the process of putting all of that together.

So it's not like this is happening as we go. And so I've been meeting with principals to get a better idea of what it is that they also would like to see within this measure. So give that's just an idea, and then we'll go ahead and put it in in the form of City one. City one.
