Mr. President. I've opposed the nominees to this department's leadership for years now. Because the department's master plan for the development of its East Kapolei parcels near the Skyline Station. The plan reserves large parcels for industrial use such as warehouses. This is not the highest and best use of these parcels.

The only way we will end Hawaii's housing shortage is by building housing on parcels like this. I've had the opportunity to sit down with Ms. Ono, the nominee, and she agreed that the Department should be developing housing and not warehousing on these parcels. And she assured me that she would fight for this change in direction.

I hope that DLNR will take a leadership role in redeveloping its portfolio of lands near rail stations for desperately needed housing. And for that reason, I will be voting in favor of her nomination. Thank you.

Ms. Ono will continue as a highly qualified Member to the BLNR, utilizing her extensive experience and connections to various entities on Kauai and as well as the State of Hawaii in helping craft good policy for various land issues.

Mr. President, colleagues, today I rise in support not just to speak on behalf of a Bill, but to speak on behalf of a life. A beautiful life, a vibrant life. A life that was taken too soon. Her name was Teresa Cachuela. She was a mother, a daughter, a friend. She was loved.

And she was lost to the very violence that this Bill seeks to confront. SB 295, SD1 HD2 is more than a piece of paper. It's a promise. A promise that lawmakers will no longer look the other way when victims cry out for help.

A promise that says we will not blame the victim by asking, why didn't she leave sooner. A promise that we will respond when restraining orders are violated, not with a slap on the wrist, but with accountability and real life consequences. Teresa did everything right. She was seeking protection. She followed the law accordingly. But the system failed her.

We failed her. The passing of this Bill will prove that Teresa's life didn't end as a victim, but as a voice. A voice for all of those who never got the chance to speak for themselves, who have endured abuse, lived in fear, and too often suffered in silence.
