Good morning, and welcome to the Hawaii State Senate Committee on Commerce and Consumer Protection. It's Thursday, 04/23/2026, 09:30am in Conference Room 225 at the Hawaii State Capitol. First up is House concurring resolution 137 House draft one. We're also gonna take up Senate Resolution 20 at the same time. These are proposed Senate drafts urging an immediate and permanent ceasefire and end to hostilities in Iran.

Only written testimony submitted on these resolutions of Barbara Polk with comments, Kelsey Burien, Sage Colon, River Burien, and late testimony from Azael Guillermo Ramirez, in support. Is there anyone else who would like to testify on these resolutions? Okay.

If not, I would just like to note in reference to one of the commenters that the Senate rules because resolutions are nonbinding expressions on behalf of the legislature, and they are they do not they do not fundamentally change house, Hawaii revised statutes that Senate rules do allow changes, substantive changes to the vehicles.

And given the fact that these events took place very late in the legislative session, the recommendation is to pass the proposed Senate draft, one of HCR 137 and SR 20.

Good morning. This is a convening on Thursday, 04/23/2026, 09:32am in Conference Room 225 at the Hawaii State Capitol. This is a reconvening to reconsider previous decisions on House Concurrent Resolution 202, House Draft 2, establishing a Legislative Task Force on Hawaii's future energy pathways to examine strategies to maximize cost savings while minimizing risk to rate payers over the next three decades and achieving the State's energy goals and producing affordable, reliable, resilient, and decarbonized energy.

This reconsideration was done at the request of the EIG Chair because there were separate amendments made in that decision making.

Members, since the decision making took place, we've received further testimony from the community around the PUC's participation in a convening like this. And the potential for it being construed as an ex-parte convening on items that they might later be asked to take up on a docket.

And because we are at the deadline and I am not allowed to further amend this resolution without creating another cycle of decision making by the other committees, I am not permitted to amend this resolution to require the Chairs of this task force to make membership open to everyone in the public. That is not a requirement in this resolution, so you could construe the resolution as creating a closed task force. There already is a House Resolution proposing similar, a similar convening.

REQUESTING HEALTH MAINTENANCE ORGANIZATIONS IN THE STATE TO ADHERE TO AND BE HELD ACCOUNTABLE FOR ISSUING TIMELY REIMBURSEMENTS OF HEALTH CARE CLAIMS PURSUANT TO THE STATE'S CLEAN CLAIMS STATUTE.
