But as she said, she is an advocate herself and also trains counselors to be advocates. Vocational rehabilitation counselors are advocates for people with disabilities, and oftentimes related to employment and helping to overcome misconceptions and stereotypes about

what people with disabilities can or cannot do. And for that and also for the fact that doctor Daniels heads up the rehabilitation counseling master's program at university. We really value her on the council as we try to recruit and retain qualified VR counselors.

Yes. Absolutely. Aloha, everyone. I'm Christine Park, and I wanna serve on the rehab rehabilitation council, in part because of my work experience and my background in mental health, as well as special education and workforce development, particularly adult education.

I feel like my my personal career goals and my own individual professional and personal goals closely align with the board's commitment to advocating for individuals with disabilities.

I've spent nearly two decades supporting individuals with diverse needs, ensuring that they receive quality education and services needed to succeed. I work closely with families, educators, administrators, and community members.

I bring over ten years of experience as a mental health counselor. I also teach for the Manoa re rehabilitation counseling program, as well as several other counseling programs to prepare future counselors to work with individuals with disabilities and diverse needs.

Yes. My name is Scott Spolina, and I wanna serve on PABEA. Well, quite honestly, prior to 2007, I didn't care about any senior affairs, senior issues at all. Then I created the first elder abuse unit within the prosecutor's office.

And from there, I got exposed to a lot of things senior related. Not only through my work at the prosecutor's office heading the elder abuse unit, but then also as wrangled in to start writing for generations magazine.

Then also I served on PABEA earlier on under Governor Ige. Then I was the president of the senior council division with the excuse me, the state bar. I've done over 400 presentations throughout the state on elder issues, including elder abuse caregiving.

My father-in-law became partially paralyzed for thirteen years, and we became a caregiver for him, my wife and I. Also, my wife and I, we were at one point mobile notaries. So on this island, I've gone to every single rehabilitation center here on Oahu.

Some of them are better than others. When you go to these warehouse, these these people warehouse places, you get to see real life there. That's another thing.

But besides all that, more importantly, I just turned 60 this year. And so I'm a senior now. And it's not easy. Right now, I'm on Tylenol because I hurt did something to my back. I probably just woke up one morning and hurt my back there.

Basically, now that I'm living as a senior and I've seen how seniors live on Oahu, I kinda am plugged into some of the needs, and I wanna be a voice to advocate for those needs for seniors on Oahu and the statewide.

Oh, just just get your feedback on something because you do work with the elderly and with public policy tourism. There's a bill that we're wrestling with this year that would look to establish strict liability on criminal offenses. What are your thoughts on that?

I like it. Okay. Not just as a prosecutor. I like it. No. Okay. Well, okay. But because before that here here's the difficulty here is we used to have, unauthorized entry into a dwelling place in the first degree.

Originally, it was a strict liability where basically you just enter into the home, and there happened to be someone 60 years of age or older. I believe the bill you're referring to is they've raised increased the age from 60 to 65.

It establishes strict liability. The concern we have is that the defense for let's say, robbing somebody or burglarizing somebody or assaulting somebody is they didn't look 60. They didn't look 60.

They didn't look 60. I mean, I'm sure if I didn't tell you my age, you probably thought I was 25. But no. I am 60, and if someone were to assault me, then they would be held to a higher standard of elder abuse.

As a prosecutor, as someone that works with the police, it's so difficult for the police to make these judgment calls on the street about, well, does this victim look 60? Does he not look 60? And so I personally like it.

It's up to you guys whether it will pass or not. You know, it's gonna be easier to enforce. But for those reasons and as an advocate for Kupuna I do like it.

No. No. No. This is the kind of thing that we would look to understand the different nuances of these. These.

Well, we've had like I said, we've had unauthorized entities who are dwelling in the second degree for years. And that I mean, the first degree for years. And prior to, I wanna say, 2019, no one had any problem with that.

No one had any problem with the strict liability for unauthorized entry into a dwelling. They only changed it when they added all the other elder abuse bail bills and turned that to a no.

I recently should have known there was a senior involved or senior inside the house there.

And and, frankly, it's it unauthorized entry into a dwelling is a crime regardless of how old the resident is. The only question is whether or not you are gonna increase the penalty

It is. So there there if the prosecutor's doing their job, they would have gotten a conviction regardless. The only question is the penalty phase.

It was just a quick one because I feel like what you were saying about the the seniors and when they have done the way. Yeah. So in my community and without this law, my community been victimized at least once a month, a senior.

And they know it's a senior home because it says Westlock Senior Home. So they know they're they're certain age. But, again, like you said, prosecuting or enforcement, they're not knowing how to emphasize this, and this is the reason why I 100% support this

because whether you intend or you didn't know, tough luck. You shouldn't be breaking into anybody's home anyway. And just so happens somebody is a senior, tough luck, you're gonna keep a penny. Alright. I'm a 100% for that.

I'm also on the executive committee of the Gender Journeys Day, which is a group that does work here in Hawaii for gender expansive keiki, primarily around supporting families and kids and training providers and educators.

Thank you. My name is Roy Katsuda. I am very, very interested in serving on PABEA. I have been retired from Halema'ahu, which is a private nonprofit housing corporation on Maui. It for about eight, nine years now.

I was instrumental in helping to create instrumental in helping to create a personal care and housing counseling program in Maui. We've been strong supporters of Maui handheld day care center. I serve on their board.
