Thank you. On this measure, you know, the House moved out the budget as requested from Oha. The Senate moved back, passed a Senate draft that was very different and the significantly reduced.

It was basically providing them status quo funding from years past and not the additional funds that had been requested which I know our Committee certainly was supportive of. Finance and Ways and Means have negotiated between the two of them on what was acceptable.

It's not what I preferred but it's what they've determined and they've asked us to consider the CD1 and reconvene with them, Ways and Means and finance at 5:11PM in Room 329. I don't know. Have you received any communication from Ways and Means.

This allows for ballots designated by the county clerks for inclusion to be included in the initial tabulation for purposes of initial recounts. And then the other important change it makes is raises the percentage difference to 0.5% of total votes cast to automatically trigger a recount, up from 0.25. And the numerical difference is—remains at 100.

One full time social worker assistant at 50,882. full time clerks at 48,936 each. So the appropriation total would be 739,440 in salaries, 140,000 in operating expense expenses. That sound familiar.

So, House Bill 869—excuse me, House Bill 369, Senate Draft 1, relating to campaign contributions. This is following up on a Bill we did previously that we could only accept $100 in cash from an individual. Any candidate could only accept $100 in cash from a donor.

What this does, it makes it clear that if you get more than $100 in cash contributed from an individual, you have to return it, or within 30 days, if not, then it escheats to the Hawaii Election Campaign Fund. So, that's the purpose of the Bill.

Thank you. On this measure, we had prepared a CD1. And then on further analysis, we find some discrepancy in the numbers between what BNF is requesting and what was in the bill. Thank you. Using the Senate Draft 1 as the base, what we did is we moved the existing adjudication of the infractions, Chapter 291 to a more appropriate division of the Hawaii Revised Statutes. It's part C, part three of the proposed CD1 and we included the necessary conforming amendments which are in Part 4 of the proposed CD1.

Chapter 291D is currently in the HRS title related to motor and other vehicles. The proposed CD1 would move the chapter to Division 4 of the HRS, which is related to courts and judicial proceedings. We thought that was more appropriate.

The purpose of this amendment is to improve the readability of the chapter and allow the Legislature to easily add new infractions to the chapter in the future. So the current vision of this bill would create a mixed income sub-account within the Rental Housing Revolving Fund with a variety of priority uses of the fund, including projects for those who meet income requirements, government employees, members of the workforce, projects on state or county land, and projects requiring the least amount of funding per unit, and projects that are projected to be fully repaid within the shortest loan term.

So I'd like to just say that what we have here is a highlight that we'll present, but it does look at the essentials on health and safety, on compliance, on infrastructure maintenance and modernization of our state, state assets, and on the state's priorities to build affordable housing and infrastructure, support education and workforce development, economic development diversification, including innovative agricultural production and environmental sustainability.

So with that, we're going to go through just the highlights of the budget.

So, Representative, so I'll start off with information on the amounts that were spent in the CIP budget. So the GO bond and GOR bond in 20 fiscal year 26 is about $1.4 billion. Fiscal year 27 is about 423 million.

All means of financing for fiscal year 26 is about 3.3 billion, and fiscal year 27 is about 2.3 billion.

First off housing initiatives, we've included $240 million for financing programs including rental housing Revolving Fund and the Dwelling Unit revolving Fund, 68 million for the Kalei Momi development project, 37 million for Kauhale development projects and 35 million for kupuna supportive housing.

Under agriculture, we have included 48 million for land acquisition to expand Hawaii's agriculture initiatives, 22 million for state irrigation projects and reservoir safety and 7 million for Halawa animal industry facilities and for defense.

Under education, we've included $71 million for deferred maintenance projects, $40 million for health and safety projects, $30 million for schools which serve military installations, including 120 million in federal funding, 16 million to address cost compliance Statewide 18 million for improvements to support facilities on campus, 50 million in project completion funds, 72 million for regional kitchens to support local school lunches, 20 million for pre kindergarten classroom capacity and 115 million to support additional education.

For Hawaiian homelands, we've included $20 million for repair and maintenance projects statewide. Under health, there are a total of $115 million for health care services statewide, including 25 million for the new Keal Benioff Medical Center, 13 million for Kona Community Hospital's new emergency Department.

Also included under Health is $40 million for critical repairs to the Hawaii State Hospital campus, as well as 132 million including federal funds for wastewater and safe drinking water projects for the Library's 52.

On this measure, we have made some adjustments, and let me just read through them. On page one, program ID JUD 601, sequence 2060-001--I sound just like you--House-Senate adjustment, sequence 3000. In JUD 320, I'm going to tell you what we did and then I'll read the code.

So there were 17 vacant positions that were initially going to be taken and the money taken, but we've negotiated now it's just going to be three positions and the details are House and Senate adjustment, sequence 3000. In JUD 320, it's minus 57,096 for both years, in JUD 350, minus $65,664 in both years, and in JUD 601, minus 31,548 in A funds for both years. So we've not taken the positions; we've just reduced the funds that were assigned to those positions.

These are--basically these two were funding for civil legal services and federal court proceedings.
