Welcome everyone to the Judiciary Committee decision making-only agenda, 9:45. We have 12 bills to vote on today. First up on this list is SB 1202. This allows campaign funds to be used for candidates' childcare and vital household dependent care costs under certain conditions.

Thank you. Next up is SB 55. This relates to administrative rules beginning in January 1, 2027. Requires all state agencies to make the full text of their rules available on the website of the Office of Lieutenant General in a digit—digitally—accessible and searchable format that meets or exceeds certain federal standards.

Thank you. Next up is SB 106, relating to pedestrians. Authorizes pedestrians to act contrary to the statewide traffic code when a reasonably careful pedestrian would determine that there's no immediate danger of a collision with a moving vehicle if the pedestrian is more than 200 feet from a crosswalk. Okay, thank you. Next up is SB 1048, relating to solicitation of funds from the public. Recommendation on this one is to pass with some amendments. Let me find them here. We do have prior concurrence to accept the AG suggestion to remove the ministerial exception. So, if you're not in good standing, you can't raise money this way.

And also, per the Attorney General suggestion, removing exemptions from—oh, wait a minute. Is that the way that was phrased? Do you have the? Let's see now. I was just going to pull up to your, how you, how you'd given it to...oh, sorry. Sorry. Okay, so then we'll delete the proposal, the proposed new Provision, in Section 47—467 B-12.5 A.

All charitable organizations, charitable fundraising platforms, and charitable platform charities should be required to file written contracts with the Department before commencing charitable solicitations with the state. And that was also an AG's suggestion. And I do—we do have prior concurrence. Otherwise, we'll leave it alone. Any questions or concerns?

Thank you very much. Next is SB 849. This increases penalties and fees for taking and killing of indigenous species of aquatic life, wildlife, and land plants that are native to the state. Thank you. Next up is SB 1337. This clarifies requirements to establish a quorum to do business and invalidate acts of this stadium authority. Would require a majority of voting members for quorum and then a majority of the voting members to concur with actions. Recommendation's to pass as is. Questions or concerns? Thank you. Next up is SB 109. This requires that the Hawaiian version of the law be held binding if the law in question was originally drafted in Hawaiian and meets certain criteria. Our recommendation here is to pass with an amendment suggested by the Judiciary.

The prior Committee made it so that if the law was originally written in Hawaiian and then amended, translated and then amended in English, then the English would be the binding one. This one—this amendment—would be the other way around. So, we accept the Judiciary's amendment to apply the same rule.

Thank you. Next up is SB 268, relating to burial—island burial councils. Decreases the size of the island burial councils from 9 to 7. Removes the requirement for the councils to include members having development and large property owner interests. Recommendation is to pass as is. Questions or concerns? Thank you. Next and last is SB 66. This requires counties to grant building permits within 60 days of the completed application is stamped and certified by a licensed engineer and architect and other certain conditions are met. Well, initially, I was just going to put a bad date on it.

SB 1312, relating to offenses against public health and morals. Clarifies that the definition of profits from prostitution includes any money or property accepted or received from the proceeds of prostitution activity, even if it's accepted or received as a reimbursement or repayment of a debt.
