    I'm kind of curious to get your perspective, you know, from your prior experience in police enforcement and in the Prosecutor's Office, because in recent years, we've had many issues that have arisen and I think from, you know, the safety and security of a lot of the security personnel, it's been a very challenging time.

    Do you see the Board playing a role in perhaps, you know, coming forward with additional recommendations to assist security companies in this arena?

    At the present, I don't think we have the capabilities. We don't have the staff training, monitor, qualify them. That's a huge—I mean, for staff who have their hands full just with the applications to take on that endeavor based on the staffing right now as being possible.

    Okay. Well, I know that in, you know, in recent years, there have been a number of instances where we have had security personnel that have either been injured or deceased as a result of some of the kinds of experiences they have encountered, you know, in the work they do.

    Okay. You know, I think what we've seen in the last couple of years on this Committee is a pretty steady and. Consistent. Engagement from members of the condominium but from residents who live in condominiums who have been dissatisfied with some of the association practices in the buildings that they live in.

    And you know, I feel it's put the Committee in a bit of a bind at times because you know, there's. A recognition that the condominium aspects of. The real estate Commission are just one piece of, you know, many other responsibilities.

    But there are still members of the community who come forward who feel like they are not giving, they are not given the, their appropriate amount of attention at the Commission. I guess I, I'd like to.

    I'm interested in your reaction to that and your feeling on the, the, the aspects of condominium Association policy that you are going to be tasked with on the Commission.

    I'm compared to everything else I'm fairly aware of of the give and take that goes on at that. I had worked on a voluntary disclosure statement from condominium associations along with CAI an Association industry and also the lenders who also have an interest in.

    In that as well and as we actually get got them to be more the, the associations to be more forthcoming. I think there, there seems to be a break between the actual private association and the Association managers and, and they're hired and they have different capacities and that is a challenge I think to be met on there.

    Depending on how much the, the Legislature sees them in terms of controlling or licensing or just right now the associations are just I believe registered. If I'm Correct. But that's a challenge and that's one that probably should be addressed. But I don't have pretend to have the answers to that dilemma.

    Yeah, thank you. Big Island. So I got to ask questions right in your resume. Both Bradley and Clark Realty known, the principals there for many years, all that we have a long track record. I think I'm just more asking what's your thoughts on our whole economy relative to the real estate markets?

    Legislator

    We've seen a lot of volatility over the last since the pandemic. And where's your thoughts? Where are we headed with all of this?

  • Frank Goodale

    Person

    Sitting on the, on the Big island and having the volcano go off and not knowing when it's on or off type of situation. I've learned to live with a lot of unexpected changes and I think we're going through some of those unexpected changes just like the volcano in the real estate industry.

    Person

    Not to be as dramatic as the volcano is, but nevertheless there are a lot of changes going on and our supply issues are a little bit different than they are in some areas of the mainland. We do, I believe, have a lot of agents to help work with that.

    But I do see still a lack of inventory which is continues to drive prices upwards, although at a much, much slower race. And it has, it has sort of hit a peak and it's backed off a little bit. But we're still very short on the rental inventory and the housing inventory.

    We really need to focus on getting more in tune with where our economy is so that we don't have to send our kids to the mainland to live.

  • Tim Richards

    And I was hoping you'd touch on that because it is an inventory issue. From your perspective, from your expertise, Big Island is big. And the housing that is available, do we have it in the right areas or do we have to work harder development?

  • Tim Richards

    Legislator

    When I'm talking about affordable housing, east side versus west side, north versus south, or do we just need it all?

  • Frank Goodale

    Person

    We need it where the employment is. Most importantly west side for the most part, I think that is going to be on the west side, but there are some areas in the commercial areas on the east side there that are also important in there. And we need a diversity of housing and the various inventory.

    Person

    I think most important is, is we need to figure out how to attract the investors and not chase them away to build and to support the, the building industry and to get that building stock done. Whether it's for rentals or for housing for homeowners to live in them, both are important.

    And I think sometimes we want to chase away the investors and, and. But they are a very important part of trying to find the capital to bring in to the islands to build that housing, to build those rentals, that affordable housing, the affordable rentals in there.

    So I see it more of a General need in a lot of different areas. And having worked with an Association that works with both the Big island and also Honolulu, though very different in perspectives in Maui, each of those areas is unique. And what works in one area doesn't necessarily work in the other areas.

    And I've learned that in working with our organizations is that the needs are very different on each of the islands.

    So in short, we need all different levels of housing. We need it essentially everywhere on the ground.

    Yes, because we have been created, there have been gaps in the housing chain featuring food chain, and that those gaps have made the problem worse in some areas and less manageable. And we don't see the traditional move up housing. It's more like I've got to jump the gap type of situation.

    And that's unfortunate because some of that housing that he would be jumping out of, new people could be jumping into. So it's important that we have a consistent range on that. Developers tend to take a close look at that.

    Sometimes they get a little bit of out of whack, but they have their dollars on the line and they want to be filling the gap areas.

    Thank you for being here. By the way, I want to go back to the licensing of associations touched on earlier. I mean, you thought. Is that something that you think this Committee should look at in conjunction with the real estate Commission?

    Is that something the Commission has or will or potentially may have a conversation about?

    I think right now it's just registration of these associations. And I guess that question is, is if you want to take on almost another realm of government, so to speak, and management of associations, it's a big task. There's no question on that. Are there ways to influence the behavior of associations short of that perhaps?

    I think that needs to be worked into the discussion and whether the, whether the Legislature, Legislature wants to fund what would be necessary for either path on.

    There, and if that were the case, may be, would the real estate Commission be an appropriate house, for lack of a better word, for such a program, or should this be something the Commission would discuss as a standalone?

    Because part of the issue that comes from the Committee frustration of the chair is the fuzziness of jurisdiction between all the different entities within DCCA when it comes to what is affectionately been known as condo wars. Right.

    And so when your nomination came forward, and normally we appreciate you and everybody coming to serve, but we are asking for you as a board to actively engage in the discussion that manifests itself repeatedly in bills, which is what is the role of the real estate Commission? Can it be better defined?

    Is it better even eliminated for other entities in DCCA? Then what can be done to help us create things like perhaps looking at licensure of associations? You know.

  • Frank Goodale

    It depends how much control you and the responsibility that the Legislature would like for. For that. I think the Committee should be, you know, open to working with that and the needs that the Legislature finds that they want those problems solved in, In a group like that, I think it could be placed in it.

    I don't see any reason it can't be placed in independent or, or, you know, that's a conversation that needs to happen.

    And I think between the, the governor's office and where he wants it to administer and where the Legislature would like to place it or fund it is something that it should definitely be a point of conversation.
