Great to see you, too. Here. Okay, let's move on. Are there any other introductions? If not, let's move on to the order of the day. Item number five, reports of Standing committees. Representative Todd.

Legislator
Madam Speaker, I move to adopt Standing Committee reports, numbers 255 through 311, as listed on pages 1 through 15, and that the accompanying House bills, as may be amended, pass second reading and be referred to their designated committees and or be referred to their designated committees.
- Nadine Nakamura

- Lauren Matsumoto
Legislator
Madam Speaker, ruling on a potential conflict. Please proceed. My husband is a firefighter and part of bargaining unit 11.
- Nadine Nakamura
Legislator
There is no conflict for this topic and for this would apply to the rest of the session. Thank you, Representative Poepoe.
- Nadine Nakamura
Legislator
Again, this would. There is no conflict and this would apply for this Bill and for the rest of the session.
- Nadine Nakamura
Legislator
Moving on to standing Committee report 275. 276. We're now at the top of page seven. Standing Committee report 277. Representative Garcia.
- Garner Shimizu
Legislator
Thank you, Madam Speaker. I rise in support. With reservations. With brief comment.
- Garner Shimizu
Legislator
My reservation is concerned on the scope of the impact fees, the uncertainty. Thank you, Madam Speaker.
- Nadine Nakamura
Legislator
So noted. Moving on to standing Committee report 278 279. Representative Pierick
- Elijah Pierick
Legislator
Thank you. So we have four other states in our union that have a full time Legislator. This Bill would move us in that direction. Other states would be California, New York, Massachusetts and New Jersey. Those states have high costs of living. So even though they're working together all year round, it's still really expensive to live there.
- Elijah Pierick
Legislator
If we have the opportunity to work all year round, it doesn't necessarily mean our cost of living will go down based on other states. We are very, very knowledgeable and you know, we have lots of skills coming into this job.
- Elijah Pierick
Legislator
So we have the capacity to solve basically all of our state's problems in a short amount of time. High cost of living, housing, homelessness, all that stuff. But we haven't done it in like, you know, over 50 years. So I don't think we need more time to solve the issues.
- Elijah Pierick
Legislator
We just need to go ahead and do the things that will work in a short amount of time.
- Nadine Nakamura
Legislator
Moving on to standing Committee report 280. We're now at the top of page eight. Standing Committee report 281. 282. 283. Representative Souza.
- Kanani Souza
Legislator
Madam Speaker, I'd like to make a disclosure. Please proceed. My brother is the Vice Chair of the Board of Trustees at the Office of Hawaiian Affairs. And this Bill pertains to the OHA budget and funding for oha.
- Nadine Nakamura
Legislator
Thank you for the disclosure. There is no conflict of interest. And this would apply to the rest of the session.
- Nadine Nakamura
Legislator
Standing Committee report 284. Moving to the top of page 9. Standing Committee report 285. 286. 287. 288. Top of page 10. Standing Committee report 289. 290. 291. 292. Top of page 11. Standing Committee report number 293. 294. 295. Representative Pyrrick. No vote, so ordered. 296. Representative Garcia, no vote.
- Kanani Souza
Legislator
Thank you, Madam Speaker, and strong support. This. Please proceed. Thank you. This Bill was introduced on behalf of the Maritime Caucus, and we already have a National Maritime Day. We're just trying to get Hawaii to be recognized so that we can also recognize our local port workers and. Yeah, thank you. Appreciate it.
- Nadine Nakamura
Legislator
We're now at the top of page 12. Standing Committee Report 297. Representative Garcia, no vote. 298. 299. 300. Representative Pierick.
- Nadine Nakamura
Legislator
Okay, we're gonna go back to Standing Committee Report 299. Representative Pierick.
- Elijah Pierick
Legislator
So my understanding is that this would be kind of like creating safeguards or some ethical guidelines for AI. We already have the First Amendment, and there's tons of Supreme Court cases out there that define the know the limitations of the First Amendment.
- Elijah Pierick
Legislator
So I don't think we need more governance for, you know, policing what our people can and can't communicate.
- Nadine Nakamura
Legislator
Standing Committee report 300. Now we're at the top of page 13. Standing Committee report 301. Representative Pic. No vote, so ordered. Signing Committee report 302. Representative Pierrick. No vote, so ordered. Standing Committee report 303. Representative Moraoka. No vote, so ordered. Standing Committee report 304. We're now at the top of page 14. Standing Committee report 305.
- Nadine Nakamura
Legislator
306. Representative Garcia, no vote, so ordered. Representative Moraoka. No vote, so ordered. Moving on to standing Committee report 307. Representative Shimizu.
- Garner Shimizu
Legislator
Thank you, Madam Speaker. I'm sorry. Could you go back to scr306? I'd like to vote. Support the Bill with reservations, please.
- Nadine Nakamura
Legislator
We're back to standing Committee report 306. Please proceed. Representative Shimizu.
- Nadine Nakamura
Legislator
We're back to standing Committee report 307. 308. Representative Pierick. No vote, so ordered. We're now at the top of page 15. Signing Committee Report 309. Representative Pierick. No vote, so ordered. 310. Representative Pierick, no vote. And Standing Committee Report 311. We're now at. Go ahead. Representative Garcia.
- Nadine Nakamura
Legislator
So ordered. Representative Souza. No vote, so ordered. Representative Shimizu.
- Nadine Nakamura
Legislator
So ordered. Representative Kong, Same request. So ordered. Representative Lee.
- Mike Lee
Legislator
Rising support. Please proceed. Thank you, Madam Speaker. As this body is well aware, about 67 months ago, there were about eight chosen landfill sites potentially for the city and County. And six of those reside in District 50. What, What I'm afraid of. And this is supported by the Department of Land and Natural Resources.
- Mike Lee
Legislator
It's supported by the farms, actually asking us to expand the scope of this so that they would support it. But it is supported by 100% of my constituency. You know, I want to acknowledge and I want to be very respectful for the people, for the representative.
- Mike Lee
Legislator
The constituents of the people in Nanakuli and for the representative out on the North Shore where the current landslide out in Wahiawa is being considered. But what this body may not be aware of is that over the last 70 years in Kailua alone, there have been not one, not two, not three, not four, not five, not six.
- Mike Lee
Legislator
But I'm sorry, but there have been six landfill sites in Kailua over the last 70 years. And if it is not Wahiawa, it would be bringing a seventh landfill to Kailua and to the District 50.
- Mike Lee
Legislator
Not only that, but Kapaa Transfer Station sits upon Kawai Nui Marsh, which is the namesake, one of the two sacred waterways that Kailua was named after. So I support this Bill. My constituents support this Bill. And I understand that other districts may not want this.
- Mike Lee
Legislator
But in response to Wahiawa as a chosen site, there have been so many bills that have been proposed this session that protect Wahiawa. But this is the only Bill that will protect another landfill come to Kailua in District 50. Thank you, Madam Speaker.
- Lisa Marten
Legislator
Thank you. I'd like to have the words of the speaker from District 15 enter the General as my own. And also just to briefly mention that in Kailua, we are really striving to restore our Ahupua from Mauka to Makai. We have so many different initiatives with non profits going on at this time. It's a really exciting thing.
- Lisa Marten
Legislator
And another landfill doesn't fit well in that program. Thank you. Thank you.
- Nadine Nakamura
Legislator
Any other comments? Okay, Members, we will be taking a voice. zero, excuse me, I'm sorry. Representative Reyes Oda, thank you.
- Julie Reyes Oda
Legislator
I rise in opposition. Please proceed. Thank you. I had looked into the landfill site selections and, and this is way back in one of the original ones where they were talking about the different sites for the landfill, one of which is in Ewa Beach, probably about a five minute walk from my house.
- Julie Reyes Oda
Legislator
It was using the Hawaii Prince Golf Course as a potential site, which was thrown off early. But the point being that if you drive into Ewa Beach down Fort Weaver Road, one of the considerations we're using right at the corner across from Buffalo Wild Wings and Safeway.
- Julie Reyes Oda
Legislator
And if that's a potential site, I don't see that it couldn't be a potential site in other places that those communities. And I, I feel, I feel bad to, to be saying that we have to put a site anywhere but that it has to be up for consideration too.
- Julie Reyes Oda
Legislator
I gave up my job in Nanakuli to come here and sometimes I used to refer myself as the teacher from beautiful Nanakuli Valley in the middle of Pvt. And Waimanalo Sanitary Landfill because that's where my location was. But in reading the,
- Julie Reyes Oda
Legislator
Some of the testimony, one of them had said that it may cause others to seek similar protection. Where then we're trying to codify each and every group and organization or environmental issue or everything to the point that we're not giving the city any latitude to make any decisions.
- Julie Reyes Oda
Legislator
And I think also within another testimony, it said that we need to have discussions about a comprehensive look about how we manage our waste. And I think that's also important too. Thank you.
- Nadine Nakamura
Legislator
Thank you. Representative Moraoka Rising support. Please proceed.
- Chris Muraoka
Legislator
You know, if this Bill doesn't pass, there's a very strong possibility that Waimanola Gulch doesn't move. Waimolo Gulch is at capacity and like my colleague from Kailua, the last few landfills have either been in his community or mine. So I support this Bill. So ordered.
- Nadine Nakamura
Legislator
Members, we will be taking a voice vote. All those in favor say aye. All those opposed say no. The motion is carried. Representative Todd
