Rich Millazar, testifying on behalf of Blue Hawaiian Helicopters. We testify in support. Thank you for hearing this measure. I just would like to emphasize—sorry, this, this podium is like really small. You know, I, I would like to emphasize that there was a crash in 2019.

Four people died in Kailua. There was another crash in Kauai in the same year. Seven people died there. This is not just people who are in the tours themselves or just the pilots. If a helicopter crashes into a residential community, people could die there, too.

So, 40 people have died since 2000, and really that number should be zero. So, the first step to really starting to get those numbers to zero would be getting better information and that's what this reso does. So, appreciate you guys hearing it. Let me know if you have any questions.

I have a quick question for DOT. Hi. I understand FAA has oversight over to our operators, but in your testimony, you talk about working on a public online dashboard. Do you not see the report as kind of aligned with the information you're already trying to provide to the public through that dashboard?

We technically have no jurisdiction over this, Chair. As clearly said, it's preemptive. I don't disagree with was just said. One accident is too many, and we absolutely are working with the industry to ensure that safety is paramount. Enforcement is really the key. Information can be all over the place, but enforcement is what we got to enforce upon.

Communicate training and all those things. The dashboard that we're working on is something that we're building towards and to collect information that would be relevant. Regardless of this measure, we just feel that as DOT, we're obligated to provide information that would help.

I'd also like to thank the Vice Chair for leading a related effort for a House Concurrent Resolution on this topic as well. And Hawaii Bicycling has been supporting that.

This conversation is really important at this time because we've been having an epidemic of deaths on our roadway this year. We have noticed a serious uptick, particularly for vulnerable road users.

And we we arrived at this measure today because a related Bill was introduced before this chamber, before this Committee, and a measure was taken without any testimony in support for it to exclude Oahu.

And subsequently that measure has earned wide support from the Department of Health, the Director of Transportation, many individuals and communities, all of whom express similarly the need to include Oahu as part of this pilot program for open streets. Recently the House issued a message. I wasn't able to hear what that message.

I find it online or so I'm not sure what it was. But the House expressed the disagreement with Senate amendments to House Bill 1260. So if the and the Senate amended, the Senate took out that exclusion for Oahu.

So if that's the reason for the I urgently ask this Committee and this to vote to include Oahu as this Concurrent Resolution does, as the, as the Concurrent Resolution that you authored does and has support. But we just came back from Washington, D.C.

and there was really terrible news from the Department of Transportation that they're coming for our bike lanes and they're deprioritizing things that have to do with walking and biking.
