Your Committee on Commerce and Consumer Protection, to which was referred Governor's Message Nos. 561 and 563, submitting for study and consideration the nominations of:

Your Committee reviewed the personal histories, resumes, and statements submitted by Tiffany Lynn Hummel and Gabrielle Asay for service on the Hawaii Board of Veterinary Medicine.

TIFFANY LYNN HUMMEL

Your Committee received testimony in support of the nomination for the appointment of Tiffany Lynn Hummel from the Board of Veterinary Medicine and three individuals.

Upon review of the testimony, your Committee finds that Dr. Hummel's experience, background, and commitment to public service qualify her for appointment to the Hawaii Board of Veterinary Medicine (Board) as a licensed veterinarian member from Oahu. Your Committee notes Dr. Hummel has nearly fifteen years of experience in veterinary medicine and has been licensed as a veterinarian in Hawaii since 2018. During the course of Dr. Hummel's career, she has gained broad experience and knowledge about the practice of veterinary medicine in other states, such as California and South Carolina, where she practiced under different boards, laws, and regulations. In addition to a professional setting, Dr. Hummel has also worked with rescued animals, nonprofit organizations, and foster animals and volunteered with other organizations associated with animal care and wellness. Your Committee further notes that Dr. Hummel has served as an interim member of the Board since 2024 and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Tiffany Lynn Hummel be appointed to the Hawaii Board of Veterinary Medicine based on her knowledge, experience, and commitment to public service.

GABRIELLE ASAY

Your Committee received testimony in support of the nomination for the appointment of Gabrielle Asay from the Board of Veterinary Medicine and two individuals.

Upon review of the testimony, your Committee finds that Dr. Asay's experience, background, and dedication to public service qualify her for appointment to the Hawaii Board of Veterinary Medicine (Board) as a licensed veterinarian member from Oahu. Your Committee notes that Dr. Asay has been a licensed veterinarian in Hawaii since 2015 and currently practices as a relief veterinarian for Oahu Veterinary Clinic and as a Territory Manager for product sales for Merck Animal Health. Additionally, Dr. Asay volunteers her free time at Street Dog Coalition and is also the founder of Paniolo Livestock Services, a nonprofit that focuses on disease prevention and educating animal caretakers in the community. In the past, Dr. Asay has volunteered with the Honolulu Veterinary Society by organizing multiple networking events, continuing education events, and other community outreach programs. Your Committee further notes that Dr. Asay has served as an interim member of the Board since 2024 and has a thorough understanding of the roles and responsibilities of its members. Your Committee therefore recommends that Gabrielle Asay be appointed to the Board of Veterinary Medicine based on her experience, knowledge, and dedication to public service.

As affirmed by the records of votes of the members of your Committee on Commerce and Consumer Protection that are attached to this report, your Committee, after full consideration of the background, experience, and qualifications of the nominees, has found the nominees to be qualified for the positions to which nominated and recommends that the Senate advise and consent to the nominations.
