This is our 10 am Thursday, February 19, 2026 decision-making agenda on SB2760, which was heard in a joint Committee hearing with our friends from the Committee on Agriculture and the Environment last week. The recommendation on this measure is to pass with amendments.

Reconvening on Senate Bill 3275. This is our Hawaii State Senate CPN Committee 10:01am agenda on Thursday, February 19, 2026 in Conference Room 229 at the Hawaii State Capitol. Again, this is decision-making on Senate Bill 3275 relating to cannabis.

Recommendation on this measure after conferring with the co-Chair is who made recommendations on this measure in an earlier decision-making is to keep this Bill moving because there are no other vehicles available to discuss the impacts of recent federal actions on the hemp industry, especially pertaining to the cultivation and processing and manufacturer of CBD products in the State of Hawaii.

The recommendation is on page 10 to strike lines 6 to 9 and lines 12 to 21 and on page 11 strike lines 1 to 3 and lines 17 to 21 will also remove all of pages 12 and 13 of the measure and replace all references to the Department of Commerce and Consumer affairs with the Office of Medical Cannabis Control and Regulation. There are also technical non substantive amendments Members. Any discussion?

Chair Yes, I appreciate you moving this off for further conversation. However, I have a lot of concerns about. We already have a problem with the CBD purveyors and the effect it's having both generally into the 329 program. So because of that I'm just going to go WR. So noted.

Vice Chair, thank you. With respect to many of the concerns that were raised during the hearing, you know, I think the difficult part is finding the appropriate balance and trying to move something forward. However, I have been receiving a lot of communications from my constituents and so I will be voting no.

I have similar concerns on what Senator Fukunaga had mentioned. I've been receiving some calls also from my constituents regarding their concerns. So I will be voting Note today.

If I can just say real quick, like you guys have gotten a lot of calls and on both sides, people who want to see legalization who are saying don't pass it, and people who don't want to don't smoke saying pass it. It's very interesting.
