    One of the biggest imprint of my life with Blaine was when his mom wasn't doing well and we got to talk because I got to take care of my grandmother. We kind of shared the blessings of taking time away from work and a lot of things to spend time with your mom or with my grandmother.

    Things that nobody in our family would ever have a blessing in having because the time that you spent taking care of her and being with her, a true blessing. And I'll never forget the conversations that we had on the phone. It meant a lot to me.

I'm proud to introduce my former colleague Rania to the Senate for consideration for the position of Director to Department of Human Services. You know, I normally ask my staff to write my speech for me, but in this case, I had to do it myself.

    Ryan is no stranger to public service. By the time I came into the House, he had already served a decade for the people of Hawaii. You know, I did not really come to admire him until I read a short blurb in the local paper about his volunteer work.

    At that time going to Florida for the Parkland shooting, counseling the survivors and those who needed help for the Red Cross. So upon his return, I don't know if you remember this, I publicly acknowledged and welcomed him to the House floor. It coincided with Rep. Lohan's recitation of the 17 Parkland victims.

    It was a mass shooting that really struck the hearts of all of the U.S. indeed, during the Red Cross anniversary ceremony held at Iolani palace some years later, Ryan Yamane was the only Legislator honored for his years and voluntary service as an advanced disaster mental health volunteer with the Red Cross.

    Now, prior to joining the Administration as Deputy Director of D herd, Mr. Yamani served as House Chief Chair of Health and Human Services, my counterpart. In that capacity, we tackled the many issues plaguing the Human services, including a futile attempt to hold those receiving payments as guardians of abused foster children accountable, even after permanent guardianship was awarded.

    This was the session when we attempted to help Department of Human Services after the disappearance and abuse of Ariel Sellers Isabella Kaluna came to light. Now, this attempt to push the boundaries later led to the Governor's veto and really the sole basis for any opposition testimony in Yamane's confirmation.

    So I bet at this time he regrets my introducing him. But I just want to point out that incident because it shows his heart and it shows his willingness to push the boundaries to protect abused children and his continuing learning ability to navigate the labyrinth of guidelines that the Director needs to Follow.

    So almost all of us know him as a Legislator, but until I read his resume, I did not know that he has a dual master's in Executive Business Administration and in Social Work, and that is also Dale Carnegie graduate. Now, the last thing really kind of amazed me.

    But so like any, you know, like any director's nominee, there's a list of directors, administrators, and in Mr. Yamana's case, former colleagues like Isaac Choi, Dwight Takameni, who also knew his father, Brian Yamane. And Ryan has now gone beyond his father father's footsteps. So, colleagues, I invite you to read his resume. Because his credentials are long.

    I only mentioned the highlights. The varied testimony submitted for his confirmation stated his thoughtfulness, his ability to collaborate, his ability to assess different perspectives because he will need all of that in leading the largest Department in the state.     Yamani will face no shortage of challenges because we are confident that he will provide strong, decisive and effective leadership as DHS Director. Frankly, the best oral testimony that came from the hearing was that from Director Louis Salavera, who said that Ryan Yamane has the heart of a Filipino. So, colleagues, Mr.

    Prior to him having this position, when I got to this square building, hanging out with the House and the Senate, he was one of the few. Few greeted me with open arms. No matter what background or what party I belonged to. Hanging out with him and being with him, he was a party within himself.

    And I enjoy working with him when he was in the House and I'm going to enjoy working with him in his new position at the Department of Human Services. Reason why I stand up in strong support. From day one, he hit it on the ground coming and meeting me at my office.

    One of the best things about him, coming to my office and being able to share with him the social issues we have on our west side. He always brought his own beverage. I never ever had to give him his own soda. He always brought his own soda, which was great.

    But right now he's working with me and my family on the west side on some troublesome issues that he takes very seriously and a hands on approach. A lot of the directors and a lot of people are not going to speak for every Director. A lot of them would hand it off to other people, not Ryan.

    He really wants to see and see how he can make a difference in our social issues.

    What Senator San Ben Vetoura said about our child abuse and this is one of the cases that we had brought up to his attention and that this coming Saturday, if I'm not mistaken, he's going to go out there and take a hands on approach.

    So there's no doubt in the confidence that I have in him moving forward and getting our communities and our state in a position that we can trust the Department of Human Services when it comes to our children and our neglected children. So again, thank you, Senate President.

His abilities and legislative experience are unique blend that's necessary to lead a Department that is set to be impacted by the Current Federal Administration.

    Being a former subject matter Committee chair, it was mentioned by the HHS Chair that this is likely to be the most challenging, most difficult position among the Governor's cabinet, mainly due to the sheer size of the Department and its reliance on federal money.

    I had the opportunity to work with this nominee during my time on the Honolulu City Council when both him and I were Members of the Oahu Metropolitan Planning Organization and at that time, Director Yamane, we had to look for an Executive Director during some challenging times where federal funding was really on the brink of whether we would get it or not.

    And it's because of his expertise and background knowledge we were able to successfully find someone. So I feel that he is very qualified and capable to lead this Department, given many experiences and backgrounds that he has so. And full support and thank you so much, Mr. President.

    Thank you, Mr. President. Our rising strong support of GM642, I just would like to share, you know, I've had the privilege and honor to serve in the house with Mr. Yamani. When I first came in to the house, it was again, as the Senator Elefante said, that contagious laugh.

    He was that well rounded individual that made you feel welcome when you came into the house. At the same time, there was never a dull moment. He could be the laugh of the day. At the same time, he would take his job as seriously as possible. He never left out the rural areas.

    He always considered the help that we needed and took a strong stance when it came to supporting his neighbor island people as well. One incident that we shared was when we were in Louisiana.

    And I can tell you as much as the conference that we were at and the work that we had done at that time, my husband had had kidney stones. And while we had him resting on one side, Ryan was, you need to go back and check on him.

    In this case, we ended up rushing him back to the hospital while Mr. Yamane calls over to check on my husband. And I'm like, Ryan, he's perfectly fine. You know, just having that type of outreach from somebody like that. I have full trust that Mr. Yamani will do a great job in his profession moving forward.
