There is one area that I spoke to Representative Hashimoto, the removal of the indemnity language. I'm not sure if we want to remove the indemnity language. It's basically preventing these third parties from requiring the restaurants to indemnify them.

I feel like that might weaken the Bill and the purpose of the Bill, but I'm taking another look at it to see whether it will or not. The other states that—a lot of the other states that have passed it don't have that. So, maybe not, but I don't know. Do you have any thoughts on?

So this bill is relating to beach management on the North Shore of Oahu. For the House. I have myself, Rep. Hashem and Lamosa as co chairs and Member Shimizu for.

So for this one we did circulate a CD one for your consideration. Essentially just cleaning the effective date. Yes. Would you be amenable to that? Yes. Okay, great. So this one does not have an appropriation. It just extends the deadline for SEA grant to conduct this management study for the North Shore area.

Okay, so, okay, so this Bill I introduced earlier this session to essentially just fund the, the delta between what the Board of Regents approved for various nursing programs and what made the Governor's Budget.

So, right now, we are preparing a CD 1 for your consideration, Senator, that would specify the amounts, as well as a clean date. So, just for your edification, this would fund several nursing related programs within the UH system. $447,936 for FY '25-'26 and FY '26-'27 for UH Manoa an UH West Oahu's Nursing Collaboration Phase 3.

$111,984 for FY '25-'26 and FY '26-'27 for UHM online RN to BS program. 424—$364 for FY '25-'26 and FY '26-'27 for UH West Oahu's Pre Nursing Pathway. And then lastly, $297,500 for FY '25-'26 and $595,000 for FY '26-'27 for UH Hilos to increase its school's nursing cohort size.

So, again, we will—we're working on a CD 1 for that, and we'll hope to have it to you shortly. Can we also defer this till 3:10 tomorrow? Do you have any comments on this Bill, Senator?

Okay, thank you, Senators. So for this Bill, I mean you know, having a background in HR, I do feel like the apprenticeship model is fairly underutilized. And you know, as many facilities as we build, that's only half the equation. You know, we do have to factor in workforce needs for early learning.

For this Bill, the fiscal impact was fairly high in terms of the grants that would be administered by the UH's College of Education. I believe over the fiscal biennium we're looking at approximately 6.25 million per year.

So I just need to consult with the Finance Committee in light of the budget closing yesterday, if this is something that we could still fund as a standalone item. So this one, it might take a little bit of time. So can we defer this one till Thursday?

If we're able to, we'll place it on the computer systems. But I did want to give you a hard copy of this. So, based on this comparison sheet, there really are three major policy questions that we're trying to answer. First is the placement of the Office of the State Fire Marshal, whether it should be in the Department of Law Enforcement or within the Office of the Governor.

The second big policy question is whether or not we should have a selection process whereby... Your position, Senator, is the creation of a State Fire Marshal Selection Commission whose members would be selected in part by advice and consent by the Senate. Our position on the House is to have an advisory board.

The third major policy area that we have to resolve is whether or not there's going to be the creation of a community risk special reduction fund. So with these pieces in motion, what I'd like to propose is I need to go talk back, go and speak with various Members in my committee. And if I could propose, I hope to have a draft to be able to propose to you tomorrow. Is that fine?

Okay. Because it wasn't clear to us that if we read your draft correctly, it wasn't clear whether the change that you made would result in a higher cost overall.

In speaking with the campaign spending Commission, the additional change that we made, which would be to increase the individual candidates expenditure limits. If there was. If there was participation in every race in both elections, it would require more funds than is being appropriated in this measure. Historically, there has never been.

Okay, so basically they're saying that it's enough to run the program even with that change.

That's my. Yes, that's my determination is that we would move forward with the appropriation that we have, but we would increase the expenditure limit for each candidate. And if they end up having participation in every race, well, we'll be surprised. And then they'll run out of money.

I think they have a mechanism for dealing with that already.

That could happen now. Yeah. Yes. And that could happen right now as well. So I didn't want to risk asking for more funds because I really would like to get this thing through.
