    Mahalo, Pele. Kenna. Sorry. I'm not gonna keep interrupting everybody. This one, though. The more tickets police give, the more money the state and us lawmakers get to do whatever we want. That's the incentive this bill creates. Speed cameras were sold to the public as a safety program.

    Then the state sended out about 60,000 of these violations per month. There are warnings, but at that rate, we're looking at bringing in $144 million per month per year. And when the government starts depending on ticket revenue, people stop seeing safety and start seeing a racket.

    Thank you, Mr. President. I rise on personal privilege. I just want to say that this morning we received news that our former colleague Colleen Hanabusa passed away early this morning, 1:00am I was first elected here in this body in 2003. I'm sorry 2001.

    And I got to serve with Senator Hanabusa at the time we coalesced, we came together and we formed the Leadership Coalition. Under her leadership and under her presidency from 2007 to 2010, she launched the Senate Paperless Initiative to reduce the amount of paper that we've generated and provide electronic copies online for public accessibility and transparency.

    In the first year, we reduced our paper use by 68% in five years to more than 82%. And our legislative documents and Bill status are posted online and accessible to the public almost immediately.

    As a Senate Judiciary Chair, she led a special investigative Committee with the house in 2001 on the Felix consent decree related to special education and a joint Committee on Ayes Crisis in 2003. She she served in Congress from 2010 to 2014 and again in 2016 to 2019.

    She also Members if you recall, we used to have to go up to midnight to do all our final readings.

    Thank you, Mr. President. Today I rise with a very, very heavy heart to recognize and honor the life and legacy of a colleague and personal friend, Colleen Hanabusa. She was a trailblazer in government.

    She was more so a proud daughter of Waianae and a cornerstone of public service to Hawaii, Colleen served our state with distinction for decades, first in this chamber in the Hawaii State Senate beginning in 1998, where she later made history as the first woman to serve as Senate President in 2007, and later served in the US House of Representatives.

    But to many of us, we know Colleen as a colleague, a mentor, and a friend. In working with Colleen, I came to appreciate her honesty, her strength, and her willingness to speak her mind. She believed in standing up for what she thought was right, even when it was not the easiest or most popular path.

    She had a sharp mind, a strong sense of conviction, and a deep understanding of how government works, Even in her more recent roles, where she navigated even the most difficult, difficult moments in public service moving forward, critical projects like our rail system and infrastructure, which will continue to serve future generations.

    Many people knew Colleen as a formidable leader. But what some may not know is that she also had a great sense of humor. She was, through and through, strong, direct, protective. That was part of what made her so respected and for many of us, so beloved.

    Throughout her career, Colleen fought for our working families, for laborers, and for the importance of mental health and community well being. She was someone who advocated fiercely for others. And while Colleen spent much of her fighting for the needs of our communities, she rarely drew attention to the personal battles she faced herself.

    As part of the Women for Killeen Hanabusa, Colleen became more than a colleague. She became a personal friend. Her honesty, her tenacity, and her willingness to speak up and take action reflected what so many of us saw in her.     Thank you, Mr. President. I also rise on a personal privilege. Many of you may not know this, but in the 1998 election, for the first time in the history of the Senate, there were seven of us were elected in the Senate, we were called the Fabulous Seven.

    When I got into the Capitol in the 1999 session, and knowing that I'm hearing from lobbyists that we were the Fabulous Seven during the years under our current President, at that time, for the two years was seven President Norman Mizuguchi of Hilo. We also served thereafter under Senator Bobby Bunda.

    It was interesting because the seven of us, many of us were from the rural areas. The Fabulous Seven, including included new Senators from Maui, Kauai, Hawaii island and and Oahu. Unfortunately, during the 2002 election, five was not elected. It was the tummiest years.

    On Governor Cayetano's last two years, the decisions on tumultuous years were the issues of the Bronster and the Death with Dignity issues. And it was very challenging for us during those years. Hence, those five did not return to the Senate thereafter in the 2002 election.

    Governor Caetano in his last two years has had also some very challenging years because of those issues, though Colleen and I, Senator Hanabus and I were deeply engaged because we were from the rural districts in issues that we felt so deeply of the rural areas in the state, we worked together in many issues.

    But with regards to the controversial Bronster and the Death with Dignity were in opposition. During the return in the 2003 session, the reorganization happened and we all worked together.

    And she had been a vocal instrument for women and for all of us here in the state, it is with deep sadness that we hear of her passing and our condolences to her husband as well as to her family and the people of Hawaii. Mahalo, Mr. President.

    I don't know where to begin. A titter from the west side. You said it right. Senator Kadani, we will all miss you, Colleen. I got elected to this body in 2006 as a Republican, changed parties after a year, and Colleen welcomed me with open arms.

    We had many long talks and I had no idea what was going to happen. And pretty soon she said, Mike, I'd like you to be the chairman of the Energy Environment Committee. The environment itself has been a very issue, very near and dear to my heart, and I was just stunned.

    But that's the kind of woman she was. It wasn't about parties or it was about doing the right thing. So we'll miss you, Colleen. O yo, Mahalo.

    To serve here in the Legislature, you have to be tough. And I can't even imagine how that toughness resonated on a congressional level.     But just the idea of her groundedness in the community where she come from, if you Guys talking about what Senator Kadani talks about, how tough she was. You guys got to understand in those days, living on the west side, you had to be tough in any which way. It couldn't be a pushover for.

    For her to run for office for her community and serving this body being accomplishments that she did. One thing I never going to forget about her is that she was always a champion of the small guy, small businesses and labor.

    How I really got to really know her even more is when she used to come to the operator, engineers, a lot of our events to give us guidance on a sense of laws and labors. And that's something that I never forget going.

    Over the years, even though I did change parties, Senator Gabbard from being a Democrat to a Republican, our relationship never changed. Exactly what he said. It was never about the party. It was about the people, serving the people. And if anybody gonna know her of being the champion, that's what she was.

    There's a lot of things that me and her butt heads about. But I'll tell you right now, at the end of the day, we still was friends. No matter where we went. No matter where we went and we go, we're always greeting each other of aloha. There's one thing good about her and her legacy.

And she had one of the most interesting signatures. I mean, if you saw her signature, you think, I can't tell if that's art or.

    When she first ran for Congress, she had all the fluorescent pink signs. I don't know if everybody remember, just fully fluorescent pink. And she loved her dog. She loved her dog. And she even had her dog. Or she probably wrote it for her dog. She had a cookbook for her dog.

    I don't know how many people remember that. Congresswoman Hanabusa read everything. Everything. And the weird part is she wrote down everything. She had these little black and white composition books and she would store them in her drawers. I mean, somehow you would ask her about something. She opened her drawer, she pulled out this composition.

    zero, this is what they said. She knew everything. She wrote everything down. And she would never forget. She had a steel trap for a mind. She just knew everything. She was always well studied, always aware, and always focused. And she was never afraid of controversy. I mean, talk about tough. She just dove right in.

    She didn't even look back. Never nervous, just went straight toward it. On a personal note, she would often tell me that I was an acquired taste. And that's when I knew, okay, I like you. She was very supportive of everything I did. She always gave me advice. She always pushed for thoughtful, meaningful policy discussions.

    She would always challenge me to be brave, to always put the future of Hawaii first, in spite of emotions in the moment, and to lead by example. She expected all of us to be better, to do better, and to lead better. She will be missed, but Hawaii will always be a benefit, will benefit from her Legacy.

If not, I don't want to belabor, you know, all of the things that have already been said, but in the joint statement from Speaker Nakamura and myself, thanks to our excellent communications research, I had not realized she was the first woman of color to lead a state Senate in the nation today.

    I can tell you. Andrea Stewart Cousins leads the New York Senate, an African American woman. And Monique Limon leads the Senate in the state of California, the two largest states. And she is a Latina. But at her first election, she was not just the first here in Hawaii, but the first woman of color.

    And to Senator Dela Cruz's point about remembering and knowing everything, I remember after the 2016 election being invited to do Island Insights. The speaker was Josuke, who for his good fortune said he had food poisoning and could not make it. The other two guests for Senator Hirono and newly elected again, Congresswoman Hanabusa.

    And the first topic was the Affordable Care Act. And Darrell Huff asked the question. Senator Hirono, who was instrumental in getting it passed, talked at length. And then Congresswoman Hanabusa said, I don't know why I know this, but on page 65, item 3, down the page, and there is the answer that she then stated verbatim.

    And I just had to sit there and keep quiet and let them carry the day on Island Insight. But what nobody said is who she was when you didn't see her. And that really is the measure of the quality of someone, how you treat people and how you act when you're not in the spotlight.

    And Senator Decorte, what amazed me and touched my heart is she had no children, so I thought that she was a tough, brilliant, incredible Legislator who did not back away as being described by Senators Kidani and Dela Cruz from any fight.

    And then my son was serving as intern in Washington D.C. and she would host a dinner for her intern and she would ask that intern what they wanted to eat and make sure they had it. This particular intern wanted Hawaiian food. So Rod Tanonaka was with her staff at the time.

    He flew in from Hawaii with the coolers of laulau and lomi, salmon and poi. And when we went to her home, she had a big kitchen, I thought she would have catered or perhaps somewhere like Whole Foods where they had pre cooked meals.

    And she is in that kitchen with her apron baking a ham that she had made from scratch.

    Legislator

    And then Jesse Broder Van Dyke, who was working for Senator Akaka, she invited all of the Hawaii related employees to her home, about 25 of them she bought ahi, cut it up because she knew Jesse did not eat red meat and made sure that Jesse took the ahi stir fry first before anybody else could get it.

    And I'm wondering what is she going to do with all of this food?

    And when the dinner concluded, she pulled out the clamshells and she made sure that each one of those young people working on the Hill had another meal to take back home with them for the next day, whether they were going to bring it to work for lunch or whether it was going to be for dinner.

    And I had no idea about how much she cared, how much she took care of the young people. And so while she did not have any children of her own, to your point, she had many children that she took care of.

    And that was the Colleen Hanabusa I got to know when nobody was watching, when we were all hoping for the best for our own children. She was there to provide that. And I truly treasure that I got to know her and who the whole Colleen Hanabusa was and not just the legislator and the tough tira from Waianae.

    She will be missed. And you know, like my colleagues, I'm just blessed to have called her a friend. If there are no other announcements, the deadline for filing standing Committee reports for third reading is 8:00pm Senator Wakai.
